Establishing a Council to review the Report on adjusting a National Target Program
Deputy Prime Minister Tran Luu Quang signed Decision No. 878/QD-TTg to establish the State Appraisal Council to appraise the Feasibility Study Report to adjust the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2030 period, Phase I: from 2021 to 2025.

According to the above Decision, the Chairman of the Appraisal Council is the Minister of Planning and Investment. The Vice Chairman of the Council is the Deputy Minister of Planning and Investment.
The members of the Appraisal Council include leaders of the following ministries and agencies: Finance; Industry and Trade; Construction; Natural Resources and Environment; Agriculture and Rural Development; Labor - Invalids and Social Affairs; National Defense; Public Security; Transport; Education and Training; Home Affairs; Culture, Sports and Tourism; Health; Justice; Information and Communications; Science and Technology; Foreign Affairs; Ethnic Committee; State Bank of Vietnam.
The Ministry of Planning and Investment is the standing body of the Appraisal Council.
Duties of the Appraisal Council
The State Appraisal Council appraises the Feasibility Study Report to adjust the National Target Program on Socio-Economic Development of Ethnic Minority and Mountainous Areas for the period 2021 - 2030, Phase I: from 2021 to 2025 (hereinafter referred to as the Program) with the following tasks and powers:
Organize the appraisal of the Feasibility Study Report to adjust the Program, submit it to the Prime Minister for consideration and decision to adjust the Program; request the Agency assigned to prepare the Feasibility Study Report to adjust the Program to provide documents and information related to the Program to serve the appraisal work; when necessary, request to modify and supplement the dossier to meet the appraisal requirements.
The State Appraisal Council is responsible for reviewing and deciding on the appraisal plan and other relevant issues during the appraisal process of the Feasibility Study Report to adjust the Program.
The State Appraisal Council operates in a collective manner under the direction of the Chairman of the Council. A meeting of the State Appraisal Council is considered valid when at least 50% of the members attend (including authorized persons). Concluding opinions are unanimously agreed upon by majority rule. In case the voting ratio is 50/50 on the number of Council members (including those present at the meeting and those voting in writing sent to the Council), the issue is approved according to the voted opinion of the Chairman of the Council.
The final conclusion approving the contents of the appraisal of the Feasibility Study Report to adjust the Program submitted to the Prime Minister must be approved by at least 2/3 of the members of the State Appraisal Council. The opinions of the members of the State Appraisal Council are made by voting at the meeting or in writing sent to the State Appraisal Council.
Responsibilities of the Standing Committee of the Council
The standing body of the Appraisal Council is responsible for mobilizing the apparatus to assist the Chairman of the Council in organizing the appraisal of the Feasibility Study Report to adjust the Program and the general activities of the Council; coordinating with agencies to carry out appraisal work.
Receive and check the Program Adjustment Feasibility Study Report, send the Program documents to the Council members, prepare and submit the appraisal plan for the Program Adjustment Feasibility Study Report;
Synthesize opinions of Council members, propose and submit to the Council Chairman for consideration and decision on issues that need to be handled during the appraisal process; prepare programs, contents, expected conclusions and voting contents, meeting invitations, documents and working equipment for Council meetings.
Prepare additional and revised documents as requested by Council members, professional groups and teams during the appraisal process, submit to the Council Chairman (or Vice Chairman of the Council) for approval and sign documents requesting additional and clarifying documents...
