Earlier, Peruvian President Dina Ercilia Boluarte Zegarra hosted a solemn welcoming ceremony for President Luong Cuong and the high-ranking Vietnamese delegation at the Presidential Palace in Lima. Immediately after the solemn official welcoming ceremony and private meeting, President Luong Cuong held official talks with President Dina Ercilia Boluarte Zegarra.

Creating momentum to bring bilateral relations to a new stage

President Dina Boluarte warmly welcomed the President and the high-ranking Vietnamese delegation to their official visit to Peru; affirmed that the visit has special significance as it is a high-level visit by the President of Vietnam to Peru on the occasion of the two countries celebrating the 30th anniversary of the establishment of diplomatic relations (November 14, 1994 - November 14, 2024), and expressed her belief that the visit will create an important impetus to bring the relationship between the two countries to a new stage, developing even more strongly.

President Luong Cuong sincerely thanked President Dina Boluarte, the State and people of Peru for the warm welcome and affection shown to the high-ranking Vietnamese delegation and respectfully conveyed the greetings of General Secretary To Lam, Prime Minister Pham Minh Chinh, and National Assembly Chairman Tran Thanh Man to President Dina Boluarte.

The President congratulated Peru on hosting the Asia-Pacific Economic Cooperation (APEC) forum for the third time, expressing his belief that the conference will be a great success, contributing to the development, connectivity and prosperity in Asia-Pacific as well as further enhancing Peru's role and position.

The two leaders expressed their delight at the growing bilateral relations through the maintenance of high-level visits and contacts, through all channels of the Party, State, Government, National Assembly and localities. The two sides were pleased to see that economic and trade relations continue to be strengthened in the context of many challenges facing the global economy; Peru is currently Vietnam's 6th largest trading partner and Vietnam's most important investment destination in the Latin American region.

The President proposed that the Peruvian Government create favorable conditions and have special policies for Vietnamese enterprises to cooperate and invest effectively in Peru. The two sides affirmed the will of the two countries to upgrade bilateral relations to a new level. In that spirit, the two leaders agreed to continue to focus on promoting cooperation in areas of both sides' strengths and mutual interest such as economy - trade - investment; actively negotiate and sign bilateral cooperation documents to perfect the legal framework for the sustainable development of bilateral relations.

The two leaders agreed to create favorable conditions for the business communities of the two countries to increase exchanges and business cooperation; cooperate and support each other at international organizations and multilateral and inter-regional forums.

The two leaders also had in-depth discussions and shared their stances on many regional and international issues of mutual concern, and agreed to ensure the basic principles of the UN Charter; strengthen multilateral coordination, promote common values ​​of peace, cooperation, and resolve disagreements by peaceful means, on the basis of respect for international law.

On this occasion, President Luong Cuong respectfully invited President Dina Boluarte to pay an official visit to Vietnam. President Dina Boluarte thanked him and happily accepted the invitation.

At the end of the talks, President Dina Boluarte presided over the ceremony to present President Luong Cuong with the Grand Cross of the Order of the Sun of Peru. After the talks, the two leaders issued a Joint Statement on strengthening bilateral relations between Vietnam and Peru; and met with the press of both countries and the international community.

There is still much room for further expansion of cooperation.

On the afternoon of November 13, local time, President Luong Cuong met with President of the Council of Ministers of Peru Gustavo Adrianzén. The President thanked the Peruvian Government for its warm welcome and good sentiments for the Vietnamese delegation; highly appreciated Peru's dynamic development, increasing role and position in the region; welcomed Peru's open and active foreign policy, as well as Peru's presence in the Asia-Pacific region with Peru becoming a development partner of ASEAN in January 2024. The President affirmed that the Vietnam-Peru relationship still has much room to further expand cooperation, accordingly, the President and the President of Peru agreed to adopt a Joint Statement on strengthening bilateral relations between Vietnam and Peru with specific and substantive measures to fully exploit the potential for cooperation, aiming to bring the Vietnam-Peru relationship to a new height.

The President of the Peruvian Council of Ministers highly appreciated the investment activities of Vietnamese enterprises in Peru, especially the very successful telecommunications project of Viettel Group, contributing to the development of Peru and bringing long-term benefits to the enterprises and people of the two countries.

The two leaders agreed that the fact that both countries are members of APEC and CPTPP is an important basis for enhancing trade and investment cooperation. Accordingly, the two sides agreed to promote increased contact activities and visits by high-ranking leaders of the two countries and exchanges at all levels, ministries and sectors in the coming years, and committed to regularly and effectively implementing political-diplomatic and economic-trade dialogue mechanisms to make the cooperation between the two countries increasingly substantive and effective.

On this occasion, the President also conveyed to the leaders of the Peruvian Council of Ministers his regards and invitation for Prime Minister Pham Minh Chinh to visit Vietnam at a time suitable for both sides.

Meeting with President of the Peruvian National Assembly Eduardo Saljuana on the same day, President Luong Cuong expressed his belief that the APEC 2024 Summit Week will be a great success, continuing to contribute to enhancing Peru's role, position and international prestige.

Regarding parliamentary cooperation, the two sides agreed to promote cooperation between specialized agencies of the two countries' National Assemblies in training, fostering, and improving the capacity of officials, exchanging experiences in research, general consulting, and organizing activities of the Parliaments; as well as continuing to promote coordination mechanisms at multilateral forums such as the Inter-Parliamentary Union (IPU) and other multilateral parliamentary organizations; and supporting each other's positions on regional and international issues of mutual concern.

On this occasion, the President also conveyed to the President of the Peruvian National Assembly his regards and invitation to visit Vietnam by National Assembly Chairman Tran Thanh Man at a time suitable for both sides.

At the end of the meeting, to show respect for the positive developments in the relationship between the two countries over the past 30 years, the Peruvian National Assembly decided to award President Luong Cuong the Grand Cross of Honor, the highest award of the Peruvian legislature for foreign leaders.

Earlier, on the morning of November 13 local time, President Luong Cuong met with Chief Justice of the Supreme Court Javier Arévalo Vela. The President hoped that in the coming time, the judiciary of Vietnam and Peru will have more cooperation activities and delegation exchanges to learn from each other's experiences.

In addition, the President hoped that the Peruvian judiciary would actively create favorable conditions for Vietnamese enterprises to increase investment in Peru, and also suggested that the judiciary of the two countries step up coordination at inter-regional and international judicial forums.
