State media quoted Mr. Melikov as saying that 22 people were killed in the attacks on June 23, which targeted churches and synagogues.
Western security experts say the attacks are evidence that Russia is facing a growing problem with domestic Islamist militant violence. But Mr Melikov insists the threat comes from outside.
"The main threatening factor influencing the situation in the republic remains the increased activity of international terrorist organizations. No matter how they try to convince us that the events in Dagestan are happening internally, I will never believe this," he said.

“In this regard, there is no need for the presence of Western or other foreign instructors on the territory of Dagestan, because today special services and leaders of terrorist organizations also use the Internet, social networks, and can influence both the training process and the ideology of those who are capable of committing these crimes,” he added.
The attacks in Dagestan come three months after gunmen stormed a concert hall near Moscow, using automatic weapons and setting it ablaze, killing 145 people in a massacre claimed by the Islamic State (IS) militant group.
During a meeting with Mr Melikoc, senior Muslim cleric Akhmed Abdulayev said a religious decree would soon be issued banning the wearing of the niqab. Reports after the June 23 attack said one of the gunmen had planned to escape while wearing the niqab.
Cleric Abdulayev said the niqab would be banned until peace and tranquility were restored in the region.
