On October 17, the National Assembly Delegation of Ho Chi Minh City met with voters in the health and education sectors in Ho Chi Minh City before the 6th session of the 15th National Assembly.
Speaking at the conference, Mr. Le Van Luc, Principal of Dang Tan Tai Secondary School (Thu Duc City) shared that recently there have been amendments and supplements to preferential allowances, seniority by profession, specific allowances by industry; innovation in financial mechanisms for administrative and public service units...
However, the process of adjusting and implementing the current wage policy still has many shortcomings that need to be further addressed and resolved.
According to Mr. Luc, teachers working in the first 5 years have an average income of about 5.5 million VND/month/person. Mr. Luc assessed that this salary is not high, because many ordinary workers have an income of 8 - 10 million VND/month.
While the cost of living is very high, it is not enough to cover living expenses. This causes some teachers to quit their jobs and move to other jobs. On the other hand, the economic market now has created many other job opportunities for students and teachers.
The principal also said that the recent increase in basic salary has not kept up with the price of goods, making it difficult to meet the needs of life in a large urban area like Ho Chi Minh City. Therefore, it has led to teachers quitting their jobs and changing careers, and schools have difficulty recruiting new teachers due to low salaries.
From there, Mr. Luc proposed that the National Assembly pay attention to salary policies and other preferential regimes for education officials so that the salaries and incomes of basic education officials meet the needs of life.
For new teachers and contract teachers, there should be support policies to ensure that their income is not lower than the regional minimum wage, and that they receive preferential allowances, study support, and training to improve their qualifications.
Continue to expand the wage relationship (minimum - average - maximum) to thoroughly overcome the current inequality in salary payment; have reasonable incentive policies for security guards, librarians, equipment, accountants, clerks, etc.
According to Mr. Luc, there is still a situation of "equal" salary payment, "working a lot or working a little is the same salary", salary is not suitable for the level of contribution, does not truly reflect the capacity and work results of cadres, civil servants and public employees.
" In general, although the salary policy has undergone many "reforms", it has not yet created a strong enough motivation for salary earners to promote their capacity and contribute. On the other hand, low salary is also one of the causes of negativity," Mr. Luc further emphasized.
Thereby, he suggested that the State pay attention to salary policies and other preferential regimes for education officials. For new teachers and contract teachers, there should be support policies to ensure that their income is not lower than the regional minimum wage; they are entitled to preferential allowances, study support, training to improve professional qualifications, teaching skills, etc.
At the meeting, Ms. Nguyen Bich Thuy, Principal of Hoa Mi 3 Kindergarten (District 5) said that when teachers and staff are sick, hospitalized or on maternity leave, the school has no replacements because recruiting teachers is very difficult. In fact, some schools do not recruit enough kindergarten teachers, while the rate of new teachers leaving the profession is high.
Principal of Lam Van Ben Primary School (Nha Be District) Tran Thi Loi also said that the school has difficulty recruiting staff to support education for the disabled and information technology staff due to low salaries and allowances and difficulty finding candidates who meet the recruitment criteria.
Agreeing with voters' opinions, Deputy Director of the Department of Education and Training of Ho Chi Minh City, Duong Tri Dung, said that the reality is that private units have a large number of employees, while public units from kindergarten to high school are holding many positions.
In addition, with the shortage of positions such as music, art, and foreign language teachers, the current salary mechanism is difficult to attract these people. Although Ho Chi Minh City has many special support policies, it is not enough to attract the number to meet the demand. Many teachers quit their jobs and professions because they cannot ensure their lives.
According to Mr. Dung, to create a breakthrough, there needs to be more mechanisms for units to use public assets, salary mechanisms, and to manage and use labor contract payroll at the unit.
Receiving voters' opinions, Deputy Head of the Ho Chi Minh City National Assembly Delegation Van Thi Bach Tuyet said that the current salary policy for the education and health sectors is still inadequate; along with that, there is no mechanism or policy to create a breakthrough in the development of these fields as desired.
Current regulations and the revised Law on Education all stipulate high professional and technical standards for the education and health sectors, while the available workforce cannot meet the requirements. In the coming time, these practical recommendations will continue to be submitted to the 15th National Assembly.
