On the afternoon of December 7, the Government Office held a regular Government press conference for November 2024 chaired by Minister, Head of the Government Office Tran Van Son, Spokesperson of the Government.
Opening the press conference, Minister Tran Van Son said: In the morning of the same day, the Government held its regular November session chaired by Prime Minister Pham Minh Chinh, focusing on discussing the socio-economic situation, direction and administration of the Government and the Prime Minister in November and 11 months of 2024, key tasks and solutions in December; draft Resolution 01 of the Government on key tasks and solutions to implement the socio-economic development plan and State budget estimates and draft Resolution 02 on key tasks and solutions to improve the business environment and enhance national competitiveness in 2024.
The meeting took place in the context of the international situation continuing to develop rapidly and complicatedly; conflicts continued to escalate in Ukraine, the Middle East...; some countries saw elements of political instability; the global supply chain was locally broken; the economy and trade recovered slowly... In the country, in general, opportunities, advantages and difficulties and challenges were intertwined, but difficulties and challenges were more numerous.
At the meeting, the Government members unanimously stated: In the above context, thanks to the close leadership and direction of the Central Executive Committee, directly and regularly by the Politburo, the Secretariat, key leaders, headed by General Secretary To Lam; the close and active coordination and support of the National Assembly and agencies in the political system; the participation and support of the people and businesses; the cooperation and assistance of international friends; especially the drastic, close, flexible, creative, focused and key direction of the Government, the Prime Minister and of all levels, sectors and localities, socio-economic situation continue the positive recovery trend, each month is better than the previous month, each quarter's growth is higher than the previous quarter; in general, 11 months achieved many important results, better than the same period in most areas , notably:
(1) The agricultural, industrial and service sectors are all serve recovery, good development . In particular, the industrial production index in November increased. 2.3 % compared to October and up 8.9 % over the same period; total increase in 11 months 8.4 % (same period in 2023 only increased ) 0.9 %). Total retail sales of goods and consumer services revenue increased in 11 months . 8.8 %. Index Purchasing Manager (PMI) November reached 5 0 , 8 points, showing production and orders continue to expand.
(2) The macro economy continues to be stable, inflation is under control, major balances are secured and there is a high surplus . The average consumer price index (CPI) for 11 months increased by 3.69%. Exchange rates and interest rates are generally stable; outstanding credit increased by nearly 12%. Energy security and food security are ensured. (rice export reached nearly 8.5 million tons, turnover over 5.3 billion USD, increased by 10.6% and 22.3% respectively over the same period ); basically ensuring balance between labor supply and demand.
(3) Exports continue to increase, trade surplus is large . Exports in 11 months increased by 14.4% (domestic sector increased by 20%, FDI sector increased by 12.4%); imports increased by 16.4%; trade surplus was over 24.3 billion USD.
(4) Tourism recovers strongly . International visitors in November reached 1.7 million, up 38.8% over the same period; in 11 months, there were 15.8 million, up 41%.
(5) State budget revenue increased sharply . Total state budget revenue in 11 months reached 106.3% of the estimate, up 16.1% (while 189.6 trillion VND of taxes, fees, and charges were exempted, reduced, and extended). Public debt, government debt, foreign debt, and state budget deficit were lower than the prescribed limit.
(6) Development investment achieved positive results . Disbursement of public investment capital in 11 months reached 60.43% of the plan. Many large-scale transport and energy infrastructure projects were promoted. FDI attraction is a bright spot, In the first 11 months, total FDI reached 31.4 billion USD; realized FDI capital reached 21.7 billion USD, up 7.1%, the highest in many years.
(7) Business development continues to have a positive trend . In total, in 11 months, there were 218,500 newly established and re-established businesses. up 7.4% year-on-year .
(8) Resolutely handle backlogged and prolonged projects ; including reporting and proposing to the Politburo to agree on a plan to handle all 12 slow-progress, ineffective, and prolonged projects, some of which have made a profit.
(9) The fields of culture, society, education, and health are focused on; social security is guaranteed . In November, 96.2% of households assessed that their income was stable or higher than the same period. Traffic accidents in November decreased in all 3 criteria ( the number of traffic accidents decreased by 18.1%; the number of deaths decreased by 13.0%; the number of injuries decreased by 23.8% compared to the same period in 2023 ). According to the United Nations' rankings, Vietnam's happiness index in 2024 increased by 11 places, ranking 54/143.
