Urgently add items to ensure safety on Cam Lo - La Son highway
The investment in additional infrastructure items to ensure traffic safety on the Cam Lo - La Son expressway is expected to be completed by the end of March and early April, with a cost of about more than 20 billion VND.
The Ho Chi Minh Road Project Management Board (Ministry of Transport), the unit assigned as the investor of the Cam Lo - La Son expressway, said that the construction teams are still focusing on completing additional infrastructure adjustments to ensure traffic safety on the Cam Lo - La Son expressway.
Accordingly, the adjustment and addition of items include: Reflective studs at the center of the road at the position of 2 lanes, reflective studs on both sides of the guardrail, adding soft markers on both sides of the median strip, adjusting the paint of the center line of the road... According to the leader of the Ho Chi Minh Road Project Management Board, these items are expected to be completed this week.

Regarding the emergency lane, the Ho Chi Minh Road Project Management Board is currently working with relevant agencies to conduct a survey and then start construction.
"If the weather is favorable, it will be completed in March this year, or at the latest in early April. It is expected that the additional investment in infrastructure items to ensure traffic safety on the Cam Lo - La Son expressway will be about more than 20 billion VND," added a representative of the Ho Chi Minh Road Project Management Board.

Previously, on March 16, the National Assembly's supervision delegation on the topic "Implementation of Resolution No. 43/2022/QH15 dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support the Socio-economic Recovery and Development Program and Resolutions of the National Assembly on a number of important national projects until the end of 2023" had a meeting to inspect and work with localities on the implementation status of the Ho Chi Minh Road project, Cam Lo - La Son and La Son - Tuy Loan sections.
At the meeting, Deputy Minister of Transport Nguyen Danh Huy said that the Cam Lo - La Son section investment project belongs to the project to invest in building some expressway sections on the North - South Eastern route in the period of 2017 - 2020, which was decided by the National Assembly on investment policy.
The main causes of recent accidents are often due to driver error, such as: encroaching on lanes, overtaking without observing; not keeping a safe distance as instructed by the road signal system on the route. In addition, accidents also occur because the scale of the new road has only 2 lanes and has not yet collected tolls, so vehicles (especially trucks and passenger cars) all use this route instead of the route on National Highway 1 to avoid toll stations, leading to overloading; the speed of heavy vehicles only reaches 30-35 km/h, causing congestion for the vehicles behind, leading to the risk of reckless overtaking...
According to Mr. Huy, the Ministry of Transport has directed the adjustment and reorganization of the road sign system to suit the actual traffic situation (additional signs; adjustment of road centerline paint lines from solid to dashed lines for straight sections, ensuring visibility...). Organize vehicle counting to divide traffic flows to suit the actual traffic volume and nature; regulate and divide certain types of vehicles along National Highway 1 to avoid overloading the route's 2-lane scale.
In the long term, the Ministry of Transport assigned the Ho Chi Minh Road Project Management Board to prepare a pre-feasibility study report for the North-South Expressway expansion investment project in the East, Cam Lo - La Son section, using the capital source from the increased central budget revenue in 2023 and other legal capital sources.
At the same time, due to the complicated traffic situation on the route, the Ministry recommends that it be allowed to implement it in the form of an urgent public investment project as prescribed in the Law on Public Investment (the procedures for implementing construction works according to the provisions of the law on construction for construction works under emergency orders) to be completed in 2025. In the second quarter of 2024, the Ministry of Transport issued the National Technical Regulations on expressways, and there will basically be no more 2-lane expressways.
The Ministry of Transport also proposed that the Government and the National Assembly prioritize the allocation of capital to increase the central budget revenue in 2023 and other legal capital sources to invest in expanding the expressways currently in operation and investing in a 2-lane phased scale. Of which, the Cam Lo - La Son expressway has a total investment of about 7,000 billion VND.
Also at this working session, Vice Chairman of the National Assembly Nguyen Duc Hai directed that the Cam Lo - La Son expressway has recently had many serious traffic accidents, and requested the Ministry of Transport to study a plan to ensure safety for people and vehicles traveling on this route.
It is known that when the Cam Lo - La Son expressway project was established, it was expected that there would be 4,578 vehicles/day and night in 2020; by 2025, there would be 7,545 vehicles/day and night; by 2030, there would be 12,751 vehicles/day and night... However, in reality, the current traffic volume on the expressway has reached 6,000 vehicles/day and night, approaching the forecast number of 7,545 vehicles by 2025.
