Ministry of Education and Training removes vocational points when considering high school graduation

From 2025, students with vocational certificates issued during high school will not receive 1-2 bonus points when considering high school graduation as in previous years.

The Ministry of Education and Training is seeking comments on a draft circular promulgating regulations for high school graduation exams in 2025. According to the draft, a notable new point is that the Ministry of Education and Training has removed the regulation on adding vocational training points in considering high school graduation.

Specifically, the Ministry of Education and Training removed the regulation that high school students and continuing education students with conduct classification who have vocational certificates issued during high school are given bonus points based on their classification (excellent for vocational certificates, excellent and good for intermediate diplomas are given 2.0 points; fair for vocational certificates, fair and average for intermediate diplomas are given 1.5 points; average is given 1 point).

Speaking with Tuoi Tre Online , Dr. Hoang Ngoc Vinh - former head of the Department of Vocational Education, Ministry of Education and Training, said that removing the bonus points for vocational certificates when considering high school graduation from 2025 is reasonable and in line with the 2018 general education program.

According to Mr. Vinh, there are some unreasonable points when adding vocational certificate points to high school graduation consideration as follows:

Firstly, if students study vocational training seriously at high schools, have vocational skills and meet labor market standards, it would be more reasonable for them to receive extra points when continuing to study vocational training than to add points to the high school graduation exam. According to Mr. Vinh, vocational training does not supplement the candidates' academic ability.

Second, vocational training in high schools is currently in the direction of "teaching for the sake of it", students learn vocational training not for the purpose of career guidance or orientation, the main purpose is to get extra points when considering high school graduation.

"Many countries in the world used to apply career guidance in high schools but have since abandoned it because it is not practical, wastes time and money, and students set wrong goals when studying," said Mr. Vinh.

New points in high school graduation exam from 2025

Previously, the Ministry of Education and Training announced a draft circular promulgating regulations for high school graduation exams from 2025. The draft has many notable new points such as:

- Added some new question formats for multiple-choice exams (previously there was only one multiple-choice question format).

- Regarding the recognition of high school graduation, increase the rate of using learning assessment results in grades 10, 11 and 12 to 50% (previously 30% and only using grade 12 results) with the aim of comprehensively assessing the abilities of students studying according to the 2018 general education program and increasing the effectiveness of achieving many goals of the exam as announced.

- Candidates with foreign language certificates that meet regulations are exempted from the foreign language exam but will not be counted as 10 points in graduation recognition as currently regulated.

- All candidates can register for the exam online (previously, independent candidates had to submit their application in person), verify personal information and priority points for the exam through a digital database.

- Candidates can only take the exam in one room during the entire exam.

- The time for organizing high school graduation exams from 2025 will be reduced from 4 sessions to 3 sessions.
