At the press conference, representatives of leaders of several ministries and branches answered many questions from journalists related to issues of public concern.
About to Organize the apparatus to ensure leanness and efficiency
On the selection and arrangement of personnel when Streamlining the apparatus, Chief of Office and Spokesperson of the Ministry of Home Affairs Vu Dang Minh said that the Ministry has advised the Government Steering Committee to issue documents urging and guiding local ministries and branches to stipulate specific criteria and conditions, suitable to the characteristics and situation of each local ministry and branch. On that basis, there are criteria to evaluate the last 3 years of work, select those to continue to retain, those to be put on the list of re-arrangements, and have plans and roadmaps for appropriate calculations.
This must be done to ensure the performance, effectiveness and efficiency of the new apparatus.
Up to now, Mr. Minh said that according to the plan submitted this morning by the Government to the National Assembly Standing Committee, the Government's plan on the Government's structure and personnel structure has been highly agreed upon. Along with that is the draft Law on Government Organization and the Law on Local Government Organization to be submitted to the 9th Extraordinary Session of the National Assembly for approval.
Along with that, ministries, branches and localities also have specific plans to arrange the apparatus. Regarding human resources, to calculate each person in which position, we have to wait until the competent authority, the National Assembly, approves the Government structure, the Government issues the functions, tasks and powers of ministries and ministerial-level agencies. For ministries that are not subject to arrangement, a new decree must also be issued stipulating the functions, tasks and powers of the organizational structure. Because these ministries are not subject to consolidation or merger, but the internal organizational structure is adjusted, streamlining and merging departments and agencies, a new decree on the organizational structure must also be issued. "During this time, regarding personnel work, who is subject to retention, who is subject to streamlining, the number of people we have in the plan, but because it involves people, the thoughts and feelings of workers, we have to wait until there is a decision from the competent authority, the National Assembly, the Government, then we can report the exact number" - Mr. Minh shared.
According to Mr. Minh, the Ministry of Home Affairs and the Ministry of Finance are currently coordinating so that the Ministry of Finance can issue a circular, providing guidance on funding sources, budget preparation, management and use of funds related to this issue. During the coordination process, the Ministry of Finance will seek opinions from ministries to complete and issue this circular.
Accordingly, regarding the legal basis, Mr. Minh said that there is Decree 178, Circular guiding the method of calculating each person. The Ministry of Finance will have a circular guiding the preparation of estimates, funding sources, management and use. Therefore, when the competent authority approves, it can be put into operation immediately.
Regarding the question of whether there are enough resources to implement the restructuring of the apparatus, Mr. Minh said that when drafting Decree 178, the Ministry of Home Affairs asked for opinions from the Central Steering Committee and the Government Steering Committee on this draft. Among them, the content that is also of great concern is whether there are enough resources to implement the restructuring and streamlining or not. Through the impact assessment, it shows that if these options are implemented, the funding source that can pay for those who will retire and are subject to the restructuring is lower than the funding source for these people to work for 5 years. Therefore, Mr. Minh affirmed that he is still confident that there will be enough funding to pay for those who are subject to the restructuring.
Regarding concerns about who receives a high or low salary and the actual amount of money, Mr. Minh said that people who receive salary, when taking leave, have different expenses. The amount is based on the actual salary they are receiving, on the number of months of leave. If the leave is within 12 months, the expense is higher and after 12 months, the expense is lower. We have an excel table, just need to enter the time and get the amount.
Regarding the arrangement, the Ministry of Home Affairs also advised the Central Steering Committee and the Government very urgently. Basically, the documents submitted to the National Assembly have been completed and are waiting for the National Assembly to open and consider and approve.
Solutions to retain workers after Tet
Regarding this issue, a representative of the Ministry of Labor, War Invalids and Social Affairs said that, like many previous years, after the Tet holiday, the labor market may experience some fluctuations when a number of workers do not return due to job changes or changes in residence, leading to a temporary local labor shortage. Grasp and forecast the situation before the holiday On the occasion of the Lunar New Year 2025, the Ministry of Labor, War Invalids and Social Affairs has issued a document directing the Departments of Labor, War Invalids and Social Affairs of provinces and cities; Employment Service Centers to proactively follow the labor market situation and closely coordinate with business groups and corporations, especially in the southern provinces and cities such as Ho Chi Minh City; Long An, Dong Nai, Binh Duong... to ensure that there is no shortage of labor and employment after Tet.
Up to this point, in industrial parks and export processing zones in localities such as Hanoi, Bac Giang, Bac Ninh, Thai Nguyen, Ho Chi Minh City; Long An, Dong Nai, Binh Duong... workers have returned to work after Tet holiday, many localities reaching 97-98%. It can be seen that the good news is that in 2024, the lives, incomes and welfare of workers have all improved. The system of trade unions at all levels, companies and business groups have paid attention to and taken care of improving the welfare of workers not only during holidays and Tet. In 2024, the average salary of workers reached nearly 9 million VND/month, an increase compared to 2023. Push boost credit growth
Deputy Governor of the State Bank Dao Minh Tu said that to have growth, there must be investment. The growth rate of 8% is positive, but there must be efforts, synchronous and drastic solutions. To have 8% growth, credit must double. That is, two percent of credit growth is one percent of GDP growth, requiring investment and investment efficiency of social resources. With an 8% growth rate, growth must be 16%, even 18-20%.
“This year, how can we have enough capital for the economy, for both medium and long-term investment, when the stock market, bond market and real estate market have not really flourished. Therefore, capital supply is a heavy responsibility,” said Mr. Tu.
In 2024, outstanding credit balance will be more than 15 million billion VND, an increase of 2.1 million billion VND. The total lending turnover in 2024 will be 23 million billion VND and debt collection will be 21 million billion VND. To achieve the above target, the State Bank will operate to ensure liquidity for the economy, for commercial banks, promote idle capital to the economy, and have a reasonable interest rate policy. When investment capital is needed, it will use capital supply and refinancing tools. Operate stable interest rates, in accordance with the general interest rates of the economy and other macroeconomic requirements, in the direction of gradually reducing interest rates.
The credit limit is set at 16% but can be higher if inflation is controlled and growth targets are achieved. Therefore, the State Bank will create the initiative for commercial banks to increase credit limits and control overall credit. Regarding exchange rates, foreign currencies will remain stable, with intervention measures when necessary, ensuring reasonable exchange rates, avoiding the mentality of hoarding and coping.
