Patriotic emulation campaigns and movements in Quang Ninh are being carried out vigorously, creating a widespread influence. Through these campaigns and movements, people have been encouraged to promote the tradition of solidarity, arouse resources, potentials, and internal strengths within each person, family, and community to develop the economy, culture, and society, maintain national defense and security of the province; and build and firmly consolidate the great national unity bloc.
Gathering people's power
Storm No. 3 with its terrible destructive power made landfall in several northern provinces and cities, with the focus on Quang Ninh, causing huge losses in human lives and property, paralyzing the electricity, water, and communication systems on a large scale, seriously affecting people's lives and production and business activities in the province. The estimated damage was up to nearly 25,000 billion VND, accounting for more than half of the total damage nationwide.
Joining hands with the State and people to overcome the damage after the storm, the provincial Fatherland Front has launched a campaign to support the people of the whole province to overcome the damage caused by the storm. With the tradition of patriotism, solidarity, the spirit of "mutual love and support", "The whole leaves cover the torn leaves" that have been fostered by many generations, the campaign has received special attention from the Central Government, neighboring provinces and cities, agencies, units, enterprises, armed forces, and people inside and outside the province.
After just over a week since the launch, the Provincial Relief Mobilization Committee has received registrations and donations from 2,137 groups and individuals with a total amount of over VND81.9 billion. At the district level, more than VND11.5 billion in cash and many necessities were received and donated to each affected area and household.
Comrade Nguyen Van Hoi, Head of the Provincial Party Committee's Mass Mobilization Commission, Chairman of the Provincial Fatherland Front Committee, said: In the face of the damage caused by the historic storm, Quang Ninh province has received both spiritual and material attention from other provinces, cities, groups, individuals, and philanthropists not only in the province, in the country but also abroad through many different forms of sharing the losses and difficulties caused by the storm. This shows the strength of the tradition of solidarity, the great spirit of mutual love and support of the people of Quang Ninh province in particular and the whole country in general.
Up to now, the Provincial Relief Mobilization Committee has allocated 10.3 billion VND in emergency support (phase 1) for 10,300 households in 13 localities affected by storm No. 3, with a support level of 1 million VND/household; at the same time, goods and necessities have been immediately distributed to localities to support affected people and units performing the task of overcoming the consequences of the storm to ensure fairness and objectivity.
In recent times, the movement "All people unite to build new rural areas and civilized urban areas" in the province has also had a strong impact on all aspects of people's lives. Through the movement, the movement has encouraged people to promote the tradition of solidarity, arouse resources, potentials, and internal strength within each person, each family and community in economic, cultural and social development, and maintain security and order.
Village 4 is one of the leading villages in building new rural areas in Cam Hai commune (Cam Pha city). The traffic routes in the village in the spirit of "The State and the people work together" have been concreted. The village cultural house has been renovated and equipped; the material and spiritual life of the people has been increasingly improved. For many years, the village has maintained the title of cultural village. This result is thanks to the effective implementation of the campaign "All people unite to build new rural areas and civilized urban areas" associated with the socio-economic development tasks of the locality, promoting the role of the people through specific models and tasks.
Secretary of the Party Cell, Head of Village 4, Khong Thi Ngo, said: Following closely the direction and guidance of superiors, with the motto "Helping together, working together, directing together, implementing policies together", the village cadres and mass organizations have mobilized people to participate in building a model new rural area in the direction of beautiful environmental landscape. In which, focusing on building bright - green - clean - beautiful - safe roads, maintaining the "Green Sunday" movement. For nearly 3 years, implementing the campaign "All people unite to build new rural areas, civilized urban areas", the people of Village 4 have donated more than 300m2 of land, moved fences, contributed labor and money to concretize 4 inner-village roads, built a flower road longer than 300m; built an effective "Model household - model garden" model.
In particular, the campaign has contributed to promoting socialization with the Party Committee and the government, effectively solving social security issues, and sustainably reducing poverty. From 2019 to present, the Fatherland Front and socio-political organizations in the province have mobilized socialized resources with a total budget of 157.8 billion VND, supporting the construction and repair of 2,513 houses for poor and near-poor households, people in difficult circumstances, and remote areas.
In 2022 alone, 3,308 billion VND was mobilized from socialized sources to join hands to support Binh Lieu and Ba Che districts in building 827 hygienic latrines. In 2023, 441 houses for poor households were mobilized and repaired, contributing to the completion of the Program to eliminate all temporary and dilapidated houses in the province. The whole province has established 4,131 self-managed groups and clusters of people to manage security and order, 57 grassroots security models in communes, wards and towns. Models on drug prevention, crime, social evils, ensuring security and order, protecting sovereignty, territory and national border security have been deployed at the grassroots level.
