Transparency in assessing the quality of public service

With information on administrative procedure settlement results of districts, departments and branches clearly shown on the Ho Chi Minh City Institutional Implementation Map, agencies and units can accurately and transparently assess the quality of service to people and businesses to proactively direct, operate and urge the implementation of administrative reform and digital transformation targets.

Public and transparent assessment

In early 2024, Ho Chi Minh City will put into operation the Institutional Implementation Map with indicators on publicity and transparency; progress and results of administrative procedure settlement; satisfaction level, level of document digitization... of departments, districts and towns. In addition to the individual indicators, the map also has a comprehensive assessment to provide an overview of public administration quality indicators in the implementation of administrative procedures and provision of public services. The indicators are assessed from weak, average, fair, good to excellent with a maximum score of 100 points. In particular, units with a score below 50 are assessed as weak and from 90-100 points are excellent.

According to Lam Dinh Thang, Director of the Department of Information and Communications of Ho Chi Minh City, the Institutional Implementation Map is a tool for leaders at all levels, sectors and people to monitor and supervise the results of administrative procedure settlement and digital transformation of departments, sectors and districts. Thereby, clearly assessing the units and localities that have done well as well as detecting bottlenecks in administrative reform and digital transformation. Through the Institutional Implementation Map, each cadre and civil servant can monitor each indicator related to their own work and their unit and compare it with other similar units to strive to compete to better perform the task of serving the people. In addition, it also helps leaders promptly detect and prevent acts of harassment and inconvenience to people in the process of administrative procedure settlement.

Data for the Institutional Implementation Map uses input data from the Ho Chi Minh City Administrative Procedures Information System for publication, evaluation, and ranking. This is a unified system operating throughout the city, with data automatically generated from the daily public service activities of each officer and civil servant in handling administrative procedures online. The Director of the Ho Chi Minh City Department of Information and Communications affirmed that the indicators shown on the Institutional Implementation Map ensure honesty, objectivity, and transparency, and that people and businesses can monitor and supervise together.

Proactively improve quality

In January 2024, District 5 People's Committee ranked 19th and Cu Chi District People's Committee ranked 14th on the Institutional Implementation Map. By April 14, the positions of these two localities had improved significantly, rising to 8th and 9th, respectively. To achieve this result, local leaders proactively analyzed and evaluated each index to find solutions to improve and enhance the efficiency of administrative procedure settlement and people's satisfaction. Chairman of District 5 People's Committee Truong Minh Kieu said that since the beginning of the year, the district has organized a conference to deploy digital transformation work, proposing solutions to improve the efficiency of implementing a set of indicators to assess service for people and businesses in performing administrative procedures and providing public services on the Ho Chi Minh City Institutional Implementation Map. The district has analyzed and evaluated each indicator on the map to direct the correction of low indicators.

The Chairman of District 5 People's Committee assessed that the Institutional Implementation Map helps district leaders have an overview in directing and operating. At the same time, it helps agencies and units proactively inspect, monitor and urge the implementation of administrative procedures, administrative reform indicators, and digital transformation in the district and wards. Heads of specialized departments and committees and chairmen of wards' People's Committees have also signed commitments with the Chairman of the District People's Committee on key contents in digital transformation and improving the set of indicators on the Institutional Implementation Map. The results of completing these indicators are used to evaluate and classify the level of task completion of agencies, units, localities and individual leaders.

Similarly, Chairman of the People's Committee of Cu Chi District Pham Thi Thanh Hien said that since the beginning of the year, the district has issued a plan to implement digital transformation. In particular, the district has comprehensively innovated the organizational model of administrative organization based on data and modern technology to be public, transparent, improve efficiency and accountability. The district focuses on implementing digital transformation tasks to serve administrative reform, which are also indicators on the Institutional Implementation Map such as promoting online payment for online public services; investing in upgrading equipment to serve the digitization of input documents. At the same time, promoting the digitization of shared data in the planning, construction, natural resources and environment sectors; and the cultural and social sectors. In addition, from the indicators on the Ho Chi Minh City Institutional Implementation Map, the district leaders directed departments and offices to carefully analyze each individual indicator, promote digital transformation, resolve online administrative procedures, and improve the quality of service for people and businesses. Thereby, the ranking of the District People's Committee on the Institutional Implementation Map has improved every month.

According to Lam Dinh Thang, Director of the Department of Information and Communications of Ho Chi Minh City, the Ho Chi Minh City Institutional Implementation Map is used to determine the scores of related indicators in administrative reform and the level of digital transformation of departments, branches, sectors and localities. The leaders of the Ho Chi Minh City People's Committee have requested heads of agencies and units to use the Institutional Implementation Map to monitor regular work every week. The results on the institutional map make an important contribution to the overall annual administrative reform results of each unit, thereby affecting the emulation results of collectives and individuals.
