On the morning of March 15, at the People's Committee of Phu Long commune, the People's Committee of Nho Quan district held a conference to hand over the entire East-West road project through the district.
Attending the conference were leaders of Nho Quan district; Provincial Traffic Construction Investment Project Management Board; representatives of the joint venture contractor Xuan Truong - Thanh Trung and a number of agencies, units and localities related to the Project.
The East-West Road Construction Investment Project (Phase I) was identified by the Provincial Party Committee, term XXII, 2020-2025 as a key project of the province, which must be completed as soon as possible to create momentum and a breakthrough in the province's socio-economic development in the immediate future and has a strategic and long-term vision. The route has a total length of 23 km from Tam Diep city to Nho Quan district with an initial scale of 4 lanes according to grade II road standards.
The project scope in Nho Quan district has a total length of 16.32 km, passing through 5 communes: Cuc Phuong, Ky Phu, Phu Long, Van Phuong, Van Phong; affected land area is 129.47 ha; the number of affected households is 813 households.
To accelerate the progress of the Project, since April 2022, Nho Quan district has focused on mobilizing the participation of the entire political system from the district to the grassroots in leading, directing and organizing the implementation of site clearance. Special attention has been paid to propaganda and mobilizing people to effectively implement policies on land acquisition, compensation and support for site clearance; publicly and transparently implementing compensation and resettlement support policies; proactively holding dialogues to identify causes and have timely and appropriate solutions and measures. Therefore, it has received consensus from individuals and organizations within the scope of site clearance.
Up to now, Nho Quan district has completed the road clearance work, 100% of households in communes with houses that need to be relocated have voluntarily dismantled and relocated; ensuring the entire route is clear; 100% of agricultural land has completed compensation payments in accordance with current law. In addition to conducting compensation and site clearance according to regulations, the district has also carried out the relocation of technical infrastructure, currently completing about 95% of the electrical work; 95% of the telecommunication cable work. Currently, there are 2 locations because there is only land available for construction at the intersection of National Highway 45 in Phu Long commune and the intersection of Bai Dinh - Cuc Phuong road in Ky Phu commune, so the relocation work has not been completed.
Regarding resettlement and land allocation, the district has arranged 4 resettlement areas and 2 on-site resettlement land allocation areas (Cuc Phuong, Van Phong). Currently, the procedures for investing in infrastructure construction projects for resettlement areas have been completed and resettlement land has been allocated to 67 households in need of resettlement.
Comrade Dang Xuan Nguyen, Member of the Provincial Party Committee, Secretary of the Nho Quan District Party Committee emphasized: After 2 years of implementing the site clearance work for the East-West Road Construction Investment Project, Ninh Binh Province (Phase I) through Nho Quan District has basically been completed, exceeding the plan assigned by the Provincial People's Committee to the locality by 1.5 months. This demonstrates the great efforts of the Party Committees and authorities at all levels, the solidarity and consensus of cadres, party members and people of Nho Quan District. Especially the regular, responsible and timely coordination of the investor and contractor with the local government with the common desire to contribute to the construction of the largest connecting road ever, opening up space, creating new space and momentum to promote rapid and sustainable socio-economic development of Ninh Binh Province in general and the localities where the project passes through in particular.
In particular, the project is of great significance to the mountainous district of Nho Quan because it will be a connecting route to create a strategic traffic axis, synchronously connecting with the province's traffic system; connecting economic centers with the World Cultural and Natural Heritage of Trang An Scenic Landscape Complex, Cuc Phuong mountain forest area and the potential Kim Son coastal area.
The Secretary of the Nho Quan District Party Committee hopes that, immediately after handing over the site, the investor will direct contractors to focus on vehicles, machinery, equipment, and human resources to speed up the construction progress, complete and put the project into operation and use as soon as possible to create trust for the people and serve as a basis for Nho Quan to build a long-term socio-economic development strategy.
He suggested that the investor continue to coordinate with relevant departments and branches to advise the Provincial Party Committee, People's Council, and Provincial People's Committee to study and develop projects for connecting and communicating with the Northern mountainous economic zones, and inter-district and inter-provincial connecting routes to maximize the value of the East-West route construction project.
In addition, localities continue to coordinate with contractors to support construction units to quickly complete construction, ensure environmental sanitation and traffic safety; pay attention to people's lives after site clearance, especially promptly completing technical infrastructure of resettlement areas so that people can soon build and stabilize new housing, in the spirit that new housing must be better than old housing.
