On the afternoon of January 19, information from the Ha Tinh Provincial Police said that the Investigation Police Agency of Ha Tinh Provincial Police has just issued a decision to prosecute the case and prosecute the accused against D.D.V. (born in 2006, residing in Thach Trung commune, Ha Tinh city, Ha Tinh province, currently a 12th grade student at a high school in Ha Tinh city) for the act of "Resisting a person on official duty".
According to initial information, at around 7:40 p.m. on January 17, a working group of the Traffic Police Department of Ha Tinh Province Police was on duty on Ha Huy Tap Street (Ha Tinh City) when they discovered motorbike 38N3-6826 moving at high speed on Ha Huy Tap Street in the North-South direction, so they signaled for the vehicle to slow down.
However, the driver did not obey the order, continued to drive at high speed, passed two traffic police officers on duty signaling, and crashed into Major Ho Sy Tich - an officer of the Traffic Police Department of Ha Tinh Province Police who was on duty on Ha Huy Tap Street.
As a result, Major Ho Sy Tich was seriously injured. Police forces present at the scene quickly took Major Ho Sy Tich to the emergency room. According to the initial diagnosis, Major Ho Sy Tich suffered a collapsed lung, serious injuries, and is currently being treated at Ha Tinh General Hospital.
That same night, Colonel Nguyen Hong Phong, Director of Ha Tinh Provincial Police and comrades in the Provincial Police Board promptly visited Major Ho Sy Tich. At the same time, Colonel Nguyen Hong Phong directed the professional unit to investigate, clarify and handle the case according to the provisions of law.
The police quickly identified the young man who carried out the act of breaking through the checkpoint as D.D.V.
At the police station, D.D.V. confessed that while driving a motorbike, he discovered that the 238 working group was on duty on Ha Huy Tap Street. Realizing that he was not old enough to drive a vehicle and did not have a driver's license (17 years old), D.D.V. was afraid that he would be punished by the traffic police, so he passed the traffic police checkpoint.
However, during the "clearance" process, D.D.V. collided with Major Ho Sy Tich who was on duty. Through testing, D.D.V. tested negative for alcohol and drugs.
