Seeking opinions on proposed plan to adjust average retail electricity price
At the regular press conference for the fourth quarter and press meeting on the occasion of the new year 2025 of the Ministry of Industry and Trade, on the afternoon of January 7, regarding the adjustment of the average retail electricity price, Mr. Nguyen Quang Minh - Head of the Electricity Market Department - Electricity Regulatory Authority, Ministry of Industry and Trade said that in 2024, the Prime Minister issued Decision No. 05/2024/QD-TTg dated March 26, 2024 regulating the mechanism for adjusting the average retail electricity price. Accordingly, the Government has adjusted the minimum average retail electricity price cycle from 6 to 3 months.

Therefore, the roadmap for developing a mechanism to adjust the average retail electricity price from 3 months to 2 months, according to Mr. Nguyen Quang Minh, the Ministry of Industry and Trade is assigning the Electricity Regulatory Authority to develop a decree on the mechanism to adjust the average retail electricity price and the time to adjust the average retail electricity price. " This is a new decree, which will be developed and issued at the same time as the effective date of the Electricity Law (amended)" - Mr. Minh said.
However, Mr. Nguyen Quang Minh emphasized that the establishment of a mechanism to adjust the average retail electricity price down to 2 months is still an idea. The Electricity Regulatory Authority has also proposed a plan to adjust the average retail electricity price down to 2 months to get opinions from units. " This proposal is currently having to get opinions from many units, especially those affected. And it may be necessary to have time to assess the impact when adjusting the cycle of the average retail electricity price down to 2 months " - Mr. Minh emphasized.
At the same time, Mr. Nguyen Quang Minh added that after synthesizing opinions, the Electricity Regulatory Authority will report to the Ministry of Industry and Trade to advise on the most suitable mechanism at present as well as in the near future.
Building a large block of legal documents related to the Electricity Law
Also at the press conference, providing information on the drafting of documents related to the Electricity Law (amended), Mr. Nguyen Quang Minh added that currently, the Ministry of Industry and Trade is urgently drafting documents related to the Electricity Law (amended).
Accordingly, when the Electricity Law (amended) comes into effect, the Electricity Regulatory Authority, the Electricity and Renewable Energy Authority and the Industrial Safety and Environment Authority must draft a total of 29 documents, including 7 Resolutions and 2 Decisions of the Prime Minister and 20 circulars. The Electricity Regulatory Authority alone will draft 21 legal documents out of a total of 29 documents. And by February 1, 2025, when the Electricity Law (amended) comes into effect, the legal documents must be issued. "It can be said that this is a great effort and for the first time the Authority has drafted such a large volume of legal documents ," Mr. Minh emphasized.
In addition, regarding the two-component electricity price mechanism, Mr. Nguyen Quang Minh said that in August 2024, the Minister of Industry and Trade assigned the Electricity Regulatory Authority to conduct research and develop a proposal for a two-component electricity price mechanism. In addition, the Ministry of Industry and Trade also assigned EVN to directly research and develop a two-component electricity price mechanism. EVN has also reported to the Ministry and the Electricity Regulatory Authority several times.
“This is one of the new policies in Vietnam, affecting all customer groups. Therefore, the Department is continuing to request EVN to study data and assess the impact before making specific proposals to the Ministry of Industry and Trade as well as reporting to competent authorities, submitting to the Prime Minister for consideration and permission to apply according to the roadmap,” said Mr. Minh.

Therefore, there will be many contents that need further research. The Ministry of Industry and Trade requested the Electricity Regulatory Authority to conduct research and clearly evaluate the impact of adjusting retail prices every 2 months, every 3 months to compare and find the most reasonable direction possible. |
