On the morning of June 25, the groundbreaking ceremony of the Ring Road 4 - Hanoi Capital Region Investment and Construction Project took place at 4 locations in Hanoi and 2 locations in Hung Yen and Bac Ninh.

Speaking at the groundbreaking ceremony, Prime Minister Pham Minh Chinh said that the investment in the construction of Ring Road 4 - Capital Region creates new development space for the entire Capital Region, especially meaningful for Hanoi and the provinces of Hung Yen and Bac Ninh - where the route passes through.

“We are very impressed with Hanoi for daring to decentralize and assign the task of site clearance to districts, bringing about very successful results. In particular, the relocation of graves was extremely difficult, but Hanoi organized it very methodically, did it very well, resolutely and with determination.

At the same time, I highly appreciate the inspection and supervision of local leaders, the Secretary of the Hanoi Party Committee, and the Provincial Party Committees of other provinces in the project implementation as well as site clearance and compensation work," said the Prime Minister.

“I request Party committees at all levels, the Government, relevant agencies and the People to closely follow the progress, review the work, arrange time and resources, strengthen leadership to speed up the project's progress, ensuring the set requirements,” the Prime Minister emphasized, and at the same time requested that localities continue to pay attention to completing site clearance work, resettling and stabilizing accommodation for people, preparing construction materials and waste disposal sites for the project; and enhancing construction capacity.

Speaking at the groundbreaking ceremony, Chairman of Hanoi People's Committee Tran Sy Thanh said that immediately after the project was approved for investment, Hanoi City and Hung Yen and Bac Ninh provinces focused on implementing the task with many creative and flexible solutions, suitable to the practical situation in the localities.

Hanoi proactively reported to the Government and the Prime Minister and chaired the work with localities to immediately establish a Steering Committee to implement the investment project to build Ring Road 4 - Hanoi Capital Region. In which, the Secretary of the Hanoi Party Committee is the Head of the Committee, the Secretaries of the Hung Yen and Bac Ninh Provincial Party Committees and the Chairman of the Hanoi People's Committee are the Deputy Heads of the Steering Committee.

Hanoi invited leaders of the Ministries of Transport, Planning and Investment, Finance, Construction, and Natural Resources and Environment to participate in the Steering Committee. At the same time, 3 provinces and cities established their own Steering Committees to carry out tasks in their localities.

The Hanoi People's Committee coordinates with the People's Committees of Hung Yen and Bac Ninh provinces to issue a Master Plan for project implementation, linking tasks and progress of each work item, ensuring connectivity and synchronization during the implementation process, as a basis for inspection, supervision and urging of task implementation.

“With the determination and drastic and synchronous participation of the entire political system at all levels, the consensus and support of the people of the localities, up to now, after 1 year and 9 days, the Ring Road 4 - Capital Region Project in Hanoi has ensured all conditions for construction to start, meeting the set schedule (before June 30, 2023). In particular, the site clearance work for the entire route has been completed by over 80%, of which Hanoi City has achieved over 84% (higher than the planned level of 70%)”, Chairman of Hanoi People's Committee Tran Sy Thanh shared.

Chairman of Hanoi People's Committee Tran Sy Thanh said that the success was due to promoting the role of the leader, mobilizing the combined strength of the entire political system, creating consensus and support from the people.

He also emphasized the spirit of taking project implementation results as a measure of leadership and direction capacity of Party committees and authorities at all levels, while recognizing and clearly identifying this as the responsibility and prestige of the City.

Beltway 4 - Capital Region has a total length of 112.8 km, of which the section passing through Hanoi is 56.5 km; Hung Yen is 20.3 km; Bac Ninh is 21.2 km.
Starting point at Km3+695 on Noi Bai - Lao Cai highway (Thanh Xuan commune, Soc Son, Hanoi); ending point on Noi Bai - Ha Long highway (Que Vo district, Bac Ninh province).
The project includes 103.1 km of Ring Road 4 and 9.7 km of connecting route towards Noi Bai - Ha Long Expressway, with a total investment of about VND 85,813 billion, divided into 3 groups with 7 component projects.
The project is preparing for investment and implementation from 2022, expected to be basically completed in 2026 and put into operation from 2027.
