That is one of the contents recorded in the Report synthesizing discussion opinions and contributions at the Discussion Groups presented by Party Central Committee member, Vice President - General Secretary of the Central Committee of the Vietnam Fatherland Front Nguyen Thi Thu Ha at the 3rd Conference of the Central Committee of the Vietnam Fatherland Front, 10th tenure, held on the afternoon of February 20.

Accordingly, at the Discussion Groups, a total of 40 delegates expressed their opinions and some provided written comments. The delegates evaluated and gave comprehensive, enthusiastic, and profound comments on the contents presented at the Conference.

Regarding the operating regulations of the Central Committee, the Presidium, and the Standing Committee of the Central Committee of the Vietnam Fatherland Front, the 10th tenure, opinions stated that the operating regulations of the Central Committee, the Presidium, and the Standing Committee of the Central Committee of the Vietnam Fatherland Front, the 10th tenure, are consistent with the regulations of the Party, the State, and the practice of the Front's work, on the basis of inheriting the operating regulations of the 9th tenure.

Some opinions expressed the need for the Central Committee of the Vietnam Fatherland Front to have a coordination mechanism, regulations and specific instructions for Central Committee members to attend the Conferences of the Vietnam Fatherland Front Committee at all levels, and especially the Conferences to meet voters with National Assembly deputies and People's Councils at all levels, which is very meaningful and necessary to grasp the people's situation. The local Fronts must ensure consistency. Introduce Committee members to attend meetings with voters, meet people at their places of residence and at the grassroots level, not just at the provincial level....

The meetings of the Committee and the Presidium must be held in person to discuss and reflect; written opinions should only be obtained when necessary.

Along with that, it is necessary to build and clarify the specific working relationship between the Committee, the Presidium, the Standing Committee with the Party Central Committee, the National Assembly, the Government, ministries, branches, etc.; between members of the Standing Committee; and at the same time, clarify the social criticism function of the Front in the Regulations.

Regarding the full-term working program of the Presidium and the Central Committee of the Vietnam Fatherland Front, term X, most opinions agreed and commented that the draft full-term working program of the Presidium and the Central Committee of the Vietnam Fatherland Front, term X, 2024 - 2029 clearly and fully reflected the contents proposed during the term. Many thematic contents have basically met practical requirements, as well as enhanced the role and responsibility of the Front.

However, some opinions suggest that it is necessary to carefully study and determine the content and method of organizing meetings to be truly effective and avoid formalities (it is necessary to study the National Assembly's experience in organizing meetings).

Regarding the topics, delegates said that the Topic on digital transformation; summarizing 10 years of implementing the Law on the Vietnam Fatherland Front in 2015; Draft Report on the results of 5 years of implementing Directive No. 18-CT/TW, dated October 26, 2022 of the Secretariat on promoting the role, improving the quality and effectiveness of supervision and social criticism of the Vietnam Fatherland Front and socio-political organizations should be included in the content of the conference sooner.

The delegates also recommended that the Front issue a call for all people to enter a new era at the 4th Conference of the Central Committee of the Vietnam Fatherland Front; propose the Law on People's Supervision, which the Front is the agency in charge of drafting, to be included in the National Assembly's Law-making Program; and recommend that all people practice thrift and prevent waste.

Regarding the implementation of Resolution No. 57-NQ/TW dated December 22, 2024 on breakthroughs in science, technology, innovation and national digital transformation, through discussion, delegates all expressed that the Party's promulgation and implementation of Resolution No. 57-NQ/TW dated December 22, 2024 on breakthroughs in science, technology, innovation and national digital transformation is a decisive factor in developing science and technology, creating an important driving force for the country's development. The important issue is what contribution the Vietnam Fatherland Front needs to make to implement the above Resolution.

Delegates made a number of specific contributions, suggesting that the Front promote the role of member organizations in implementing the Resolution, such as the Vietnam Union of Science and Technology Associations and Advisory Councils; promote the role and strengthen monitoring and social criticism activities in implementing the Resolution; and build an automatic digital ecosystem to make the Front's work more effective.

Regarding the implementation of Conclusion No. 123-KL/TW dated January 24, 2025 of the Party Central Committee on the Supplementary Project on socio-economic development in 2025 with the growth target of 8% or more, the majority of delegates agreed, suggesting that the Front should clearly demonstrate its role and mobilize people to respond and participate in the implementation of the Party and State's policy on socio-economic development in 2025 with the growth target of 8% or more.

Through discussion, some delegates said that in 2024, the growth rate will reach 7.09%, but mainly in the public sector; the private sector still has a lot of room. The private economy is playing an important role in promoting socio-economic growth, it is proposed to assign the Vietnam Federation of Commerce and Industry as the core to coordinate with member organizations in the economic sector to promote resources of the private economic sector to promote growth. At the same time, the Front needs to pay attention to supervision to ensure economic development associated with environmental protection and ensure sustainable development (protecting the environment and society; stabilizing major balances of the macro economy).

Regarding the opinions and recommendations of the people, the delegates reflected that the people agreed with and highly appreciated the implementation of Resolution No. 18-NQ/TW which has brought about positive results. After the reorganization, organizations with similar functions and tasks were reduced; the internal organization of agencies and units was streamlined; organizations with no longer suitable activities were dissolved; and the staff, civil servants and public employees were restructured to meet requirements.

In addition, people suggested that it is necessary to continue to do a good job of ideological work, regimes, and policies for affected and affected cadres; to arrange cadres fairly and objectively, to retain capable cadres, not to let "brain drain" occur, with good people leaving and incompetent people staying.

Streamlining and reorganizing the state apparatus must ensure smooth operations and avoid congestion in the process of handling administrative procedures for people and businesses.

It is said that in 2025, the movement to eliminate temporary housing will be strongly implemented. This is a very humane act, demonstrating the superiority of the regime. However, in addition to mobilizing resources, the Front needs to strengthen supervision of implementation to avoid negative consequences. In addition, delegates reflected on a number of other issues such as environmental pollution; climate change; hunger eradication and poverty reduction in difficult areas; the situation of technological crimes in recent times... suggesting that the authorities need to take measures to solve the above problems, ensuring people's lives.
