The Capital Law 2024 creates a basis for diversifying education types

On October 31, Hanoi Capital University organized a scientific workshop "Impact of the Capital Law 2024 on universities and colleges in Hanoi".

Speaking at the workshop, Associate Professor, Dr. Nguyen Anh Tuan - Chairman of the Council of Hanoi Capital University said: The Capital Law 2024 was voted and passed by the National Assembly on June 28, 2024, consisting of 7 chapters, 54 articles with 9 major policy groups.

The Law officially takes effect on January 1, 2025; however, the contents on science and technology, innovation and some contents on culture... take effect from July 1, 2025 (Article 53). In particular, Article 4 of the 2024 Capital Law clearly states: in case there are different provisions between the Capital Law and other laws or resolutions of the National Assembly on the same issue, the provisions of the Capital Law shall apply.

Associate Professor, Dr. Nguyen Anh Tuan emphasized that the workshop is an opportunity for the city's management agencies, experts and scientists to exchange experiences and practical implementation in educational institutions on science and technology, innovation, education, culture, human resource development, finance... as a basis for developing detailed documents guiding the implementation of the Capital Law 2024.

Attending the workshop, delegates and experts from universities and colleges in the city discussed and contributed many opinions around 5 main groups of issues including: developing science and technology and innovation; developing education and training; attracting, promoting and developing high-quality human resources; developing culture; financial mechanisms and a number of other related issues...

The Capital Law 2024 with many breakthrough policies has had a significant impact on the development of universities and colleges in Hanoi, creating a basis for schools to diversify their education types. At the same time, it expands cooperation with many countries; attracts high-quality human resources for the Capital; respects virtuous and talented people; develops scientific and technological products so that the Capital deserves to be the cultural, political and economic center of the whole country.

At the same time, the Capital Law 2024 contributes to increasing the proactiveness, autonomy, leadership, and creating a spillover effect of Hanoi Capital in the region and internationally.

Concluding the workshop, Secretary of the Party Committee of Hanoi Universities and Colleges Nguyen Thanh Son suggested that universities and colleges in the capital should proactively grasp and take advantage of the unique and outstanding mechanisms of the Capital Law to create new breakthrough developments, contributing to the strong development of education, economy and high-quality human resources for the capital.

Hanoi has nearly 60% of universities and academies located and is also the place where a large number of scientists and nearly 1 million students live and study; creating a leading intellectual foundation and learning ecosystem in the country.

To prepare well for the implementation of the Capital Law 2024, Secretary of the Party Committee of Hanoi Universities and Colleges Nguyen Thanh Son suggested that universities and colleges actively and focused on disseminating the Capital Law to target groups. At the same time, schools should review their goals, strategies, programs, projects, etc., closely following the Law to create development momentum.
