From the initial establishment of Hai An District General Hospital, established under Decision No. 1228/QD-UB of the Chairman of Hai Phong City People's Committee, by 2019, the unit was merged into Hai An District Medical Center under Decision No. 1589/QD-UBND dated July 8, 2019 of the Chairman of Hai Phong City People's Committee.
Since its establishment, Hai An District Medical Center has been assigned to carry out the following functions and tasks. Specifically: Emergency, medical examination and treatment for people in Hai An district and neighboring areas, medical examination and issuance of health certificates for people; practice facility for students of Hai Phong Medical College; scientific research on medicine; technical guidance for lower levels; health education and propaganda for the community; Coordinate with medical facilities to regularly carry out disease prevention tasks.
Regarding international cooperation, over the years the Medical Center has effectively implemented a free voluntary HIV testing and counseling room supported by the US Centers for Disease Control and an outpatient clinic for HIV care, support and treatment supported by the US Development Agency.
In addition, the Center is also assigned the task of implementing financial revenue and expenditure and funding sources in accordance with state regulations.

In recent years (from 2020-2022), preventive medicine work has always been a priority for the Center.
Every year, the Center issues a Decision to strengthen the Steering Committee for Disease Prevention and Control; effectively carry out epidemiological surveillance; build a stock of drugs, chemicals and equipment for disease prevention; always prepare funds, materials, chemicals and means, promptly deploy disease prevention and control measures when an epidemic occurs; implement the epidemic reporting and on-call regime.
During the Covid-19 pandemic outbreak, the Medical Center issued Official Dispatch No. 63/TTYT dated January 24, 2020 on early detection and good preparation for the prevention and control of the Covid-19 epidemic; developing response plans for the epidemic, patient reception procedures, issuing official dispatches to implement urgent measures...; organizing regular and ad hoc Steering Committee meetings to update information, assess the epidemic situation and promptly advise the District People's Committee; regularly reporting to the Department of Health, District Party Committee and District People's Committee on the epidemic situation; directing and deploying to officials and employees to install NCOVI, BLUZONE, VIETNAM HEALTH DECNARATION, PC-Covid software, electronic health books, online health declarations for all staff of the center and medical stations.

From 2020 to 2022, Hai An Medical Center monitored, investigated and isolated and treated 35,023 people with Covid-19. During the period from 2021 to December 2022, the Center organized and deployed Covid-19 vaccination for people in the area.
In addition, food hygiene and safety; HIV/AIDS prevention and control; reproductive health care; malnutrition prevention and control program; leprosy prevention and control program and other national target programs are also deployed and well implemented by Hai An District Medical Center.
With the efforts to overcome difficulties and successfully complete assigned tasks, over the years, the Center has been honored to receive many certificates of merit from the Hai Phong Department of Health, Hai Phong City People's Committee, and the Ministry of Health for collectives and individuals. In addition, the Party Cell of the Medical Center has achieved the title of clean and strong for many years and the Hospital's Trade Union has always been recognized as an excellent strong Unit.
Hai Phong City People's Committee has invested in building a new facility of Hai An District Medical Center with an area of 14,000 m2, with a scale of 100 beds. When completed and moved to the new facility, the Center will establish additional departments such as: Emergency - Intensive Care Department, Ear - Nose - Throat Department, Dentistry - Maxillofacial Department, Nutrition Department, Infection Control Department to ensure the best service for patients coming to the Center for examination and treatment.