Most recently, from the campaign "All people unite to build new rural areas and civilized urban areas", the whole province mobilized tens of thousands of people to participate in the peak campaign, simultaneously launching clean-up, waste treatment, and environmental sanitation after storm No. 3. Typical examples include Ha Long City with 33 commune-level volunteer teams; 243 volunteer teams of villages and neighborhoods, with over 13,850 people participating in cleaning up broken and fallen trees, cleaning the environment, beautifying the urban area, supporting people to clean up their houses after the storm... Thanks to that, just 10 days after the storm, the appearance of Quang Ninh was clean and beautiful again, creating favorable conditions for people's lives and production, business, tourism and service activities to return to normal.
Along with the above campaigns, in recent times, many emulation movements and campaigns have been promoted and brought about practical results. These include the following movements: "Good workers, creative workers", "Good businesses", "Outstanding entrepreneurs", "Cultural agencies and units", "Women actively studying, working creatively, building happy families", "Women doing good business", "Farmers competing in production, doing good business, uniting to help each other get rich and reduce poverty sustainably", "Pioneering, volunteering to develop the socio-economy and protect the Fatherland", "Accompanying young people in establishing themselves and their careers", "Exemplary war veterans", "War veterans helping each other reduce poverty, do good business", "Lighting up the country roads", "Old age - Bright example", "Elderly people participating in building the Party, government, building the political system at the grassroots level", "Encouraging learning, encouraging talents, building a learning society" ...
Driving growth
In reality, it can be seen that the campaigns and emulation movements in the province in recent times have been implemented with focus and key points, concretized by specific and practical models and tasks. In particular, the campaigns and movements launched all originate from the needs and aspirations and aim to protect the legitimate and legal rights and interests of the people. At the same time, they are harmoniously and synchronously linked with the movements of associations, unions and other tasks.
Through emulation movements, the whole province has created high consensus among all classes of people and cadres, party members, arousing the spirit of emulation, creative labor of all classes of people, as well as mobilizing resources, the combined strength of the whole society to successfully carry out socio-economic development tasks, ensure national defense - security and solve issues of concern to the whole society. Specifically: Supporting production development, increasing income; solving employment; reducing poverty; building and repairing houses for poor households; implementing gratitude policies, humanitarian charity; implementing social security programs, socio-economic development in ethnic minority areas, participating in building new rural areas, building a cultural and civilized lifestyle associated with promoting unique cultural identity, mobilizing land donation, site clearance, creating consensus in society...
The effectiveness of the campaigns and emulation movements has created strong and comprehensive changes in poverty reduction in particularly difficult areas, contributing to narrowing the gap in living standards between urban and rural areas; between regions, ethnic groups and population groups. At the same time, it has created opportunities to increase employment, increase income, and enhance access to basic social services.
Also from the motivation of emulation movements, Quang Ninh has gradually become a typical province of the country, a comprehensive growth pole of the North. This is clearly demonstrated in the continuous high and stable economic growth, maintaining a GRDP growth rate of over 2 digits for 9 consecutive years (2015-2023). The economic structure is increasingly shifting towards a more sustainable direction. The scale of the economy is increasing rapidly, reaching 315,839 billion VND in 2023, 5.7 times higher than in 2010, 58.2 times higher than in 2000 and 334.2 times higher than in 1991, ranking 3rd in the North (after Hanoi and Hai Phong).
Quang Ninh has continuously ranked among the top 5 localities nationwide in terms of budget revenue; the province's business investment environment and competitiveness have been increasingly improved, leading the country in PCI, PAR-Index, and SIPAS for many years. The strategic infrastructure system has been invested in and built synchronously and modernly. Quang Ninh is now also a locality with the fastest urbanization rate in the country, with 4 cities and 2 towns under the province, the urbanization rate by the end of 2023 reaching 69.46%. At the same time, it is one of the 5 provinces with the highest urbanization rate.
The quality of life of people in all regions has improved fundamentally. The average GRDP per capita in 2023 reached 9,500 USD, 3.9 times higher than in 2010, 21.6 times higher than in 2000 and 40.5 times higher than in 1995, 2.23 times higher than the national average, ranking 2nd in the country. Social security work is ensured; national defense and security and social order and safety in the area are maintained, no hot spots occur.
With the comprehensive and outstanding results achieved, the people's trust has been increasingly consolidated, creating a deep consensus in society, multiplying the pride of cadres, party members and people. From there, it continues to create new momentum and strength to promote the patriotic emulation movement in the coming time.
