On the afternoon of September 23, the Central Committee of the Vietnam Fatherland Front held an online conference with 26 localities in the Northern region on the work of supporting people affected by storm No. 3. At the bridge point of the Central Committee of the Vietnam Fatherland Front, attending and chairing the conference were comrades: Do Van Chien, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front; Nguyen Thi Thu Ha, Party Central Committee member, Vice President - General Secretary of the Central Committee of the Vietnam Fatherland Front, Head of the Central Relief Mobilization Committee; Hoang Cong Thuy, Vice President of the Central Committee of the Vietnam Fatherland Front, Permanent Deputy Head of the Central Relief Mobilization Committee. Attending at the Quang Ninh bridge point was comrade Nguyen Van Hoi, Head of the Provincial Party Committee's Mass Mobilization Committee, Chairman of the Quang Ninh Provincial Fatherland Front Committee.

The representative of the Standing Committee of the Central Committee of the Vietnam Fatherland Front informed about the heavy human and property damage caused by storm No. 3 in the northern provinces with an estimated total loss of 64,286 billion VND. Immediately after the storm passed, the Central Committee of the Vietnam Fatherland Front held a launching ceremony and issued a call for all people to participate in supporting compatriots affected by storm No. 3. As of 5:00 p.m. on September 22, 2024, the Central Relief Mobilization Committee had received a total of 1,656 billion VND from domestic and foreign units, businesses, and philanthropists and distributed 2 batches to localities with a total amount of 1,035 billion VND.
At the conference, representatives of localities reported on the damage caused by storm No. 3; the results of mobilizing, receiving and allocating funds to support people affected by damage in the area as well as proposing plans and solutions to support affected households.

Quang Ninh province is one of the localities that suffered severe consequences caused by storm No. 3 with an estimated loss of about 24,223 billion VND. Comrade Nguyen Van Hoi, Head of the Provincial Party Committee's Mass Mobilization Commission, Chairman of the Quang Ninh Provincial Fatherland Front Committee, said that up to this point, the Relief Mobilization Committee of the Provincial Vietnam Fatherland Front Committee and localities in the area have received support including money and goods worth nearly 97 billion VND. Notably, during the 14th Provincial People's Council session (Special Session), term 2021 - 2026, delegates discussed and gave opinions on the draft Resolution on adjusting and allocating the provincial budget expenditure estimate in 2024. Accordingly, Quang Ninh will allocate 1,000 billion VND from the provincial budget to overcome the consequences of storm No. 3 and resolve many policies and urgent measures to promptly support and quickly overcome the consequences of storm No. 3 in the province.

Speaking at the conference, Comrade Do Van Chien, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front, shared the difficulties and losses of the people and localities. He praised the spirit of solidarity and mutual love of "the whole leaves cover the torn leaves", "the less torn leaves cover the more torn leaves" of compatriots and soldiers nationwide, as well as the timely relief care of countries, units, businesses, organizations, individuals, and philanthropists at home and abroad.
He requested that localities deploy the allocation of support sources based on Decree No. 93/2021/ND-CP dated October 27, 2021 of the Government on mobilizing, receiving, distributing and using voluntary contributions to support overcoming difficulties caused by natural disasters, epidemics, incidents; supporting patients with serious illnesses and current legal regulations (referred to as Decree No. 93/2021/ND-CP). The Standing Committee of the Central Committee of the Vietnam Fatherland Front drafts documents requesting localities that are not affected to also participate in supporting according to Decree 93/2021/ND-CP. The Support Mobilization Committee of the Vietnam Fatherland Front Committee and local authorities agree on the policy of effective support, to the right subjects, for the right purposes, without overlapping support between the budget and funding sources and ensuring priority. At the same time, deploy the allocation of support resources to the people as soon as possible, no later than September 25, 2024, must be completed, ensuring publicity, transparency, with statements, with close supervision from the province to households, and make a list posted at the headquarters of the People's Committees of the communes. The local Relief Mobilization Committee continues to expand the campaign from September 9 to 24:00 on December 31, 2024, and at the same time implement the reporting regime every 10 days on the sources of support received and allocated. For issues arising and difficulties in the implementation process, there must be a written proposal to the Standing Committee and the Central Mobilization Committee for detailed guidance and answers.
