Information on teacher salary policy was a highlight raised at the workshop to contribute ideas and complete the draft Law on Teachers organized by the Ministry of Education and Training this morning (November 29) in Ho Chi Minh City.
What is the salary of non-public school teachers?
Sharing at the workshop, Mr. Tuong Nguyen Su, Principal of Ngo Thoi Nhiem Primary, Secondary and High School (HCMC), shared on behalf of a private non-public educational institution. This system currently has nearly 10,000 students with a staff of 950 teachers and staff.
Regarding the welfare policy, Mr. Tuong Nguyen Su said that the school fully implements policies for all employees regarding social insurance, health insurance, unemployment insurance, accident insurance, annual health check-ups; cadres, teachers, and employees are provided with uniforms and free lunch at school; teachers and boarding staff are arranged to have 3 meals and stay at school to manage students.
The salary policy at this school is noteworthy. The average salary of the whole school is currently 27.3 million VND/month, the lowest is 6.1 million VND/month (janitor), the highest is 137.8 million VND/month. For teachers, the average salary is currently 30.7 million VND/month; the highest is 60.7 million VND/month and the lowest is 14 million VND/month. The average salary of employees is 15 million VND/month, the highest is 42 million VND/month, the lowest is 6.1 million VND/month. The salary for social insurance payment for teachers is the lowest at over 8.9 million VND/month, the highest at over 11.4 million VND/month.

Concerns about regulations on non-public teacher salaries in the draft Law on Teachers
Regarding comments on the draft Law on Teachers, Principal of Ngo Thoi Nhiem Primary, Secondary and High School said that according to the draft Law on Teachers, teachers in non-public schools are recognized as teachers with equal status and role as public teachers. This is something that non-public teachers are very excited about, and is a great recognition and encouragement for this group.
One content of the draft regulation on salary policy for teachers, according to which the salary and salary policies of teachers in non-public educational institutions are guaranteed to be no less than the salary and salary policies of teachers in public educational institutions with the same training level and the same title unless otherwise agreed. However, according to Mr. Tuong Nguyen Su, to ensure feasibility, the drafting committee is requested to study and amend in the direction: "Salary and salary policies of teachers in non-public educational institutions are guaranteed to be at least no less than the salary and salary policies of teachers in public educational institutions with the same training level and the same title".
Associate Professor, Dr. Thai Ba Can, Principal of Gia Dinh University, also had an opinion regarding the salary policy for teachers. Associate Professor Can affirmed that the salary content and salary policies for teachers in non-public educational institutions must not be less than the salary and salary policies for teachers in public educational institutions, which is a good idea. However, Associate Professor Can is concerned about the basis for implementing this. "The salary levels in public schools are currently very different, and there is no standard even in public schools, so it cannot be used as a standard for non-public schools. Therefore, this basis is difficult to determine and difficult to implement," Associate Professor Can emphasized.
Sharing the same view, Associate Professor Dr. Bui Anh Thuy, Dean of the Faculty of Law at Van Lang University, suggested that salaries for teachers in the non-public sector should probably only be based on the basic salary level issued by the State. Associate Professor Thuy said that due to the characteristics of non-public schools, if there is no policy to attract them, there will be no lecturers. For example, right at Van Lang University, even though they are the same department heads and have the same academic titles of associate professor and doctor, the salaries paid can be very different. This is due to the agreement between the school and each employee. Therefore, salaries in the non-public sector only need to be guaranteed from the basic salary level according to State regulations and do not need more specific regulations.
Regarding the above opinions, Director of the Department of Teachers and Educational Managers (Ministry of Education and Training) Vu Minh Duc said that the salary policy for non-public teachers is an issue that the drafting committee is still concerned about when building the Law on Teachers. Regulations need to ensure the rights of teachers while ensuring the effectiveness of non-public schools in operating as business models.
