The Ministry of Education and Training informed that the 2025 High School Graduation Exam will have many changes and will ensure to reduce pressure on candidates. In particular, for the first time, the Government Cipher Committee will participate to secure the exam questions.

On the morning of October 31, in Ho Chi Minh City, the Ministry of Education and Training held a "Conference to summarize the organization of the High School Graduation Exam for the period 2020-2024 and prepare for the High School Graduation Exam in 2025".

Ensure absolute confidentiality of 2025 High School Graduation Exam

Speaking at the conference, Major General Dao Xuan Long - Director of the Department of Cryptographic Technical Management under the Government Cipher Committee said that in 2025, for the first time, the High School Graduation Exam will have the coordination between the Ministry of Education and Training and the Government Cipher Committee.

Mr. Long informed that more than a year ago, the Government Cipher Committee received a request from the Ministry of Education and Training regarding the security of exam paper transportation.

For the Government Cipher Committee, document security is a regular task, because the Committee's task is to secure information for the Party and the Government.

After studying the exam process, Mr. Long said that he and the Director of the Department of Quality Management of the Ministry of Education and Training came up with the most optimal solution to ensure security for the 2025 High School Graduation Exam. The security solution has been used in the National Olympic exam and successfully applied.

“Simply put, when the teachers finish writing the exam questions, they will send them to the cryptographic agency to encrypt the exam questions. Then they will be sent to the receiving location, which is the location where the exam questions are printed. Before that, the exam questions must also go through the cryptographic agency to decrypt them,” said Mr. Long.

According to Mr. Long, such encryption ensures absolute security, because the Government Cipher Committee uses algorithms in the cryptography industry, applying world standards. At the same time, applying the cryptography industry's expertise to make the exam absolutely secret and secure.

The second meaning is to ensure 100% accuracy of the exam. Because the Government Cipher Committee applies and applies the digits in the exam to ensure 100% accuracy.

Third is timeliness. Previously, it took all day to transport the exam papers, now it only takes 10 to 15 minutes. This helps save costs and human resources, almost to zero.

Mr. Long said he will always commit to accompany the Ministry of Education and Training, and at the same time requested the Ministry of Education and Training to direct relevant agencies to coordinate with the Department to implement the work for the High School Graduation Exam in the best way.

New points in the High School Graduation Exam from 2025

In addition to the first participation of the Government Cipher Committee, the High School Graduation Exam from 2025 will have many changes. Speaking at the conference, Mr. Huynh Van Cuong - Director of the Department of Quality Management of the Ministry of Education and Training said that for exam registration, all candidates can register online, including independent candidates.

Compared to the 2020 - 2024 period, in addition to the 2 subjects of Math and Literature, candidates will register for 2 more subjects from the subjects they studied in grade 12. Notably, from 2025, candidates will be arranged in only 1 exam room during all exam sessions.

This year's exam has a new format structure, increasing differentiation to facilitate enrollment. In particular, the graduation recognition will use the exam scores and the results of the 3-year study process assessment at a ratio of 50-50.

Notably, candidates are exempted from the foreign language exam and use a foreign language certificate to be exempted from the exam but it is not converted into 10 points in the graduation recognition consideration.

Encouragement points (need more consensus), will not be added to vocational certificate points because the new General Education Program no longer regulates vocational education activities like the old program.

In addition, there will be no points added for IT certificates, foreign languages, and intermediate degrees for GDTX candidates because the new high school GDTX program is equivalent to the current high school general education program. GDTX students, after completing this program, will take the same high school graduation exam as high school students and have the same output standards and requirements of the program.

From 2025, build an open question bank. Along with that, testing the NHCHT on computers, in addition to analyzing and evaluating exam questions, is an important step to complete the process and prepare the necessary conditions to organize exams on computers.

The exam must have good leadership, good preparation, good organization and implementation, and good coordination (from central and local sectors).
