
Speaking at the opening of the conference, National Assembly Chairman Tran Thanh Man said that the 9th session of the 15th National Assembly is expected to last about 2 months, during which the National Assembly is expected to consider and pass 11 laws and give opinions on 16 new laws, at the same time supplement the amendment of the Constitution and amend many related laws. During the 9th session, the National Assembly will take a break for 2-3 weeks to collect public opinions on the amendment of the Constitution.
Regarding the draft laws discussed at this conference of full-time National Assembly deputies, the National Assembly Chairman emphasized that these are draft laws regulating many different fields, aiming to quickly put the Party's policies into practice. Among them, there are very important laws, having a great impact on production and business activities and the business community such as: Law on Special Consumption Tax (amended); Law on Corporate Income Tax (amended), Law on amending and supplementing a number of articles of the Law on Product and Goods Quality. There are draft laws that have an impact on promoting the development of the domestic information technology and digital technology industries such as the Law on Digital Technology Industry, Law on amending and supplementing a number of articles of the Law on Advertising. In addition, there are draft laws that have received much attention from public opinion and National Assembly deputies such as the Law on Teachers, the Law on Employment (amended)...
Accordingly, the National Assembly Chairman requested that National Assembly deputies discuss and carefully analyze new issues in the spirit of updating new directions and policies of the Central Committee, Politburo, and Secretariat; specific conditions to ensure constitutionality, legality, and consistency with newly promulgated laws and laws in the current legal system.
The National Assembly Chairman also thoroughly grasped the policy of innovating the thinking of law-making with the requirement that the law needs to be concise, effective, efficient, promote decentralization and delegation of power, and noted: " Ensure that only contents under the authority of the National Assembly are regulated, promote decentralization and delegation of power, and prevent corruption and negativity ". Regarding the law-making process, according to the National Assembly Chairman, the submitting agency is ultimately responsible for the draft law until the National Assembly votes to approve it./.
