Previously, a series of customers filed a lawsuit accusing the investor of illegally building 13 apartments on the commercial ground floor and commercial mezzanine of Nguyen Quyen apartment building to sell to customers. Up to now, customers have paid up to 95% of the apartment value and Ms. Tran Thi Ngoc Danh, Director of Nguyen Quyen Company Limited, signed a sales contract, the remaining 5% will be paid when receiving the pink book.
However, when they moved in, the customers discovered that the apartments were built without permission, so they would not be granted pink books. It is worth mentioning that the People's Committee of Binh Tan District said that they would enforce the demolition of these 13 apartments due to illegal construction.
Nguyen Quyen Apartment Building built 13 apartments
Recently, customers were invited to a meeting by the People's Committee of Binh Tan District and informed that they would be forced to demolish 13 houses according to Decision 2556 issued on March 28.
The above apartments belong to the private ownership of the apartment building, but the investor then divided them into 13 apartments to sell to customers. The above violations by the investor took place from April 2017. In September 2018, the Inspectorate of the Ho Chi Minh City Department of Construction issued a decision to fine 35 million VND and force the demolition of the violating construction. However, the investor did not comply and continued to sell the above apartments to customers in 2018 and 2019.
It is known that Nguyen Quyen apartment building has a land area of 628m2, a scale of 156 apartments, started construction in 2009 and put into use in 2013 without fire prevention acceptance.
Too upset because the investor hid information, sold illegally built apartments and the above houses were forcibly demolished, 13 households filed a complaint against Nguyen Quyen Company to the police. At the same time, they sent a petition to the People's Committee of Binh Tan District to have a support plan to ensure the rights of people at risk of losing their homes.
Nguyen Quyen Apartment is one of the apartment buildings with the most lawsuits and complaints in Ho Chi Minh City, because since it was put into operation, lawsuits, fights, and unrest have frequently occurred here.
Most recently, 500 residents of this apartment building called for help because of power cuts and garbage. The residents have submitted a petition asking the authorities to clarify the signs of the investor misappropriating the fee, making their lives miserable because of power cuts and stinking garbage.
In the design of Nguyen Quyen apartment building, there is a garbage collection system, but up to now the investor has not completed it, so residents have to buy large bins to store waste. Every time the garbage is collected, the cleaning unit has to transport it through the residents' elevator, which is very inconvenient and unsanitary.
In addition, residents also accused the investor of having many other unclear income sources.
