At the first meeting of the Provincial Party Executive Committee, term I (1963 - 1970), the Provincial Party Committee's Inspection Commission (PCI) consisting of 4 comrades was elected. After 61 years of development and growth, the Provincial Party Committee's Inspection sector has continuously developed and improved its functions, tasks, powers, and organizational structure. When it was first established, the Provincial Party Committee's and District Party Committee's Inspection Commissions each had 3-4 comrades, mainly working concurrently; to date, the whole province has 15 PCI, including the Provincial Party Committee's Inspection Commission, 14 district-level and equivalent PCI Commissions, 248 grassroots Party Committees' Inspection Commissions with 833 PCI Commission members at all levels.
Deeply aware of the position, role and importance of inspection, supervision and Party discipline work, right from the beginning of the 2020 - 2025 term, the Provincial Party Committee Standing Committee has paid attention to leading, directing and organizing the implementation of tasks, issuing Resolution No. 06-NQ/TU on continuing to innovate and improve the effectiveness of the Party's inspection and supervision work in the new situation. The Provincial Party Committee's Inspection Commission has proactively advised the Provincial Party Committee Standing Committee to specify many procedures and regulations for implementing inspection and supervision work. Building the working regulations of the Provincial Party Committee's Inspection Commission, regulations on coordination with units; full-term and annual programs; reviewing and amending a number of regulations and regulations in accordance with the regulations of the Central Government and in sync with the reality in the province.
The Provincial Party Inspection Sector has made many innovations and creations in the process of performing its tasks; concretizing a number of contents, processes, and forms for the whole sector to implement smoothly, synchronously, and uniformly, which have been recognized and highly appreciated by the Central Inspection Commission and the grassroots. The sector has built and strictly implemented the entire-term and annual programs; conducted comprehensive and expanded supervision; focused and key inspections in the following areas: Party building and rectification, sensitive areas, areas prone to violations, and areas of public concern; issues that have not been inspected or supervised for a long time; issues that have arisen with difficulties in practice; developed and implemented working regulations and grassroots democracy regulations; practiced thrift and combated waste; operated and managed the budget; managed land; organized cadres; programs and projects; received and processed petitions; Receive party members and citizens according to regulations, associated with the responsibility of the head... Improve the quality and effectiveness of regular supervision, strengthen thematic supervision of party organizations and heads of agencies and units, especially in sectors and fields prone to corruption; proactively and promptly inspect when there are signs of violations of party organizations and party members, including members of the same level committee to prevent, warn, and limit the level of violations.
Currently, the Provincial Party Committee's Inspection Commission alone regularly supervises 91 Party organizations and more than 400 Party members who are leaders under the management of the Provincial Party Committee's Standing Committee. Since the beginning of the term, Party committees at all levels have inspected 1,089 Party organizations and nearly 2,000 Party members; of which, 382 Party members are Party Committee members; and supervised 699 Party organizations with nearly 1,500 Party members (405 Party members are Party Committee members). Party committees at all levels and Party cells have disciplined 4 Party organizations and 810 Party members, of which 97 Party members are Party Committee members. The Inspection Commissions at all levels have inspected 18 Party organizations and 45 Party members when there were signs of violations; inspected the implementation of inspection and supervision tasks of 440 Party organizations; inspected the implementation of Party discipline in 263 Party organizations; inspected the budget and finance of 77 Party organizations; Thematically supervise 370 party organizations and nearly 500 party members, including 220 committee members. Disciplinary committees at all levels discipline 8 party organizations and 194 party members, including 41 party members who are committee members. Verify assets and income of 397 party members.
Promoting the achieved results, the provincial Party Inspection sector continues to promote the implementation of Conclusion No. 21-KL/TW of the 13th Party Central Committee on promoting the building and rectification of the Party and the political system; resolutely prevent, repel, and strictly handle cadres and Party members who have degraded political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation". Synchronously carry out regular supervision with specialized inspection and supervision, focusing on the implementation of the Party Charter, the Party's guidelines, policies and laws of the State; comply with the principles of Party organization and activities, the principle of democratic centralism, working regulations, working regime, maintaining internal solidarity; sensitive areas, areas prone to violations, and areas of public concern; strictly, promptly and synchronously discipline Party organizations and Party members who violate; promptly resolve petitions, denunciations and complaints about Party discipline.
Continue to improve the effectiveness of regular supervision; attach importance to and encourage self-inspection and self-supervision and proactively overcome shortcomings within the sector by Party organizations and Party members. Strengthen propaganda, dissemination and thoroughly grasp the Party's resolutions, directives, regulations and guidelines on inspection, supervision and enforcement of Party discipline.
Continue to research and advise on the completion of Party regulations on inspection, supervision and enforcement of Party discipline for effective implementation. Strengthen training and fostering of Party inspection staff in a professional manner; promote foreign affairs, study and experience sharing among units and localities.
With the efforts and achievements of the Provincial Party Inspection Department, the trust of cadres, party members and people in the leadership of the Party has been strengthened; especially contributing to building and rectifying the Party in the spirit of the Resolution of the 13th Central Committee, especially preventing and repelling the degradation of political ideology, ethics and lifestyle, manifestations of "self-evolution" and "self-transformation" within the Party. Thereby, building a clean and strong Provincial Party Committee, successfully implementing the Resolution of the 14th Provincial Party Congress, term 2020 - 2025, building Dien Bien province to develop sustainably.