(10) Administrative reform, digital transformation, Project 06 and the fight against corruption, waste and negativity are promoted. In the 11 months of 2024, ministries and branches have cut and simplified 356 business regulations; decentralized the handling of 172 administrative procedures, simplified 286 administrative procedures and citizen papers. To date, 3,131/15,801 business regulations have been cut and simplified, reaching 19.8%; 867/1,084 administrative procedures and citizen papers have been simplified, reaching 80%; the rate of online records at ministries and branches reached 58.99%, at localities reached 55.6% ( increased by 29.58% and 15.4% respectively compared to the same period in 2023 ).
(11) Political security, social order and safety are stable; foreign affairs and international integration are promoted; the country's prestige and position are enhanced.
Regarding the future orientation, the Prime Minister emphasized the viewpoint that " The Party has directed, the Government has agreed, the National Assembly agrees, the People support, the Fatherland expects, then only discuss action, not retreat ". Government members, heads of ministries, branches and localities must have an innovative and breakthrough mindset with high determination, great efforts, and drastic actions in the spirit of "dare to think, dare to do, dare to break through for the common good"; "what is said must be done, what is committed must be done; what is done must be done effectively".
The Prime Minister pointed out 11 groups of key tasks and solutions in the coming time. Of which :
First, implement synchronously, drastically and effectively. resolutions, conclusions, and directions of the Central Committee, Politburo, Secretariat, National Assembly, Government, and Prime Minister; proactively handle work within authority, continue to promote decentralization, and resolutely not shirk or avoid responsibility. In particular, Highly focus on summarizing Resolution No. 18-NQ/TW and promoting the organization of the apparatus "Refined - Lean - Strong - Effective - Efficient - Effective". Create internal and ideological unity, well implement plans, orientations to arrange and streamline the Government's apparatus; ministries and branches reduce at least 15% of internal units.
Second, continue to prioritize promoting growth associated with maintaining macroeconomic stability, controlling inflation, ensuring major balances with the target : GDP growth in the fourth quarter reaching about 7.4 - 7.6%, the whole year of 2024 reaching over 7%; strive to achieve a growth rate of about 8% in 2025. Ensure market stability, prices of essential goods, food, foodstuffs, etc., especially at the end of the year and the upcoming Lunar New Year. Urgently complete Resolutions 01 and 02 on tasks and solutions for socio-economic development and improving the business environment, enhancing national competitiveness in 2025, with innovative thinking, strategic vision, foresight and broad-mindedness in building goals, tasks and solutions to attract social capital, promote growth.
Third, focus on renewing traditional growth drivers and promoting new growth drivers: Accelerate the implementation of public investment projects and 03 National Target Programs, strive to disburse public investment capital to reach over 95% of the plan. Take advantage of 17 signed FTAs; expand Halal, Latin American, and African markets. Promote and create breakthroughs for new growth drivers such as digital transformation; green transformation; attract investment in new industries and fields; develop marine economy, urban areas, regional economy, and regional linkages.
Fourth, promote the development of strategic infrastructure , especially national digital infrastructure, innovation infrastructure, expressway system with airports and seaports. Strive to complete 3,000 km of expressway and over 1,000 km of coastal road by the end of 2025.
Fifth, promote breakthroughs in human resource training and perfecting institutions, laws, reforming administrative procedures, and promoting national digital transformation: Actively and effectively implement laws and resolutions passed by the National Assembly at the 8th session of the 15th National Assembly. Urgently issue a Decision to establish a Steering Committee on anti-waste before December 10, 2024. Promote digital transformation, Project 06, and build a National Data Center.
Sixth, continue to focus on thoroughly handling outstanding and long-standing issues , especially removing difficulties and obstacles for land projects according to Conclusion No. 77-KL/TW of the Politburo.
Seventh, focus on cultural, social and environmental fields; ensure social security and people's lives such as implementing cultural target programs; promoting emulation movements to eliminate temporary and dilapidated houses .
Eighth, strengthen national defense and security; step up the fight against corruption, waste and negativity. Ensure security and order, prevent crime, especially high-tech crime, cyber crime, and drug crime. Organize well the foreign affairs activities of senior leaders.
Ninth, strengthen information and communication work , contributing to creating social consensus and an enthusiastic atmosphere, and striving for progress of the whole society.
Tenth, actively implement the work of the 14th Congress Economic and Social Subcommittee.
Eleventh, organize a summary of the work of 2024 and prepare for a joyful, healthy and safe Tet for the people.
