At the press conference, the Government Spokesperson said: On the morning of the same day (June 1), Prime Minister Pham Minh Chinh chaired the regular meeting of May to assess the socio-economic situation in May and the first 5 months of the year; the implementation of 03 National Target Programs; disbursement of public investment capital and a number of other important contents; and propose key tasks and solutions in the coming time.

In May and the first 5 months of 2024, many international organizations assessed that the world economic and trade prospects showed positive signs, but the world situation continued to evolve rapidly, complicatedly, and unpredictably; political instability in some regions escalated; US dollar and gold prices increased; monetary policies in many countries remained tight and the future trend was unclear; climate change, natural disasters, and epidemics had severe impacts... Domestically, opportunities, advantages, and difficulties and challenges were intertwined, but there were more difficulties and challenges.

In that context, the Government, ministries, branches and localities have focused on directing the drastic and flexible implementation of tasks and solutions according to the Resolutions and Conclusions of the Central Committee, Politburo, Secretariat, National Assembly, Government and Government leaders.

Discussing at the meeting, the Government members unanimously agreed that the socio-economic situation in May and the first 5 months of 2024 continued to be positive, with many areas in May achieving higher results than in April and the overall 5 months were better than the same period in 2023 in most areas. Notably:

The economy continued to maintain positive growth momentum in all three regions. Agricultural production developed steadily. Industrial production recovered well, increasing by 3.9% in May compared to April and 8.9% over the same period; the total increase in 5 months was 6.8%. The service sector continued to grow strongly, with total retail sales of goods and consumer service revenue increasing by 9.5% in May; 8.7% in 5 months.

Macroeconomic stability continued to be maintained, inflation was controlled, and major balances were ensured. The average consumer price index (CPI) in the first 5 months increased by 4.03%; Total import-export turnover in May increased by 9.1% compared to April and increased by 22.6% compared to the same period; the total increase in the first 5 months was 16.6%, of which exports increased by 15.2%; imports increased by 18.2%; The total state budget in the first 5 months was estimated at 52.8% of the yearly estimate, up 14.8% compared to the same period. Public debt, government debt, national foreign debt and state budget deficit were controlled below the prescribed limit; Disbursement of public investment capital in the first 5 months reached 22.3% of the plan, higher than the same period...

Cultural and social fields are focused on; social security is ensured; people's lives are improved; administrative reform, especially cutting and simplifying administrative procedures, digital transformation, Project 06 and preventing corruption and negativity are promoted, contributing to strengthening people's trust; politics and society are stable; national defense and security are maintained; social order and safety are ensured; foreign affairs and international integration are promoted; the country's prestige and position are raised.

Besides affirming that the achieved results are fundamental, Government members frankly acknowledged that there are still shortcomings, limitations, difficulties and challenges.

Concluding the meeting, on the basis of identifying the causes, lessons learned and analyzing the international, regional and domestic situations, the Prime Minister clearly stated the viewpoints on direction, management and key tasks and solutions in the coming time, focusing on:

Continue to operate monetary policy proactively, flexibly, promptly and effectively; coordinate synchronously, harmoniously and closely with a reasonable, focused and key expansionary fiscal policy.

Facilitate access to credit capital for businesses and people, direct credit to production and business, priority areas; strive for credit growth of about 5% in the first 6 months of the year, about 15% for the whole year; continue to reduce lending interest rates by 1 to 2%, in which 5 major commercial banks are the core.

Resolutely promote further disbursement of public investment capital, 03 National Target Programs. Continue to promote the activities of 5 Working Groups of the Prime Minister and 26 Working Groups of Government members. Report to the National Assembly to allow proactive adjustment of capital plans from places that have not been allocated, slow to disburse to places that have fast disbursement, need additional capital; continue to accelerate the progress of important and key national infrastructure projects; strive to disburse over 95% of the assigned plan.

- Focus on perfecting institutions, laws, reforming administrative procedures, promoting national digital transformation. Urgently and promptly promulgate Decrees, Circulars, and guiding documents, ensuring the simultaneous effectiveness of the Laws on Land, Housing, Real Estate Business, and Credit Institutions... Resolutely reduce and simplify administrative procedures; promote digital transformation, Project 06, and build a National Data Center. Urgently promulgate and organize the implementation of the Plan to deploy issued plans, especially the VIII Power Plan, regional plans, and provincial plans.

Focus on cultural, social and environmental fields; ensure social security and people's lives. Prepare for salary reform according to the Resolutions of the Central Committee and the National Assembly on the principles of ensuring fairness, equality, harmony, stability and a suitable roadmap; propose the most suitable plan to be implemented from July 1, 2024. Do a good job of medical examination and treatment, ensure medicine; prevent drowning, especially in children; organize the high school graduation exam and university and college admissions in 2024 well. Urgently complete the National Target Program on culture to submit to the National Assembly.

Strengthen national defense and security; ensure security and order, prevent crime; prevent corruption and negativity; carefully, practically and effectively implement foreign affairs activities of senior leaders; promptly concretize and effectively exploit international treaties and agreements.

Strengthen information and communication work, create social consensus; pay special attention to policy communication and important issues of public interest; fight and refute bad, toxic information, and information against the Party and State, and strictly handle violations.
