Nearly 100,000 social housing apartments must be completed by 2024

619 social housing projects implemented

Deputy Minister of Construction Bui Xuan Dung said that the goal of building social housing in 2024, by July 31, through the synthesis of reports from localities in the period from 2021 to present, nationwide there are 619 social housing projects implemented with a scale of 561,816 units; the number of completed projects is 79 projects with a scale of 4,679 units; the number of projects that have started construction is 128 with a scale of 111,688 units; the number of projects that have been approved for investment policy is 412 projects with a scale of 409,149 units.

In the first 6 months of 2024 alone, 8 projects were completed, of which 4 projects were fully completed and 4 projects were partially completed with a scale of 3,136 apartments; the number of projects licensed to start construction was 5 projects with a scale of 8,468 apartments; the number of projects with investment policies was 9 projects with a scale of 8,795 apartments.

The target to be achieved in 2024 according to the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period 2021 - 2030" assigned in Resolution 01/NQ-CP of the Government dated January 5, 2024 is to strive to complete 130,000 apartments.

With 8 projects of about 3,100 apartments completed in the first 6 months of the year, nearly 100,000 apartments must be completed in 2024. The Ministry of Construction sets a target of completion that depends mainly on projects that have started and completed in 2024. This is a great pressure on progress, requiring the participation of ministries, branches and localities.

Regarding the credit support package of 120,000 billion VND for preferential loans for social housing, up to now, 34/64 provinces and cities have issued documents announcing 78 projects eligible for preferential loans on the electronic information portal. To date, banks have disbursed 1,344 billion VND, including 1,295 billion VND for investors in 12 projects and 49 billion VND for home buyers in 5 projects.

Implement Resolution No. 33/NQ-CP dated March 11, 2023 of the Government and propose solutions to remove difficulties and obstacles for investors and buyers of social housing with interest rates about 1.5 - 2% lower than the average medium and long-term interest rates of state-owned commercial banks in the market.

Currently, the State Bank is seeking opinions from relevant ministries and branches on the documents and draft resolution to adjust some contents of the 120,000 billion package and Resolution 33/NQ-CP in the direction of reducing lending interest rates for customers by 3-5%, and for customers who are investors, the reduction will remain at 1-2%.

The Ministry of Construction has issued a document agreeing with the proposal of the State Bank. At the regular Government meeting this morning (August 5), the Prime Minister agreed with the content of the proposal of the State Bank, requesting the early completion of the submission for approval of the Resolution adjusting the content of the preferential loan package program of 120,000 billion VND.

Shorten administrative procedures for building social housing

The Deputy Minister of Construction also outlined a number of tasks and solutions to be implemented in the near future, such as organizing a national conference to urge the development of social housing in August 2024; requesting the State Bank to direct and encourage commercial banks to participate in lending support capital and loosening credit room, creating conditions to increase terms and reduce support interest rates, etc.

Localities direct inspection of investment in social housing construction to ensure quality, adequate technical infrastructure, social infrastructure, essential services, etc. Based on specific conditions, each locality has specific mechanisms and solutions to shorten administrative procedures, establish project approval, allocate land, lease land, clear land, support and encourage businesses to implement projects, create supply for the market and take advantage of preferential sources to develop social housing.

For big cities, especially Hanoi and Ho Chi Minh City, it is necessary to enhance responsibility in leadership, direction, attraction and acceleration of social housing development, ensuring the assigned project goals.
