The Ministry of Transport has just issued a decision to establish a working group to implement the investment project to build the new Phong Chau bridge on National Highway 32C, Phu Tho province according to the urgent construction order.
The working group consists of 21 members from agencies and units such as: Department of Construction Investment Management, Department of Planning and Investment, Department of Finance, Department of Transport Infrastructure, Department of Science - Technology and Environment, Thang Long Project Management Board, Vietnam Road Administration, Phu Tho Department of Transport. The working group is headed by Mr. Le Quyet Tien, Department of Construction Investment Management.

The working group is responsible for directly and regularly monitoring and directing the implementation of the new Phong Chau Bridge construction investment project on National Highway 32C, Phu Tho province.
Direct the investor, the Thang Long Project Management Board, to develop a plan to implement the Project according to the emergency order, as a basis for monitoring and urging the implementation of the Project to ensure completion progress in 2025 according to the direction of the Prime Minister.
At the same time, review the implementation progress weekly; periodically report the implementation results to the Ministry of Transport monthly; promptly detect difficulties and problems, research solutions, direct investors to implement according to their authority, speed up the project progress or advise the Ministry of Transport for consideration and decision.
According to the Thang Long Project Management Board, the new Phong Chau bridge on National Highway 32C is expected to start construction in December 2024 and be completed in December 2025, with a construction period of about 1 year.
According to the plan, by mid-November 2024, the investment plan for the new Phong Chau bridge will be consulted with professional units, then approved for investment and construction will begin in December this year.
Currently, the new bridge routes being studied include: the option of running in the same direction as the old bridge (negligible amount of land clearance); running 500m downstream from the old bridge (difficult to ensure construction progress due to large land clearance area); running in the same direction as the old bridge or the new bridge's centerline 1m away from the old bridge's centerline (still have to clear land at both ends of the bridge).
Previously, the Ministry of Transport issued Decision No. 1131/QD-BGTVT dated September 14, 2024 declaring a natural disaster emergency to respond to and repair damage to traffic infrastructure at Phong Chau Bridge.
The investment project to build the new Phong Chau bridge is assigned to the Thang Long Project Management Board to manage and construct in Tam Nong and Lam Thao districts (Phu Tho province), from the fourth quarter of 2024 to the fourth quarter of 2025. The construction cost is about 800 billion VND, from the central budget reserve in 2024.
The collapse of Phong Chau bridge at Km 18+300 of National Highway 32C connecting Tam Nong and Lam Thao districts (Phu Tho province) occurred at around 10:00 a.m. on September 9, sweeping away pillar T7 and 2 main spans (spans 6 and 7 on the right bank of Thao river, in Tam Nong district), causing many people, cars, and motorbikes to fall into the river.
