Provincial People's Committee: Working with PetroVietnam Gas Corporation - Joint Stock Company (PV GAS) on the plan to supply LNG gas in the province

On the afternoon of April 16, comrade Nguyen Manh Hung, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired a working session between the Provincial People's Committee and PetroVietnam Gas Joint Stock Corporation (PV GAS) on the plan to supply LNG to the Thai Binh LNG Thermal Power Plant and supplementary gas to industrial customers in the province. Attending the meeting were comrades: Nguyen Quang Hung, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; Vu Kim Cu, member of the Provincial Party Standing Committee, Head of the Provincial Economic Zone and Industrial Zone Management Board; leaders of a number of departments, branches and units.

Comrade Nguyen Manh Hung, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee spoke at the meeting.

At the meeting, PV GAS representatives introduced some information about the production and business development process and the gas infrastructure development strategy of the unit. Regarding the LNG supply plan for the Thai Binh LNG Thermal Power Plant project, PV GAS proposed that from 2029, LNG will be supplied to the plant on the basis of utilizing PV GAS's existing pipeline infrastructure from the Northern LNG warehouse (expected to be in Nam Dinh) connecting to the existing Thai Binh gas pipeline. After 2030, the additional and backup LNG supply source for the Plant will be exploited by PV GAS from domestic gas sources from the Ky Lan field - lots 103 & 107 located offshore Thai Binh. In addition to maintaining a stable domestic gas supply from Thai Binh field, PV GAS will coordinate with relevant parties to study drilling additional wells of Thai Binh field to compensate for the decline in output after 2028. In addition, the unit is also coordinating with PVEP to soon exploit domestic gas sources at Ky Lan field - lots 103 & 107 - a field with large reserves. With these options, PV GAS believes that gas transportation will be optimized, providing stable and long-term supply, competitive prices, thereby supporting enterprises in production and business effectively, attracting investment, and promoting strong industrial development of the province. PV GAS hopes that Thai Binh province will study, approve and support the policy of allowing PV GAS to be the developer of LNG gas supply infrastructure for Thai Binh LNG Thermal Power Plant.

Delegates discussed and contributed opinions on a number of cooperation contents, especially LNG gas prices, advantages, difficulties, optimal solutions, and proactive technical infrastructure to be ready to supply LNG gas to customers and businesses in the province.

Speaking at the meeting, Comrade Nguyen Manh Hung, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee emphasized: The need to use green and clean energy to serve the socio-economic development of the province is an extremely important requirement in the current period. Regarding the proposals of PV GAS, he suggested that the joint venture of investors of Thai Binh LNG Thermal Power Plant pay attention to and study options to ensure harmonious interests between the parties. He noted that PV GAS needs to develop a long-term strategy with a roadmap and overall plan to ensure a stable supply of LNG for industrial customers in the province. Gas supply needs to be in the direction of increasing output and reducing fuel prices; at the same time, research and exploit more space and new fields to expand the market and increase the number of LNG users in the area. He also requested the joint venture of investors of Thai Binh LNG Thermal Power Plant and PV GAS to continue to negotiate, cooperate, agree and unify gas supply plans based on the motto of ensuring harmony of interests of both parties, while contributing to ensuring national energy security and promoting the use of green, clean energy sources, protecting the environment and serving the socio-economic development of the province.
