Building parks in Ho Chi Minh City, both the state and private sectors are slow

Director of the Department of Construction Tran Hoang Quan has just sent a document to the Ho Chi Minh City People's Committee on the progress of typical programs, works and emulation projects to celebrate the 50th anniversary of national reunification.

According to the Department of Construction, up to now, some projects and works have not ensured progress, especially investment in green parks. Specifically, Ho Chi Minh City set a target of increasing nearly 109 hectares of parks by the end of 2025, but by the first quarter of 2024, only about 39 hectares had been developed. The Department of Construction's report pointed out that park construction projects using state and private capital are both slow.

The group of projects to build parks using state budget capital has 8 projects, with a total area of ​​about 23 hectares, of which 3 projects are invested by the Ho Chi Minh City Urban Infrastructure Construction Investment Project Management Board, 3 projects are implemented by the Thu Duc City People's Committee, 1 project is implemented by the Nha Be District People's Committee and 1 project is not eligible for approval of investment policy and capital allocation.

Although according to schedule, 7 projects that have been approved for investment must complete the submission and appraisal of feasibility study reports by the end of March 2024, in reality they have not been completed.

The second group is infrastructure development projects with green park items, including 2 projects, with a total area of ​​about 47.7 hectares. Up to now, the infrastructure investment project, schools, green parks within the Binh Hung Hoa cemetery (Binh Tan district) phase 3 is still in the investment preparation stages. The Tham Luong - Ben Cat - Nuoc Len canal renovation project (36 hectares) is implementing construction packages, but has not yet implemented green park items, so there is no additional area.

Group 3 is projects from non-budgetary sources, with a scale of about 15.4 hectares, including 5 large-scale urban area projects such as Vinhomes residential area, Van Phuc residential area, Sala residential area (Thu Duc City), Phu My Hung residential area (District 7) and Celadon residential area (Tan Phu District).

According to statistics, the green park area in the 5 residential areas above is planned to be about 105.4 hectares, but the actual area implemented is only nearly 50 hectares, more than 50% of the remaining volume has not been implemented. The Department of Construction said that it has worked with the investors of the above projects, requesting to complete the infrastructure and hand over to the state agency before December 31, 2024.

High goals but no money to make them happen

To develop the green park system in the area, the Department of Construction has developed a green park development program for the period 2020 - 2030, which sets the target of developing 150 hectares in the period 2020 - 2025 and 450 hectares in the period 2026 - 2030.

This program has been approved by the Ho Chi Minh City People's Committee and issued a plan for implementation in each phase and each year as a basis for units to implement.

Investment in new parks in Ho Chi Minh City is quite slow due to limited budget resources.

Although included in the Resolution of the Ho Chi Minh City Party Congress for the 2020-2025 term, according to the Department of Construction, Ho Chi Minh City's current budget for investing in the construction of new public parks is still limited.

Therefore, it is difficult for Ho Chi Minh City to invest in all parks in the construction planning projects, including Saigon Water Park, Dai The Gioi Park, Cu Chi Safari Park, 150-hectare park in Thanh Xuan and Thoi An Wards (District 12), Go Vap Cultural Park... These parks are being reviewed to allocate investment in stages and according to capital balance capacity.
