Market size and liquidity have grown
Reporter Ky Thanh, Investment Newspaper: I would like to ask Deputy Minister Nguyen Duc Chi to share with the Ministry of Finance about the current situation of the corporate bond market and whether the launch of a private bond trading floor will help the market improve or not?
Deputy Minister of Finance Nguyen Duc Chi: Regarding the first content that journalist Ky Thanh and Investment Newspaper raised, I would like to share this, about the bond market and the operation of the individual bond market concentrated at the Hanoi Stock Exchange.
Regarding the situation of the private bond market in the first 10 months of the year, by the end of October, we have compiled that 70 enterprises have tested the issuance of private corporate bonds with a volume of 180.4 trillion VND.
In addition, enterprises have previously issued and repurchased 190.7 trillion VND before maturity, and a very noteworthy point is that since Decree 08/2023/ND-CP of the Government took effect on March 5, 2023, until the end of October, the issuance volume was 179.5 trillion VND. This is issuance and repurchase, after Decree 08/2023/ND-CP was issued and by the end of October, the issuance volume was the same.
Another point to share is that in the primary market, that is, when a business issues, institutional investors account for over 95% and individual investors only account for about 5% who participate in buying privately issued corporate bonds.
The maturity volume from now until the end of the year is 61.6 trillion VND for bonds that businesses have issued.
Regarding the situation of trading individual corporate bonds on the centralized trading system, after more than 3 months of operation, the Hanoi Stock Exchange has coordinated with members as well as businesses to safely and smoothly operate this trading system.
The market size and liquidity have grown. As of October 31, the market has received and put into trading 451 bond codes of 114 enterprises with a registered trading value of about VND 336,768 billion.
Regarding transaction scale, by the end of the trading session on October 31, 2023, the total transaction value of the whole market reached VND 49,392 billion, with an average transaction value of VND 676.6 billion/session.
In October alone, the total market value reached 29,292 billion VND, with an average transaction value of about 1,331 billion VND/session.
By the end of October, there were only 451 bond codes of 114 enterprises registered to trade on this market and there are also many bond codes of enterprises that have issued but have not registered.
The Ministry of Finance has directed the State Securities Commission, the Vietnam Stock Exchange and the Hanoi Stock Exchange to conduct supervision and inspection and will strictly handle according to the law if enterprises have issued bonds without registering for trading on this system according to the law.
Deputy Minister of Education and Training Hoang Minh Son: There has been no case of reference books brought into schools containing inappropriate content. Photo: VGP/Nhat Bac
There has been no case of reference books brought into schools containing inappropriate content.
Reporter Hoang Le, VOV Online Newspaper: Deputy Minister Hoang Minh Son, please tell us how the management of reference books and children's books is being implemented to avoid inappropriate content. Recently, images of children's books with data descriptions in textbooks have been circulating on social networks, causing negative public opinion. This has forced the Ministry of Education and Training to request relevant agencies to intervene to clarify this information. So what measures has the Ministry taken to manage this issue?
Deputy Minister of Education and Training Hoang Minh Son: Regarding textbooks, the Ministry of Education and Training has very strict regulations from standards, procedures to appraisal and selection for use. For reference books and books for children, the scope is very wide.
There are two issues here. One is, regarding publishing and circulation, reference books and children's books are published by publishers, and the Ministry of Information and Communications is responsible for state management. Regarding publishing, publishers are responsible for the content.
Second, the Ministry of Education and Training recognizes that it is necessary to have regulations to strengthen the state's management responsibility in using these books in schools, general schools, preschools, and continuing education schools to limit inappropriate content in reference books and books for children in school education.
Since 2014, the Ministry of Education and Training has issued a Circular on the use and management of reference books in schools. In which, it clearly stipulates the conditions, requirements, and responsibilities of teachers, schools, the Department of Education and Training, and the Department of Education and Training in managing the use of content that, if any, is brought into the school, brought into the school library, as well as books that, if parents want to use, the school will advise them to use.
The standards and conditions are clearly stated here, especially the responsibilities of the school and the Department of Education and Training in inspection and examination. If there are any inappropriate contents, the use of those books will be stopped.
We have not found any cases of reference books brought into schools containing inappropriate content.
Recently, there have been some phenomena, and this is not the first time, some social media accounts, newspapers… have taken pictures of parts of books somewhere on the market, either intentionally or unintentionally, to make people misunderstand that this is the content of textbooks. This is very dangerous, and has a very negative impact on the entire education system.
We suggest that you, reporters, pay attention to this. There is a lot of news about the education sector, but it needs to be clearly verified, clearly identified where it is, and whose responsibility it is.
We would like to inform you very clearly that the responsibility related to circulation and publication belongs to the Ministry of Information and Communications. As for the Ministry of Education and Training, according to its authority, it has issued a circular regulating this issue.
Thanh Buoi bus company case: Is there tax evasion of hundreds of billions of dong, lax management?
Reporter Mai Thu, Thanh Nien Newspaper: Firstly, many newspapers have written articles related to the illegal bus and bus station of Thanh Buoi in recent times. Recently, Thanh Buoi caused an accident that killed 5 people and injured many others, the driver had his license revoked, public opinion has raised the question of why Thanh Buoi bus company's violations were so blatant and brazen for so many years without being handled?
