Press conference to announce the results of the 6th Session, 15th National Assembly

According to the Report on the results of the Sixth Session, after 22.5 working days (phase 1 from October 23 to November 10, 2023; phase 2 from November 20 to the morning of November 29, 2023), the Sixth Session completed the entire proposed program on the basis of upholding the spirit of responsibility, promoting democracy, intelligence, frank discussion, focusing on solving a large and important volume of work with high consensus and unanimity.

Regarding legislative work, the National Assembly reviewed and voted to pass 2 legal resolutions and 7 Laws; and gave initial opinions on 8 other draft Laws.

In particular, the Law on Water Resources is amended to overcome the shortcomings and inadequacies arising in practice, perfect the legal framework for water security, supplement mechanisms and policies to encourage socialized resources, manage and exploit water resources effectively, save water resources, price water resources, use and allocate revenue from water resources. The Law consists of 10 chapters, 86 articles (an increase of 07 articles compared to the current Law) with a number of new points such as: Building and operating the national water resources database information system; regulations on water resource protection corridors, protection and development of aquatic resources; technical tools to protect water resources from overexploitation; on restoring degraded, depleted, polluted water resources and responding to and overcoming water pollution incidents; plans for regulating and distributing water resources; reservoir and inter-reservoir operation procedures; regulations on economic instruments, policies and resources for water resources, including taxes and fees for water resources; fees for granting rights to exploit water resources; water resources services... The Law takes effect from July 1, 2024.

In particular, at this Session, after careful consideration of many aspects, the National Assembly decided to pass the Land Law (amended) and the Law on Credit Institutions (amended) at the nearest session to ensure the quality and feasibility of these laws after they are promulgated.

According to the National Assembly Office, the Land Law Project (amended) is a complex Law project, of special importance, greatly affecting socio-economic activities and people's lives. The National Assembly has discussed thoroughly, focusing on the following contents: land recovery for socio-economic development projects for national and public interests; compensation, support, and resettlement when the State recovers land; rights and obligations of economic organizations and public service units using land for annual rental payment; individuals not directly engaged in agricultural production receiving transfer of rice-growing land; scope of receiving transfer of land use rights of economic organizations with foreign investment capital; rights and obligations of Vietnamese people residing abroad... After comprehensive and careful consideration, the National Assembly decided not to pass this Law at the 6th session to have more time to continue perfecting important policy options, fully absorb and explain participating opinions and thoroughly review, ensure the best quality of the draft Law and the synchronous preparation and completion of draft Decrees and documents detailing the Law, ensuring that it takes effect simultaneously with the Law after it is promulgated.

The National Assembly also passed a Resolution on piloting a number of specific policies on investment in road construction, thereby creating an important legal basis to remove bottlenecks, mobilize maximum legal resources, create breakthroughs in investment in infrastructure development, promote disbursement to gradually complete the road traffic network. Passed a Resolution on the application of additional corporate income tax according to the regulations against global tax base erosion to promptly specify the regulations on the application of the Global Minimum Tax proposed by the OECD to be applied from the 2024 corporate income tax period.

Regarding supervision activities, the National Assembly conducted supreme supervision on "Implementation of the National Assembly's Resolutions on National Target Programs on New Rural Construction for the 2021-2025 period, sustainable poverty reduction for the 2021-2025 period, socio-economic development in ethnic minority and mountainous areas for the 2021-2030 period"; spent 2.5 days questioning the Prime Minister, Deputy Prime Ministers and Ministers and Heads of sectors on the implementation of thematic supervision and questioning resolutions of the 14th National Assembly and from the beginning of the 15th term to the end of the 4th Session; discussed in the Hall the report on the results of citizen reception, handling of petitions, complaints and denunciations of citizens in 2023; the implementation of opinions and recommendations of voters and people sent to the 6th Session; Report on the results of monitoring the settlement of voters' petitions sent to the Fifth Session.

The National Assembly also conducted a vote of confidence for 44 people holding positions elected or approved by the National Assembly. The results of the vote of confidence were publicly announced and received the consensus and high appreciation of voters and people nationwide.

At the Session, the National Assembly also considered and decided on socio-economic and state budget issues... In particular, in the Resolution on the 2024 state budget estimate, the National Assembly decided that from July 1, 2024, to comprehensively reform the salary policy according to Resolution No. 27-NQ/TW of the 7th Conference of the 12th Central Executive Committee; adjust pensions, social insurance benefits, monthly allowances, preferential allowances for people with meritorious services and a number of social security policies currently linked to the basic salary level; at the same time, abolish all financial management mechanisms, special income of state administrative agencies and units, apply a unified salary, allowance and income regime...

Providing more information about the content of the session, Secretary General of the National Assembly, Head of the National Assembly Office Bui Van Cuong said that the fact that the National Assembly has not yet passed the Land Law (amended) and the Law on Credit Institutions (amended) at the sixth session shows caution, responsibility, meeting the requirements of life, ensuring that the draft Laws are sustainable, especially not conflicting or overlapping with other Laws because during the discussion at the National Assembly there were still different opinions, requiring time to carefully consider and assess the impact of the policy.

"Once a policy is issued but its impact has not been thoroughly assessed, it will be very difficult to amend it later," said Mr. Bui Van Cuong.

The Secretary General of the National Assembly also informed that he is currently seeking opinions from competent authorities on organizing an extraordinary National Assembly session in January 2024 to consider a number of important legal issues as well as socio-economic development.
