The project has compensated and cleared 91.3% of the area.
On March 7, Provincial Party Secretary Nguyen Van Quyet inspected a number of projects in Ben Luc district. The district also reported specifically on the progress of compensation and site clearance for the DT830E project .
Compensation paid for 91.3% of the area
The DT830E project was started by Long An province on April 21, 2023, with a total investment of 3,707 billion VND. The project is over 9.3 km long; the starting point is at the Ben Luc intersection of the Ho Chi Minh City - Trung Luong expressway, An Thanh commune, Ben Luc district; the end point connects to DT830 road, Long Dinh commune, Can Duoc district.
Phase 1 invests in two parallel roads along the route, each parallel road includes two mixed lanes 7m wide and one non-motorized lane 2.5m wide. The road connecting to DT830 has a complete scale of 6 lanes with a 30m wide roadbed. Total investment is 1,213.38 billion VND.
In particular, the DT830E project through Ben Luc district has a length of 5.8km, passing through the communes of An Thanh, Thanh Phu, Long Hiep and Ben Luc town, with 878 households affected with a land area of 40.16 hectares.
Ben Luc District People's Committee has issued a Decision approving the Compensation and Support Plan to implement the DT830E site clearance project (8 phases) for affected people with a total compensation and support cost of VND 1,634.8 billion.
Along with the construction of DT830E infrastructure, recently, the locality has also made efforts to carry out compensation and site clearance work to soon complete the handover of the site to the construction unit.
According to Vice Chairman of Ben Luc District People's Committee - Le Van Loc, currently, out of a total of 878 households subject to site clearance for the DT830E project, the district has paid 793 households (reaching 90.3%), a total amount of VND 1,444.9 billion (reaching 88.4%), with an area of 36.6 hectares (reaching 91.3%).
Of which, An Thanh commune has paid 138 households, with the amount of 195.4 billion VND, area of 2.87 hectares; Thanh Phu commune has paid 190 households, with the amount of 383.5 billion VND, area of 12.8 hectares; Long Hiep commune has paid 258 households, with the amount of 380.1 billion VND, area of 12.4 hectares; Ben Luc town has paid 207 households, with the amount of 485.7 billion VND, area of 8.45 hectares.
What is the solution?
Reporting to the Provincial Party Secretary, a representative of the Ben Luc District People's Committee said that currently, the DT830E project passing through the district still has 85 households with an area of 3.48 hectares that have not agreed to receive compensation for site clearance, with a total amount of 189.9 billion VND.
Of these, 35 households are eligible for resettlement but have not agreed to receive compensation, 6 households have houses and land but are not eligible for resettlement and will only receive support of 150 million VND/household, 11 households have land but have not built houses and will only receive support of 150 million VND/household, and 33 households have had part of their land and assets on the land affected.
According to Mr. Le Van Loc, the households have not agreed to receive the money because they have not agreed with the compensation price, support and resettlement policy.
Faced with these difficulties and problems, the District People's Committee assigned the People's Committees of communes and towns to establish Mobilization Teams to focus on propagating and mobilizing people to receive compensation and hand over the land for the DT830E land clearance project. At the same time, the documents were consolidated to prepare for compulsory land recovery according to regulations.
In addition, the Investment and Construction Project Management Board coordinated with the People's Committees of communes and towns to submit to the specialized department a proposal to apply compulsory land recovery measures for 16 households affected by the project. The plan to implement compulsory land recovery work will be completed in the second quarter of 2025.
Speeding up site clearance is an urgent requirement to ensure that the DT830E project is completed on schedule, contributing to the development of transport infrastructure and promoting socio-economic development of Long An province./.
Recently, the Compensation, Support and Resettlement Council of Ben Luc district has reviewed resettlement policies for cases whose houses and land are affected by the DT830E project. Thereby, 295 eligible cases were considered for resettlement with land plots; of which type 1 resettlement plots had 23 plots, type 2 had 138 plots, type 3 had 49 plots and 85 resettlement plots were allocated land with land use fees collected. There were 107 households receiving resettlement support with 150 million VND/household. |
