Gio Linh district focuses on developing coastal economy

As a locality with a strong maritime sector, Gio Linh district has always identified the development of the coastal economy as an important factor, deciding the socio-economic development task of the locality. During that process, the District People's Council has issued many important resolutions, contributing to promoting the development of the coastal economy and has achieved many remarkable results so far.

Standing Deputy Secretary of the District Party Committee, Chairman of the Gio Linh District People's Council Nguyen Van Giang said that before Resolution No. 36-NQ/TW dated October 22, 2018 "on the Strategy for sustainable development of Vietnam's marine economy to 2030, with a vision to 2045" of the 12th Party Central Committee was issued, at the 3rd session held in December 2016, the Gio Linh District People's Council, term V, 2016-2021, issued Resolution No. 42/NQ-HDND dated December 30, 2016 "on the Program for economic development of the Gio Linh district's marine area for the period 2016-2020".

After receiving Resolution No. 36 of the 12th Party Central Committee; Action Program No. 144-CTHĐ/TU dated April 24, 2019 of the Quang Tri Provincial Party Committee on implementing Resolution No. 36, the Standing Committee of the District People's Council coordinated with the Standing Committee of the District Party Committee to issue Plan No. 119-KH/HU dated November 8, 2019 on linking with the implementation of Resolution No. 03-NQ/HU, dated December 21, 2016 of the District Party Committee, term XVI, on "Strengthening the leadership of Party committees at all levels on the task of developing the coastal economy in the period of 2016 - 2020".

Implementing Resolution No. 36 of the Party Central Committee, the Action Program of the Provincial Party Committee, the Plan of the Standing Committee of the District Party Committee, based on the practical situation of the locality and on the basis of proposals of the District People's Committee, from 2019 to present, the People's Council of Gio Linh district has issued resolutions approving investment policies in various fields to integrate with investment resources of the central government and the province to promote comprehensive socio-economic development of coastal areas.

Specifically, from 2019 to present, the District People's Council has issued 33 resolutions in all fields, especially in the field of basic construction to approve investment policies for projects in coastal communes and towns, gradually investing in synchronous infrastructure, contributing to serving the sustainable development of the marine economy.

In addition to issuing policies and resolutions on economic development in coastal areas, Gio Linh District People's Council regularly pays attention to and focuses on supervising the implementation of directives and resolutions of superiors and resolutions of the District People's Council.

In addition, through meetings with voters, the Standing Committee of the District People's Council and the delegates of the District People's Council integrate information on the policies, viewpoints, and guidance of Party committees at all levels on the strategy for developing the marine economy to voters; synthesize voters' opinions and recommendations related to mechanisms and policies to support the development of the marine economy, build infrastructure, develop fishery logistics services, develop marine tourism, social security, and livelihoods for people in sandy and coastal areas... and send them to specialized agencies and competent authorities for answers and solutions.

“Through the process of organizing the implementation of Resolution No. 36 of the Party Central Committee, Action Program No. 144 of the Provincial Party Committee, Plan No. 119 of the Standing Committee of the District Party Committee, the basic goals and targets of coastal communes have mostly achieved the set plan.

In particular, the economic structure of coastal localities is developing in the right direction, infrastructure is invested and developed synchronously, people's income is increasing, people's lives are gradually improving, political security and social order and safety continue to be maintained," Mr. Giang commented.

Specifically, the economic structure has shifted towards increasing the proportion of industry - handicrafts, especially the value of seafood processing. Of which, agriculture - forestry - fishery accounts for 24.05%; industry - handicrafts and construction account for 51.16%; trade - services, tourism account for 24.79%. The marine economy continues to play a key role as an economic sector, contributing significantly to promoting the district's economic growth.

The district currently has 862 fishing and service boats with a total capacity of 101,590 CV. The aquaculture area has been expanded, many new models have brought high economic efficiency. The total output of fishing and aquaculture reached 17,162 tons. Of which, the output of aquaculture reached 1,369 tons, the output of fishing and exploitation reached 15,793 tons.

Agricultural production continues to be focused on by the locality. Thanks to that, productivity and crop output are increasing. Some agricultural production models on sand bring high economic efficiency. Industry and handicrafts are invested to increase production value. Up to now, the whole region has 155 industrial and handicraft establishments, 125 aquatic and seafood processing establishments, 35 fish sauce processing establishments...

Many products have been labeled and widely circulated in the market inside and outside the province, moving towards building a collective brand for local seafood products with advantages. Activities of the trade, service and marine tourism sectors have changed dramatically in both quantity and quality. Coastal localities have 1,283 trade and service establishments and 91 beach service establishments. These establishments create jobs for thousands of workers.

In recent years, the infrastructure of coastal localities has been invested in and built synchronously. Many works and projects have been and are being invested in, contributing significantly to promoting socio-economic development.

These include: the national defense road connecting coastal localities has been invested in and expanded; inter-village, inter-commune, and coastal traffic routes have been 100% asphalted and concreted; Gio Hai and Trung Giang communal beaches and Cua Viet beaches have been invested in upgrading and expanding; the Cua Viet port waterway system, Gio Viet storm shelter anchorage area, and Cua Viet fishing port have been invested in and built.

In parallel, planning and planning management work has been seriously implemented. The district has developed a new rural construction plan, a detailed plan for Cua Viet town, a detailed plan for agricultural production development in sandy areas for communes, towns, and regional planning.

The program of building new rural areas and civilized urban areas has also brought positive results. To date, Trung Giang and Gio Viet communes have reached the new rural finish line, Gio Hai commune has completed the new rural criteria set by the end of 2023, and Cua Viet town has achieved 6/9 civilized urban criteria.

Mr. Giang added: “Thanks to the right and accurate policies, the socio-economic situation in coastal areas has changed very positively, the rural landscape has become more and more prosperous, and the material and spiritual life of the people has been increasingly improved and enhanced. The average income per capita in coastal localities has reached over 50 million VND/person/year, and the annual poverty rate has decreased by 1-1.5%. In the coming time, the district will continue to support people in developing the economy and going offshore to the sea.

At the same time, drastically implement solutions to combat illegal, unreported and unregulated (IUU) fishing. Strive to build Dong Gio Linh Industrial Park to create a safe aquatic and seafood production and processing area, improving the quality of typical products of the sea. Mobilize resources to continue building new rural areas and civilized urban areas, especially efforts to bring Cua Viet town to civilized urban standards by 2025...”.
