These are some of the contents in the document guiding some activities at the beginning of the year for students and preparing for the new school year 2024-2025 at the primary level. The Department of Education and Training of Ho Chi Minh City requests the heads of the Department of Education and Training of Thu Duc City and districts; principals of multi-level general schools (including primary school level) to seriously implement.
First class in the morning from 7:30 onwards
In a new document issued yesterday afternoon, August 30, 2024, Deputy Director of the Department of Education and Training of Ho Chi Minh City Nguyen Bao Quoc requested that schools need to ensure the daily time frame at the primary level, for classes with 2 sessions/day as follows: Time for the first period in the morning from 7:30 onwards and no later than 7:45. Time for the first period in the afternoon no earlier than 13:30.
"The principal proactively arranges the school's plan, builds a flexible and suitable timetable, and conducts at least 7 periods per day, with 4 periods in the morning and 3 periods in the afternoon encouraged. In addition to the 7 periods in the general education program each day, the school can develop a school program and plan to organize other activities depending on the needs and abilities of the students and agree with the parents," the Ho Chi Minh City Department of Education and Training instructed.
"After school each day, schools can develop plans to organize after-school clubs for students until they are picked up. These plans must be approved by competent authorities before being implemented," the leader of the Department of Education and Training emphasized.
The principal is responsible for the liaison activities.
Regarding the implementation of tasks for the 2024-2025 school year, the Department of Education and Training requests units to develop and implement a plan to implement digital citizenship skills education according to Official Dispatch No. 3899/QD-BGDDT dated July 30, 2024 of the Ministry of Education and Training on guidelines for implementing digital citizenship skills education at primary school level.
"Equipping students with digital citizenship skills helps them have the skills and capacity to study, live and work safely and effectively in an increasingly developing digital environment based on the digital competency framework for high school students; suitable for the psychological characteristics, cognitive development level of primary school students and school conditions; ensuring the goals and requirements of related subjects/educational activities; promoting integrated teaching and learning, STEM education; not causing pressure or overload for students and teachers", the leader of this Department emphasized.
In addition, the Department of Education and Training also requested schools to proactively develop school education plans and develop school programs to organize educational activities for students such as teaching enhanced English, teaching English through math and science, organizing life skills education, STEM education, and digital citizenship skills education.
Notably, the Department said that the principal must be responsible for and strengthen the inspection of capacity records; the validity of operating licenses; the legality of programs that have been assessed/approved/evaluated (life skills, STEM, digital citizenship skills, foreign language teaching, information technology...); personnel (teachers/reporters/trainers/collaborators) whose names are on the approved list for licensing; facilities... of affiliated units.
The school program must be approved by the Department of Education and Training before organizing educational activities in primary schools according to Circular 04/2014/TT-BGDDT dated February 28, 2014 of the Ministry of Education and Training on Regulations on management of life skills education activities and extracurricular educational activities and Decree No. 24/2021/ND-CP dated March 23, 2021 regulating management in public preschools and general education institutions...
