On the afternoon of May 31, under the chairmanship of comrade Do Trong Hung, member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council and Vice Chairmen of the Provincial People's Council, the 19th session of the Provincial People's Council was held to review 32 submissions of the Provincial People's Committee, creating a legal mechanism to meet the development requirements of the province.

Attending the meeting were comrades: Do Minh Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Trinh Tuan Sinh, Deputy Secretary of the Provincial Party Committee, along with comrades of the Standing Committee of the Provincial Party Committee, members of the Provincial Party Executive Committee; delegates of the 18th Provincial People's Council.
Director of the Department of Planning and Investment Le Minh Nghia presented the reports of the Provincial People's Committee in the area of responsibility.
At the meeting, the Provincial People's Committee submitted to the Provincial People's Council for consideration and decision 32 proposals including:
1. Extend the implementation and disbursement time of the investment capital plan in the local budget balance in 2023 to 2024.
2. Adjustment of the medium-term public investment plan using state budget capital for the period 2021 - 2025 of Thanh Hoa province was decided by the Provincial People's Council in Resolution No. 123/NQ-HDND dated October 11, 2021 (phase 5).
3. Adjusting the 2024 public investment capital plan managed by the province (phase 1).
4. Adjust the medium-term public investment plan using central budget capital for the period 2021 - 2025 for projects according to Decision No. 312/QD-TTg dated April 16, 2024 of the Prime Minister.
5. Regulations on the percentage (%) of land use fee revenue for a number of projects in Nghi Son town to create counterpart funds to carry out site clearance for the project of Integrated Development of Dynamic Urban Areas - Tinh Gia Urban Sub-project, Thanh Hoa province.

8. Adjusting the investment policy of the road project from Bong urban center, Vinh Loc district connecting provincial road 516B to National Highway 217 to Ha Trung district.
9. Adjusting the investment policy of the project to prevent landslides on the left and right banks of Chu River in the Van Ha bridge area, Thieu Hoa district and the left bank of Len River, Ha Trung district.
10. Adjusting the investment policy of the Nam Song Chu traffic road project, section from Thieu Van commune to Minh Tam commune, Thieu Hoa district.
11. Adjusting the investment policy of the drainage system investment project of Road 513 - Nghi Son Economic Zone.
12. Adjusting the Housing Development Program of Thanh Hoa province to 2030.
13. Construction zoning plan at scale 1/2000 of the Western Industrial Park of Thanh Hoa city, Thanh Hoa province.
14. Construction zoning plan at scale 1/2000 of Industrial Park No. 15, Nghi Son Economic Zone, Thanh Hoa province.
15. Project to adjust and expand the 1/2000 scale construction zoning plan of Industrial Park No. 04, Nghi Son Economic Zone, Thanh Hoa province.
16. Construction zoning plan at scale 1/2000 of Giang Quang Thinh Industrial Park, Thieu Hoa district, Thanh Hoa province.
17. Approve the list of works and projects requiring land recovery, conversion of rice-growing land use purposes, and decide on the policy of converting forest use purposes in the province, phase 3, 2024 .
18. Regulations on collection rates and units for calculating environmental protection fees for mineral exploitation in Thanh Hoa province.
19. Abolish Resolution No. 115/2021/NQ-HDND dated July 17, 2021 of the Provincial People's Council on promulgating procedures for implementing policies to support businesses transporting goods by container through Nghi Son port, Thanh Hoa province according to Resolution No. 338/2020/NQ-HDND dated December 6, 2020 of the Thanh Hoa Provincial People's Council.
20. Amending and supplementing Article 2 of Resolution No. 111/2018/NQ-HDND dated July 11, 2018 of the People's Council of Thanh Hoa province on decentralization of decision-making authority in the management and use of public assets of agencies, organizations and units under the management of Thanh Hoa province.
21. Through the Thanh Hoa Urban Classification Project, Thanh Hoa province meets the criteria for a type I urban area.
22. Investment policy: Purchasing information technology equipment to serve the implementation of Project No. 06 for Thanh Hoa Police force.
23. Establishment of Ha Long town and Ha Linh town in Ha Trung district, Thanh Hoa province.
24. Regulations on subjects and levels of support for elementary training costs and training under 3 months in Thanh Hoa province.
25. Regulations on prices for medical examination and treatment services not included in the list paid by the Health Insurance Fund but not medical examination and treatment services upon request for State medical examination and treatment facilities under the management of Thanh Hoa province.
26. Amend the tuition fee from the 2023-2024 school year to the 2025-2026 school year as prescribed in Clause 2, Article 2 of Resolution No. 287/2022/NQ-HDND dated July 13, 2022 of the Provincial People's Council.
27. Plan for allocating capital from the central budget in 2024 to implement the National Target Program on Sustainable Poverty Reduction in 2024 (phase 2).
28. Detailed allocation of development investment capital plan from the Central budget to implement the National Target Program on Sustainable Poverty Reduction in 2024 (phase 3).
29. Amending and supplementing Resolution No. 301/NQ-HDND dated July 13, 2022 of the Provincial People's Council on allocating capital from the Central budget to implement the National Target Program on Sustainable Poverty Reduction for the period 2021 - 2025 and 2022 in Thanh Hoa province.
30. The detailed allocation of the development investment capital plan from the central budget to implement the National Target Program on Sustainable Poverty Reduction in 2022 and 2023 has been approved by the National Assembly to extend the implementation and disbursement period to 2024.
31. Adjust and supplement the central budget investment portfolio for the period 2021 - 2025, 2023 and adjust the central budget investment portfolio for 2024 of a number of projects under the National Target Program on Socio-Economic Development for Ethnic Minorities and Mountainous Areas for the period 2021 - 2030, Phase I: from 2021 to 2025.
32. Proposal to allocate career capital from the central budget in 2024 (including capital from 2023 transferred to 2024) to implement the National Target Program on socio-economic development of ethnic minority and mountainous areas of Thanh Hoa province for the period 2021 - 2030, phase I: from 2021 to 2025 (phase 2).

