(NLDO) - On March 16, in Vinh Phuc, the Prime Minister attended the groundbreaking ceremony and launched the emulation movement to build the Lao Cai - Vinh Yen 500 kV transmission line project.
The groundbreaking ceremony was organized by Vietnam Electricity Group (EVN) and Power Project Management Board 1.

Mr. Nguyen Anh Tuan, General Director of EVN, said that to ensure the completion of the 500 kV Lao Cai - Vinh Yen Line according to the schedule directed by the Prime Minister, EVN and Power Project Management Board 1 have focused all resources, closely following ministries, branches, and local authorities to carry out work in parallel and synchronously.
Accordingly, EVN requires construction contractors to utilize "4 on-site" resources including on-site material supply, on-site labor, on-site construction machinery, construction units and on-site construction compensation forces, urgently mobilize sufficient human resources, equipment, prepare sufficient finances to deploy construction simultaneously on the entire route, work 24/7, work 3 shifts, work on holidays, overcome sun and rain, overcome all difficulties to ensure quality, safety, environmental sanitation and complete the project on schedule before August 31, 2025.
Secretary of Vinh Phuc Provincial Party Committee Dang Xuan Phong pledged: "On behalf of the leaders of the provinces where the project passes, I promise to the Prime Minister that I will make every effort to basically complete the clearance of the route corridor. Vinh Phuc province alone pledges to complete and hand over the site before April 15, 2025 (15 days earlier) as required by the State Steering Committee for important national programs, works, and projects, key to the energy sector."
Prime Minister requests implementation of "3 yes, 2 no"
Speaking at the groundbreaking ceremony, Prime Minister Pham Minh Chinh emphasized that economic growth must go hand in hand with energy growth. Therefore, it is necessary to clearly define people and tasks; promote the combined strength of the entire political system; closely coordinate between the Central and local governments; State-owned enterprises and the private sector to mobilize resources.
Notably, the Prime Minister requested relevant entities to effectively implement "3 yes, 2 no". 3 yes means benefiting the State, people and businesses; 2 no means no personal motives, negativity, corruption; no loss of State and people's assets.
The Prime Minister praised EVN for its efforts to overcome difficulties in recent years. The Prime Minister assigned the task of completing the project by August 31, 2025 and "there is no reason why it cannot be completed within 6 months". "This is the Government's order, a sense of responsibility, daring to think, daring to do" - the Prime Minister noted.

The Prime Minister noted that quality must be ensured, that is, faster; better quality, safety, efficiency; better social security; ensuring environmental sanitation; cheaper, more economical.
"The Ministry of Agriculture and Environment will guide and resolve any problems related to the project's forest land and advise competent authorities to resolve them in March 2025," the Prime Minister emphasized. The Prime Minister called on people whose projects pass through to support and give up their houses and land for the project to clear the land.

At the event, President of the Vietnam General Confederation of Labor Nguyen Dinh Khang launched a competition to complete the Lao Cai - Vinh Yen 500kV transmission line project. The project will complete foundation casting in May 2025; pole erection in July 2025; wire laying in August 2025; and energize the project on August 31, 2025.
The 500 kV Lao Cai - Vinh Yen Transmission Line Project is 229.5 km long, passing through 12 districts in 4 provinces of Lao Cai, Yen Bai, Phu Tho and Vinh Phuc with a total investment of more than 7,410 billion VND. After being put into operation, the 500 kV transmission line is capable of transmitting about 3,000 MW from hydropower plants in the Northwest region and neighboring provinces to the national grid and increasing the ability to import electricity.
