Worry about the 'inflated' price of imported Cambodian sand for building Ho Chi Minh City's Ring Road 3

TPO - According to calculations by the Ho Chi Minh City Traffic Department, if construction sand is imported from Cambodia to be used as filling sand for the Ho Chi Minh City Ring Road 3 project, it will lead to a price difference of about 130,000 VND/m3 compared to the domestic sand price.

The Management Board of Traffic Construction Investment Projects of Ho Chi Minh City (abbreviated as the Traffic Board, the investor) has just sent a document reporting to the City People's Committee on the implementation status of the Ho Chi Minh City Ring Road 3 project.

According to the Ho Chi Minh City Department of Transport, the total demand for sand materials for roadbed construction in the Ho Chi Minh City Ring Road 3 project is about 7.1 million m3, of which about 4.7 million m3 is needed this year.

The Ho Chi Minh City Department of Transport said that although contractors have made great efforts to find sources of sand for roadbed construction, the amount of sand mobilized to the construction site has not met the project's needs.

In addition to continuing to urge contractors to focus on and urgently search for sources of sand for filling to bring to the construction site in May and June this year and the following phases, the investor is coordinating with the material working group, the Government working group and localities to speed up the progress of searching for sources of sand for filling to supply the project.

Up to now, although the localities of Vinh Long, Tien Giang, and Ben Tre have had policies to support and provide sand for the roadbed of the Ring Road 3 project. However, the biggest problem now is to speed up the progress and complete related procedures so that the localities can provide sand for the project.

According to the plan of the provinces, the earliest relevant procedures will be completed by June. At that time, contractors will be able to access commercial purchases to supply sand for the project.

According to the HCMC Department of Transport, the solution to import Cambodian sand to Vietnam is also facing difficulties. Specifically, in Cambodia, there are 3 sand mining companies licensed to export sand: Soktheara, Global Green and Chaktomuk. Cambodian sand in Vietnam is imported from many businesses that have contracts to buy sand in small quantities. This can lead to different selling prices between contracts.

The Ho Chi Minh City Department of Transport believes that it is necessary to have a competent Vietnamese import enterprise to negotiate with Cambodian enterprises on large volumes. According to the announcement from the Cambodian representative, the partner only has construction sand (not distinguishing between construction sand and filling sand like the Vietnamese side), this also affects the price.

For the Ho Chi Minh City Ring Road 3 project, the price of imported sand from Cambodia to the construction site will be around VND360,000/m3 (USD8.5 + transportation from buoy No. 0). Importing construction sand for use as filling sand will lead to a large difference in price between imported sand (VND360,000/m3) and local filling sand (around VND230,000/m3 according to the original material price issued by the provinces with mines).

Faced with the above situation, the Ho Chi Minh City Department of Transport proposed that the People's Committees of Tien Giang, Vinh Long, and Ben Tre provinces speed up the procedures for extending and licensing mines supplying the Ring Road 3 project, ensuring the progress of completing the mine licensing procedures.

According to the investor, the recovered land area of ​​the bid packages of the Ring Road 3 project (section through Ho Chi Minh City) has reached 98.8%, however, there are still many cases where the land has not been handed over, affecting the progress of construction implementation.

In construction package No. 1, the site handover rate has reached 100%. However, during the construction process, the contractor was obstructed by 4 households in the area from pier M1 to pier T2 of the overpass and the parallel road area from Km13+560 to Km13+640, affecting the progress of the package. The reason is that these households have filed a complaint to the local government regarding the dispute over compensation for site clearance.

The investor proposed that the People's Committee of Thu Duc City, the People's Committee of Cu Chi District, and the People's Committee of Binh Chanh District direct relevant units to pay attention to and support in resolving difficulties and problems related to project site clearance and speed up the site handover progress.
