Proposal to soon allocate investment capital for Metro line 2

Metro line 2 site is being urgently prepared for construction.

According to MAUR, based on Resolution No. 188/2025/QH15 of the National Assembly, the Ho Chi Minh City People's Committee will soon assign tasks and allocate capital to implement investment preparation work for Metro projects.

At the same time, MAUR has just sent a document requesting the Ho Chi Minh City People's Committee to invite ministries and branches to send representatives to participate in the Appraisal Team to select foreign consultants and EPC contractors for the Metro Line 2 Construction Project (Ben Thanh - Tham Luong).

MAUR cited the provisions of Resolution No. 188/2025/QH15 on piloting a number of specific mechanisms and policies to develop the Ho Chi Minh City railway network system, allowing the application of designated bidding methods for the selection of consulting and construction contractors; turnkey EPC contractors...

To shorten the completion time of Metro Line 2, MAUR identified a number of bidding packages such as: consulting for the preparation of the adjusted Feasibility Study Report, overall technical design (FEED design) and bidding; EPC bidding package for the entire Project... that need to prioritize the use of foreign consultants and domestic consulting consortia.

It is expected that the bidding packages of Metro Line 2 will begin the work of preparing, reviewing, appraising and approving the estimate documents from the end of March 2025 to select and mobilize consultants in May 2025.

The work of establishing, reviewing, appraising and approving adjustments to the Project will be carried out in the early fourth quarter of 2025, after which the EPC contractor will be selected in the shortest time.

According to the detailed plan developed by MAUR, the project investment preparation procedures will be carried out until the end of 2025. The initial infrastructure construction package at the depot is expected to start on December 20, 2025. The EPC (engineering, construction, and equipment supply) package for the entire project will start in April 2026.

Metro Line 2 (Ben Thanh - Tham Luong) is over 11 km long, approved in 2010 with an initial total investment of 1.3 billion USD (equivalent to 26,000 billion VND). By 2019, the project's total investment was adjusted to 2.1 billion USD (nearly 47,900 billion VND). Due to difficulties in arranging finance for the project due to changes in loan conditions from international donors, Ho Chi Minh City has decided to switch to investment using budget capital. It is expected that the construction time will be about 4.5 years, and will be completed by October 2030, and expected to be put into operation at the end of 2030.
