TPO - In addition to stopping and parading on the streets, many passenger buses operating on Hanoi's roads have also been discovered tricking passengers into getting on the bus and then dropping them off in the middle of the road. This is happening on many streets but there is a lack of effective handling and coordination by the authorities.
After many days of recording, Tien Phong reporters found that, along with illegal parking; turning roads and sidewalks into illegal bus stations, many passenger buses also "pick up passengers by all means". The case of a passenger named Tuan reporting to Giap Bat bus station that bus 35B - 00116 (Ninh Binh license plate) did not go to Phu Ly (Ha Nam) but tricked passengers into getting on the bus at Phap Van and then dropped them off at the old National Highway 1 (not going to Phu Ly) was temporarily suspended by the station, which is a typical example.
At My Dinh bus station, reporters recorded that Pham Hung - Pham Van Dong route has the highest number of vehicles in the western part of Hanoi but the traffic is among the most chaotic. On May 28-29, reporters filmed and took pictures of dozens of passenger cars violating parking and picking up and dropping off passengers, including cars with license plates: 19N-5795, 19B-00317; 14B04384; 29F-05801, 98B-01874...
On the Vo Van Kiet - Ring Road 3 axis, there are also many illegal pick-up and drop-off points, including Kim Chung intersection, Nam Hong intersection, Van Tri bridge (Dong Anh)...

On Highway 6 running through Yen Nghia bus station, in the direction of the inner city, there are many passenger cars stopping and parking to pick up passengers or cars parking to pick up and drop off goods in violation of regulations. Some passenger cars that have stopped and parked, causing traffic obstruction that Tien Phong has recorded in the past few days are cars with license plates: 15B-02842, 18F-00510, 15B-03842...
On the streets of Ngoc Lam - Ngo Gia Kham, on the afternoon of May 27, images were recorded of many vehicles moving at a "snail's pace" (under 20km/h), lined up and parked right on the road.
To determine whether the vehicles operating on the road have an operating contract (a license plate) or not, Tien Phong reporters recently worked with the leaders of Giap Bat bus station. Through review and inspection, the leaders of Giap Bat bus station said that about 60% of the list published by the newspaper are vehicles with licenses operating at the station, about 20% of vehicles have licenses but only operate a few days at the station in a month, 10% are vehicles without licenses - that is, "illegal" vehicles...
Specifically, about 20% of the vehicles operating at the station only operate a few days a month, as clarified by the bus station, include the following vehicles: 35B-00324, 35B-00144, 35B-00323... With 10% of the vehicles without a contract (code) operating at the station, Giap Bat bus station said there are vehicles 29B-07832, 29B-61220, ...
What do traffic police, police and inspectors say?
With the list of vehicles regularly operating on the streets passing through the bus station area such as Giai Phong, Kim Dong, Ngoc Hoi, Phap Van, through working with the authorities, it shows that there are many "illegal vehicles", "market vehicles", including vehicles with contracts with the bus station but do not operate at the station.
According to regulations, inter-provincial passenger vehicles must have badges, departure orders, itinerary books, etc. In addition, on the Giai Phong - Ngoc Hoi route, there are many functional forces patrolling and controlling, even up to 4 regular checkpoints of the Traffic Police Department, including: Giai Phong - Kim Dong checkpoint, Giai Phong - Nguyen Huu Tho checkpoint, Giai Phong - Ngoc Hoi checkpoint, Phap Van - QL1B checkpoint (highway)... However, the situation of passenger vehicles stopping, parking to pick up passengers or vehicles parking to pick up and drop off goods in violation of regulations still occurs frequently and continuously.

When Tien Phong newspaper published a series of articles reflecting on the situation of passenger buses parading on the streets, Hoang Mai District Police said that they had invited the Hanoi Department of Transport Inspectorate and the Hanoi Traffic Police Department (specifically Traffic Police Team No. 14 stationed in the area) to join an inter-sectoral working group to coordinate in handling passenger buses violating traffic laws in a synchronous and effective manner. However, later, this inter-sectoral working group only had the participation of Hoang Mai Police and Hanoi Department of Transport Inspectorate, with the absence of Traffic Police Team No. 14.
The Hoang Mai Traffic Inspectorate, Hanoi Department of Transport Inspectorate also said that currently, according to their authority, the Inspectorate is only allowed to inspect and handle static traffic - that is, when the passenger car has stopped, and if the vehicle is detected moving or running on the road, the Traffic Police have the function of stopping. However, within their authority, the Traffic Inspectorate will coordinate with the Hoang Mai District Police to inspect and handle violating passenger cars.
Commenting on why Traffic Police Team No. 14, Hanoi Traffic Police Department, did not participate in the interdisciplinary working group recently deployed by Hoang Mai District Police, the representative of the leader of Traffic Police Team No. 14 said that although it did not participate in the interdisciplinary working group, Team 14 will proactively deploy independent working groups.
When reporters mentioned public concerns about whether there would be multiple checkpoints to check and handle passenger vehicles on the same route or stretch of road, a representative of the Traffic Police Team No. 14 said that the Team would consider ways to prevent this from happening.

On the afternoon of May 30, Director of Gia Lam Bus Station Nguyen Duc Vui said that after Tien Phong newspaper published an article reflecting on passenger buses stopping and picking up passengers on routes near the bus station, the unit reviewed and inspected and found that all the vehicles mentioned in the report had a sign (contract) at the station, of which there were 2 buses (adjacent routes) and the remaining vehicles were fixed-route passenger buses. Although the vehicles violated outside the bus station, because they had a contract to operate at the station and violated traffic safety and transportation regulations, in recent days the station has invited all representatives of the bus companies to work, through which representatives of the bus companies and drivers admitted their mistakes and made commitments not to repeat the offense.