The meeting also considered the proposal of the Standing Committee of the Provincial People's Council on the dismissal of Mr. Hoang Thanh Son, former Director of Thanh Hoa Electricity Company, from the duties of a delegate of the 18th Provincial People's Council for the 2021-2026 term due to his transfer to work out of the province.

Comrade Nguyen Ngoc Tien, Head of the Legal Committee of the Provincial People's Council, presented the inspection report.

Comrade Nguyen Van Hung, Head of the Ethnic Committee of the Provincial People's Council, presented the inspection report.
Provincial People's Council delegates voted to pass the Resolution.
With the spirit of democratic centralism, carefully studying the submissions and inspection reports of the Provincial People's Council committees; the delegates of the 18th Provincial People's Council unanimously voted to pass 33 Resolutions of the session.
Provincial Party Secretary, Chairman of the Provincial People's Council Do Trong Hung delivered a closing speech at the meeting.
In his closing speech, Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council Do Trong Hung suggested: In order for the resolutions to come into effect soon and be effectively implemented, the Provincial People's Committee should continue to resolutely direct the acceleration of the progress of public investment projects and works with regional linkages and projects with spillover effects; strengthen discipline in disbursing public investment capital; at the same time, accelerate site clearance and construction progress; focus on removing difficulties and obstacles related to land and resources associated with the responsibilities of the assigned leaders. Resolutely handle strictly according to the law any organizations and individuals who intentionally cause difficulties, obstruct, or slow down the progress of capital allocation, implementation and disbursement of public investment capital.
Immediately after this session, the Provincial People's Council requested the Provincial People's Committee to focus on directing the acceleration of the implementation of the 3 national target programs, ensuring the completion of the disbursement plan for the programs. Strengthen inspection and supervision of the implementation, in order to promptly remove difficulties and obstacles, aiming at practical, in-depth, effective and sustainable development goals.
The Provincial Party Secretary and Chairman of the Provincial People's Council requested the Standing Committee of the Provincial People's Council, the committees of the Provincial People's Council, and the Provincial People's Council delegates to continue to closely monitor the implementation process, ensuring that the resolutions passed by the Provincial People's Council are implemented promptly, closely, effectively, and in accordance with regulations; proactively coordinate with agencies, units, and localities to review and promptly propose amendments to resolutions that are no longer appropriate or ineffective; actively urge and supervise the timely and thorough settlement of voters' recommendations.
The Provincial Party Secretary and Chairman of the Provincial People's Council also noted that the Standing Committee of the Provincial People's Council, the Provincial People's Committee and sectors and localities focus on timely, closely and qualitatively preparing the contents to be submitted to the regular mid-year meeting of the Provincial People's Council in 2024.
Provincial Party Secretary and Chairman of the Provincial People's Council Do Trong Hung also requested that Party committees, authorities, the Fatherland Front, and organizations regularly pay attention to creating favorable conditions, visiting and encouraging cadres, engineers, and workers who are working at the construction site of the 500 kV power line circuit 3 project; showing the sentiments of Thanh Hoa people in encouraging and sharing with cadres, engineers, and workers, so that they can work enthusiastically to meet the set schedule.
