Mr. Nguyen Van Tu, Director of the Center for Driver Testing and Traffic Supervision (Department of Construction) said that citizens who graduate from driving training courses and are granted driving licenses are equipped with legal regulations on ensuring road traffic safety and are capable of driving vehicles in traffic. However, for the transport business sector, because this is a conditional business sector, in addition to the general regulations of the law on road traffic safety, there are also specialized regulations on transport. In addition, vehicle drivers also need skills and knowledge on loading and unloading goods, communicating with passengers, in order to be able to respond to and handle unexpected situations on the road. Requiring drivers of transport businesses to be trained and granted certificates of training in transport skills not only helps improve the professional capacity of the drivers themselves but also protects the safety of the lives and health of the drivers and the community, and protects the assets of businesses.
Currently, the province has 1,181 units registered for road transport business with over 6,200 vehicles. As soon as the new regulations take effect, in order to facilitate transport business units and people who need to improve their transport business skills, the Department of Construction directs the Department of Transport, Vehicles and Driver Management to guide driver training facilities and transport business units to open training courses for drivers in transport business. The training program framework, in addition to closely following the program of the Vietnam Road Administration, is also updated with some specific contents according to the practical situation of transport activities in the locality.
Accordingly, in addition to in-depth knowledge of the automobile transport industry in our country today, the system of legal documents governing transport business activities, the responsibilities of organizations and individuals in managing and using drivers in transport business; to improve the quality of transport services and ensure traffic safety, students are also trained in fuel-efficient vehicle driving skills, skills in loading goods on cars; passenger management skills, dealing with arising situations, and improving the professional ethics of drivers in transport business.
Mr. Mac Duc Son, Head of the Department of Transport, Vehicle and Driver Management (Department of Construction) said that to ensure that teaching and learning are organized closely and in accordance with regulations, in addition to applying science and technology to monitor remote teaching and learning and strictly managing study time, the unit also assigns staff to directly check students before issuing certificates of transport training. Students who do not participate in the full study time will not be granted certificates.
According to statistics from the authorities, in our country, traffic accidents caused by commercial vehicles often account for about 40% of the total number of road traffic accidents. In addition to objective causes, there are also many cases related to the skills of loading and unloading goods and handling situations of the driver. The regulation that commercial drivers must be trained in transport skills is not only to prevent and reduce traffic accidents, but also to enhance the responsibility of organizations and individuals in the transport business in managing the quality of transport services.
