According to the Population Office and Provincial Children, there are currently no statistics on the number of third child births in the first quarter of 2025. However, in recent years, the third child birth rate has tended to increase in many localities, especially in years considered good (according to folk beliefs).

Specifically, in 2024, Hai Duong had 3,939 cases of third child birth, an increase of 0.17% compared to 2023. Of which, 774 people giving birth to third children or more were party members, cadres, civil servants, and public employees, an increase of 64 cases.

Kim Thanh district has the highest third-child birth rate in the province at 26.8%, an increase of 2.87% compared to 2023. Next is Tu Ky district at 25.95%, an increase of 2.61%; Ninh Giang district at 18.07%, an increase of 2.42%. Some localities still have a high third-child birth rate but have decreased compared to 2023 such as Hai Duong city, Thanh Mien district, Binh Giang district...

According to the assessment of professional agencies, the rate of third child births has increased due to the demand and economic conditions of many families being better off than before. This rate among party members, cadres, civil servants and public employees has also increased compared to previous years.

In the coming time, the rate of third child births, especially among party members, cadres, civil servants and public employees, is likely to increase. Because the Central Inspection Commission has issued Instruction No. 15-HD/UBKTTW amending a number of articles of Instruction No. 05-HD/UBKTTW in 2022 on disciplinary action against party organizations and party members who violate the Party's regulations. Accordingly, from March 20, party members who have a third child will no longer be disciplined and having a third child will no longer be considered a violation for Party disciplinary action.

The removal of the disciplinary regulation on party members having a third child aims to flexibly adapt to changes in population structure and the requirements of sustainable development in the new situation.
