Ethnic minorities account for 12.31% of the province's population, residing scatteredly in 85% of the province. In recent years, the province has always focused on improving people's lives and comprehensively changing ethnic minority, mountainous, border and island areas, contributing to reducing regional disparities in the province.

Binh Lieu district has a rate of ethnic minorities accounting for 94.3% of the district's population. With diverse resources, the locality focuses on exploiting the strengths of economic development to improve people's lives, in which the district accelerates the progress of land and forest allocation; removes obstacles to granting land use right certificates to ensure timely creation of conditions for people to have land and feel secure in production; implements the project of restructuring agricultural, forestry and fishery production in the area. At the same time, convert nearly 300 hectares of land for rice and ineffective crops to other crops with high economic value, such as corn, cassia, cinnamon, etc.; encourage people to implement new economic models that bring efficiency such as growing flowers combined with eco-tourism, raising cold-water fish, growing specialty trees such as anise, cinnamon, cassia, pine, etc.; develop community tourism...

With synchronous solutions, the district's economic structure continues to shift in a positive direction. Of which, the service sector accounts for a large proportion of 54.4%; industry - construction accounts for 20.9%; agriculture, forestry, fishery, aquaculture 24.7%. The whole district no longer has poor households according to the national multidimensional poverty standard. The number of poor households in the district is 0.89%, the number of near-poor households is 14.99% according to the multidimensional poverty standard applied in the province. The average income reaches 70.52 million VND/person/year.

Quang Ninh province currently has 67/177 communes and towns in ethnic minority, mountainous, border and island areas. To create "impetus" for the development of ethnic minority, mountainous, border and island areas, the province always identifies the most important resource as coming from the people. Therefore, the province has focused on directing the implementation of a resource mobilization mechanism in the direction of innovation, flexibility and creativity in budget management from the centralized budget management at the provincial level to decentralization, granting autonomy and self-responsibility to localities, gradually reducing investment from the budget, and mobilizing well investment resources from the whole society. In the past 3 years, the province has mobilized over 114,000 billion VND to implement Resolution No. 06-NQ/TU of the Provincial Party Committee on sustainable socio-economic development, ensuring solid national defense and security in communes, villages and hamlets in ethnic minority, mountainous, border and island areas and national target programs. The difference is that direct state budget investment and integrated state budget capital only account for about 16%, socialized mobilized capital accounts for 84% (mainly from credit capital accounting for 82.5%).

State investment resources have aroused the strength, spirit of self-reliance and the will to proactively rise up from poverty and legitimately enrich the people. It is clearly shown that people in ethnic minority, mountainous, border and island areas have proactively borrowed capital to develop economic models, expand production, solve employment, renovate houses, build clean water works... This is the important foundation to continue to create new potentials, new motivations, and new faces for the sustainable development of ethnic minority, mountainous, border and island areas.

Mr. Luu Minh Thang, Secretary of the Party Committee of Don Dac Commune (Ba Che District), said: With the special attention of the province and district, capital from policy credit programs entrusted to the Bank for Social Policies for timely implementation has met the demand for loans to develop production of households in the commune. Up to now, Don Dac is the locality with the highest outstanding debt of policy credit programs in the whole province with over 1,200 households receiving loans, total outstanding debt of over 111 billion VND. The capital has contributed to creating a clear change in the appearance of the countryside, with more and more highly effective production models among ethnic minorities, with average income per capita reaching 65.2 million VND/person/year.

According to the representative of the Bank for Social Policies, Quang Ninh branch, every year, the province has allocated budget capital entrusted through the bank to implement local specific policies, policies for ethnic minority and mountainous areas integrated with national target programs, this is a proactive and creative approach unique to Quang Ninh. Up to now, the total outstanding debt of communes in ethnic minority, mountainous, border and island areas is 1,805.3 billion VND with 25,894 people still in debt, contributing to solving the urgent need for capital to develop production, increase income, and arouse the will to get rich in their own homeland.
