Since the beginning of the 2021-2026 term, the Standing Committee of the Thuong Xuan District People's Council has proactively innovated the work of disseminating and implementing the People's Council's resolutions, especially resolutions on mechanisms and policies to promote socio-economic development and maintain national defense and security.

Standing Vice Chairman of the People's Council of Thuong Xuan district, Luong Van Tam, said: "Since the beginning of the term, the People's Council of the district has organized 14 sessions, including 7 regular sessions and 7 thematic sessions. Through the sessions, 141 resolutions have been issued, including 89 resolutions on annual socio-economic development tasks and public investment; 2 resolutions issued on socio-economic development for the period 2021-2026... The resolutions of the People's Council of the district after each session are propagated, specified and implemented by the People's Committees at all levels and branches in accordance with the conditions of each locality and unit to achieve the best efficiency, creating consensus of the community in implementing the resolutions. Many resolutions have received great attention from the people, especially resolutions related to policies to support people in economic development, rural infrastructure construction; policies to support new rural construction... The above resolutions have been very positively received by the people with the contents of supporting and stimulating demand, such as: 50% support for the cost of purchasing vaccines for livestock and poultry; 100% support for the cost of building product brands that meet VietGAP, GlobalGAP standards, organic production, geographical indications, certified trademarks, collective trademarks for advantageous products in the district according to the unit prices of units with the function of controlling, evaluating and certifying products that meet standards and are licensed to operate; support of 500 million VND/commune meeting NTM standards, 600 million VND/commune meeting advanced NTM standards, 700 million VND/commune meeting model NTM standards; support for costs of product trademark registration, brand design, stamp printing, labels, product promotion, equipment, machinery, etc.
In the roadmap for advanced rural development, Tho Thanh commune has effectively applied the stimulus support policies of the resolution issued by the District People's Council on the agricultural development program and rural development. Along with that, the Commune People's Council also issued a number of resolutions on the stimulus support mechanism for socio-economic development. Comrade Le Van Cong, Vice Chairman of the Commune People's Committee, said: In addition to disseminating information to help people understand the regulations of the resolutions issued at all levels, the commune also guides and supports households and collectives with sufficient conditions to access support policies. At the same time, the People's Council must perform well the supervisory functions and tasks to promptly grasp the shortcomings and limitations and take measures to resolve and overcome them in the management and operation process. Currently, Resolution No. 75/NQ-HDND on approving the Project on agricultural and rural development of Thuong Xuan district for the period of 2022-2026 has had a great impact on people's lives and local development in the roadmap to build an advanced new-style rural commune. From the mechanisms and policies of the resolution, the commune has actively propagated and mobilized people to change the structure of crops and livestock; apply scientific and technical advances and introduce new high-yield plants and breeds into production; invest in expanding the area of farm and family farm models. Along with that, the commune has focused on investing in developing infrastructure such as: roads, irrigation canals, schools, medical stations... Up to now, the average income of the commune has reached 47 million VND/person/year; the poverty rate has decreased to 2.43%.
Ngoc Phung is the first commune in the district to be recognized as an advanced NTM commune. The appearance of NTM in the area has many positive changes, especially the infrastructure has been renovated and newly built (electricity, roads, schools, stations, welfare works); the economy has shifted in the right direction. The material and spiritual life of the people has been significantly improved. The average income per capita reached nearly 56 million VND/year. The number of poor households has decreased to 2.72%. That result is the effective application of stimulus mechanisms and policies of the province, district and locality. That shows that the mechanisms and policies of the People's Council resolutions at all levels have been and are being put into practice and welcomed by the people, bringing practical benefits to the people, businesses and collective units.
In the whole district, most of the resolutions passed by the District People's Council up to now have been confirmed to be correct, appropriate, and soon put into practice, bringing about efficiency, contributing to promoting the potential and advantages of the locality to develop the economy - society, ensuring national defense - security. Proactively propagating and disseminating the resolutions of the District People's Council, especially the mechanisms and policies that directly affect the people, is the first and important requirement for the resolutions to soon come into practice.
