Vocational school lecturers receive salaries up to 14.4 million VND/month
One of the new policies on civil servants and public employees applied in October is the regulation on standards, salary classification, and promotion of professional titles of civil servants specializing in vocational education (commonly known as vocational school lecturers) stated in Circular 07/2023/TT-BLDTBXH.
Accordingly, vocational education lecturers include 4 positions: senior, main, theoretical and practical vocational education lecturers.
Vocational education teachers include 5 positions: senior vocational teachers, main teachers, theory teachers, practice teachers and vocational education teachers.

With different titles, the salary arrangement is also different. Specifically, senior vocational education lecturers have a salary coefficient of 6.2-8.0 equivalent to a salary of 11.16-14.4 million VND.
Main vocational education lecturers or main vocational education teachers enjoy a salary coefficient of 4.4-6.78, equivalent to a monthly salary of 7.92 - 12.204 million VND.
Lecturers or teachers of theoretical vocational education enjoy a salary coefficient of 2.34-4.98, equivalent to a monthly salary of 4,212-8,964 million VND.
Lecturers or teachers of practical vocational education enjoy a salary coefficient of 2.1-4.89, equivalent to a monthly salary of 3.78-8.802 million VND.
Senior vocational education teachers enjoy a salary coefficient of 5.75-7.55 equivalent to a monthly salary of 10.35-13.59 million VND.
Vocational education teachers enjoy a salary coefficient of 1.86-4.06 equivalent to a monthly salary of 3,348-7,308 million VND.
Abolish 10 documents regulating recruitment and promotion of civil servants
From October 1, one of the new policies on civil servants and public employees applied is Circular No. 12/2023/TT-BNV abolishing a number of Circulars on recruitment, promotion of civil servants, and promotion of public employees...
Specifically, the following 10 Circulars will be officially abolished:
Circular 13/2010/TT-BNV provides guidance on recruitment and promotion of civil servants under Decree 24/2010/ND-CP regulating recruitment, use and management of civil servants.
Circular 05/2012/TT-BNV amends Circular 13/2010/TT-BNV guiding the recruitment and promotion of civil servants of Decree 24/2010/ND-CP regulating the recruitment, use and management of civil servants.
Circular 06/2013/TT-BNV abolishes Article 19 of Circular 13/2010/TT-BNV guiding on recruitment and promotion of civil servants of Decree 24/2010/ND-CP regulating recruitment, use and management of civil servants.
Circular 03/2015/TT-BNV amends Article 9 of Circular 13/2010/TT-BNV regulating recruitment and promotion of civil servants of Decree 24/2010/ND-CP regulating recruitment, use and management of civil servants.
Circular 05/2017/TT-BNV amends Circular 11/2014/TT-BNV and Circular 13/2010/TT-BNV on professional standards, appointment of ranks and salary classification for civil servants in the administrative sector and organization of civil servant promotion exams.
Circular 12/2012/TT-BNV stipulates professional titles and changes in professional titles for civil servants.
Circular 15/2012/TT-BNV providing guidance on recruitment, signing of employment contracts and compensation for training and development costs for civil servants.
Circular 04/2015/TT-BNV amends Circular 15/2012/TT-BNV guiding recruitment, signing of employment contracts and compensation for training and development costs for civil servants.
Circular 15/2001/TT-BTCCBCP guiding Decree 68/2000/ND-CP on implementing the contract regime for certain types of work in state administrative agencies and public service units.
Circular 03/2019/TT-BNV amends regulations on recruitment of civil servants and public employees, promotion of civil servant ranks, promotion of professional titles of public employees and implementation of contract regime for certain types of work in state administrative agencies and public service units.
Job rotation of judicial staff
From October 7, Circular 05/2023/TT-BTP of the Ministry of Justice on the list and periodic deadline for job transfers in areas under the management of the Ministry of Justice at local authorities, takes effect.
Accordingly, the list of periodically transferred job positions in areas under the management of the Ministry of Justice at local authorities includes:
Judicial field: Officers handling requests for issuance of Judicial Records.
Civil status and nationality: Officers handle marriage registration procedures involving foreign elements; handle changes, additions, and corrections to civil status; handle requests for renunciation, return, and Vietnamese nationality, etc.
The period for periodic job transfer is 5 years. The time for calculating the job transfer period is when assigned to work in that job position according to the decision of the competent authority as prescribed by law.
