Opening of the 26th session of the 8th term Quang Tri Provincial People's Council

This morning, July 10, under the chairmanship of the Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang and the Vice Chairmen of the Provincial People's Council, the 8th Provincial People's Council opened its 26th session to consider and decide on contents under its authority according to the law. The 26th session was held at a time when the province was witnessing many important and meaningful events: the Conference on Announcing the Provincial Planning for the 2021-2030 period, with a vision to 2050 and promoting investment in 2024, the groundbreaking ceremony of the Quang Tri Airport Project, the opening of the Festival for Peace, and many activities towards the 70th anniversary of the signing of the Geneva Agreement, the 77th anniversary of War Invalids and Martyrs Day, July 27 (1947 - 2024). These are activities that bring new momentum and new confidence in realizing the aspirations and determination to rise strongly of the Party Committee, government and people of Quang Tri province.

Do not adjust socio-economic indicators but strive to complete the set goals

Speaking at the opening of the session, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council Nguyen Dang Quang emphasized that 2024 is identified as a breakthrough point, a year of special significance, creating a solid foundation to accelerate to the finish line and complete the 5-year Plan 2021-2025.

Therefore, right from the beginning of the year, with the proactive, drastic, timely and highly determined leadership and direction of the Provincial Party Committee, the Provincial People's Council, the flexible management of the Provincial People's Committee, especially the spirit of consensus and strong support of the people and business community, the province's economy continued to recover, achieving many positive results.

Notably, some important economic indicators have a fairly good growth rate compared to the same period in 2023 such as: total budget revenue in the area is estimated at 2,200 billion VND, up 20%; import-export turnover is estimated to increase by 27%; investment capital in the area is estimated to increase by 3.95%; total retail sales of goods and consumer service revenue is estimated to increase by 12.3%; total grain output is estimated at 62% of the annual plan; rice productivity and output reach 61.6 quintals/ha, the highest ever.

The province has focused on removing difficulties and obstacles to effectively implement key and dynamic projects of the province such as: My Thuy Port, Quang Tri Industrial Park, Cam Lo - Van Ninh Expressway, Quang Tri Airport, building a conveyor system to transport coal from Laos to Vietnam...

The fields of education and training, culture, sports, tourism, people's health care, social security and welfare policies, care for policy families, poor households, and ethnic minorities are fully and promptly implemented. Foreign affairs are maintained and developed. National defense and security are maintained, social order and safety are ensured, creating a favorable environment to attract investment and promote socio-economic development.

Frankly assessing the shortcomings and difficulties in implementing the socio-economic development tasks in the first 6 months of the year, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang pointed out: The economic growth rate has not reached expectations, estimated at 5.02% over the same period last year; the industrial production index only reached 2.86%, the lowest growth ever. The "bottlenecks" in compensation and site clearance have directly affected the progress of project implementation and disbursement of investment capital. The planning adjustment work is slow, not meeting the progress as well as practical requirements, many projects are still in a state of suspended planning, slow to process.

On the other hand, investment promotion is still limited, not attracting many strategic investors with large-scale projects, some projects are slow to implement, at a standstill. Projects using ODA capital and preferential loans face many unresolved obstacles. Production and business activities of enterprises face many difficulties. Administrative reform and task implementation organization of agencies, units and localities are not really effective. Traffic accidents are complicated, drug crimes tend to increase...

It is worth mentioning that, among the above limitations and weaknesses, there are many limitations that have existed for many years but have not had many changes in overcoming them, and have been hindering and holding back the province's development.

On that basis, the chairman of the meeting requested that at this meeting, the results as well as the limitations of the economy need to be thoroughly discussed and correctly identified in order to propose effective, drastic and breakthrough solutions in the last 6 months of 2024 to complete the set goals.

“The consistent viewpoint of the province is not to adjust socio-economic targets, but to continue to promote the spirit of proactiveness, positivity, innovation, creativity, daring to think, daring to do, flexibility, timeliness, and efficiency in direction, administration, striving, and making efforts with the highest determination to complete the targets for 2024 and the entire term,” emphasized Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang.

Review, discuss and decide on 4 key content groups

In addition to discussing and proposing solutions to promote socio-economic development in the last 6 months of 2024, the 26th session of the Provincial People's Council will consider, discuss and decide on 4 key groups of contents including: public investment; budget and local mechanisms and policies; land recovery, change of land use purpose, forest use; and contents on supervision at the session.

Specifically, the Provincial People's Council considered adjusting the medium-term public investment plan for the period 2021-2025 and the public investment plan for 2024; extending the time for capital allocation for public investment projects. Giving opinions on the proposed public investment plan using state budget capital in 2025. Considering and approving investment policies and adjusting investment policies for 7 projects to continue synchronously developing infrastructure, building offices, investing in projects, and renovating key routes and historical sites.

The Provincial People's Council considered supplementing the 2024 revenue and expenditure estimates from non-refundable aid sources; promulgating 6 new local policies, including: Regulations on support levels for teachers, children and independent, private preschools; content and expenditure levels for implementing the Project "Building a learning society in the period 2021 - 2030"; expenditure levels for the Bui Duc Tai Award; collection levels, collection mechanisms, and management of tuition fees for public educational institutions from the 2024-2025 school year; support for forces fighting against drug prevention and control; expenditure tasks and support levels for district and commune-level administrative units implementing the arrangement.

Amending and supplementing 4 policies in the agricultural sector; regulating the level of expenditure for receiving foreign guests, organizing international conferences and seminars, and receiving domestic guests; principles, criteria, and norms for allocating capital to implement the National Target Program on Sustainable Poverty Reduction and Socio-Economic Development in Ethnic Minority and Mountainous Areas.

The Provincial People's Council reviewed and approved the list of 19 projects requiring land recovery and 6 projects using rice-growing land and protective forest land for other purposes; approved the policy of converting forest use to other purposes to implement 12 investment projects in the province, in order to create favorable and synchronous conditions in implementing public investment projects and investment attraction projects.

The Provincial People's Council listened to the report of the Provincial Vietnam Fatherland Front Committee on the work of participating in government building. Reviewed the work reports of the Standing Committee of the Provincial People's Council, the People's Committee, the committees of the Provincial People's Council, the judicial agencies and other reports according to the law; approved the 2025 Supervision Program of the Provincial People's Council. Conducted questions and answers on issues of concern to voters, people and delegates.

In the opening session this morning, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Vo Van Hung presented a summary report on the situation and results of the implementation of socio-economic development tasks and ensuring national defense and security in the first 6 months of 2024 of the Provincial People's Committee.

Chairman of the Provincial Party Committee's Inspection Committee, Head of the Provincial People's Council's Culture and Social Affairs Committee presented a report on the verification of the contents submitted to the 26th session.