Is it true that management agencies and state management agencies such as the Department of Transport of Ho Chi Minh City and Lam Dong have loosened management to allow this bus company to blatantly violate the law?
Second, the press has investigated and reported on Thanh Buoi bus company's tax evasion. So has Thanh Buoi evaded hundreds of billions of dong in taxes over the years? Who is responsible for this issue and can the tax losses be recovered?
Third, the Prime Minister issued Official Dispatch No. 902 requesting clarification of the responsibilities of Thanh Buoi bus company and related units to prevent similar accidents from happening. So how have the Ministry of Public Security and the Ministry of Transport implemented Official Dispatch 902 so far?
Deputy Minister Nguyen Duc Chi: The Ministry of Finance has directed the General Department of Taxation and relevant tax departments to closely coordinate with the police to clarify and determine the responsibilities of Thanh Buoi Company as well as related subjects in tax evasion. Photo: VGP/Nhat Bac
Thanh Buoi Company's tax records have been transferred to the police for investigation.
Deputy Minister of Finance Nguyen Duc Chi: Thanh Buoi Company, the main business line is passenger and cargo transportation, operating on main routes from Ho Chi Minh City to Lam Dong and vice versa, from Lam Dong to Can Tho and vice versa. This company has two branches in Da Lat city, Lam Dong province and Thanh Buoi branch in Phan Thiet city, Binh Thuan province.
At the Ho Chi Minh City Tax Department, Thanh Buoi Company declares and pays taxes using the deduction method at the Ho Chi Minh City tax authority, declares VAT and personal income tax in Lam Dong for the operations of the Lam Dong branch. The company will register to use electronic invoices from July 15, 2022.
Recently, through synthesis and supervision, the company has had many activities to declare, supplement and adjust 24 tax declaration dossiers of many value added tax, corporate income tax and personal income tax declaration periods at the Ho Chi Minh City Tax Department for the years 2019, 2020, 2021 and 2022.
After the additional declaration, the company has incurred taxes to be paid and the company has paid the arising taxes, specifically: Value added tax in 2019 increased by 1 billion 991 million VND (rounded), in 2022 increased to 2 billion 763 million VND (rounded). Income tax in 2019 increased by 8 billion 476 million and in 2020 increased by 3 billion 607 million VND, in 2022 increased by 267 million VND (rounded). From October 10, 2023 to October 31, 2023, the company paid 21 billion 457 million VND to the State budget at the Ho Chi Minh City Tax Department.
Regarding tax management of the company, the tax departments have also conducted 7 inspections and examinations. Of which, the Ho Chi Minh City Tax Department has conducted 4 inspections and the Lam Dong Provincial Tax Department has conducted 3 inspections for the joint ventures from 2013 to 2021. Through inspections and examinations, it was recommended to increase the revenue and payment to the budget by 1 billion 437 million VND due to the declaration behavior leading to a lack of tax payable.
Regarding the issue of whether or not the company violated the law on tax and tax management : Through the implementation of management work, the Ho Chi Minh City Tax Department also discovered that Thanh Buoi Company had signs of paying many employees with larger amounts than the income from salaries and wages that the enterprise had declared and settled personal income tax with the tax authority.
This behavior leads to tax evasion, reducing the tax that should have been paid in reality. Based on relevant regulations, the Ho Chi Minh City Tax Department has also transferred these files to the Ho Chi Minh City Police Department for investigation in accordance with the law.
The Ministry of Finance has also directed the General Department of Taxation and relevant tax departments to closely coordinate with the police to clarify and determine the responsibility of Thanh Buoi Company as well as related subjects in tax evasion.
Deputy Minister Nguyen Danh Huy: Any individual or organization that violates will be punished. Photo: VGP/Nhat Bac
Deal with any individual or organization that violates
Deputy Minister of Transport Nguyen Danh Huy: Regarding the content related to the implementation of the Prime Minister's Official Dispatch No. 902/CD-TTg, how is it? The Ministry of Transport would like to answer as follows: The traffic accident on National Highway 20 is very regrettable and extremely serious. Immediately after the incident, the Prime Minister issued Official Dispatch 902, which focuses on 2 issues.
The first is to overcome the consequences and direct localities to overcome the consequences. The second is to direct the investigation, inspection, examination, and handling of responsibilities of organizations and individuals, including individuals in state management agencies.
Implementing the Prime Minister's direction, the Ministry of Transport has sent a document requesting the People's Committees of the three provinces of Ho Chi Minh City, Lam Dong, and Binh Thuan to immediately inspect the business types and law compliance of Thanh Buoi bus company.
According to the law, this task has been assigned to localities. The Ministry of Transport's viewpoint is to clearly identify and handle any individual or organization that violates the law.
The second issue is that from the Thanh Buoi bus company in the 3 provinces as above, the Ministry of Transport has assigned the Vietnam Road Administration to inspect and examine the state management of the Departments of Transport, not only the 3 provinces and cities but also the Departments of Transport of 63 provinces and cities. From there, to re-determine whether the legal documents on management and business conditions are sufficient, whether the sanctions are strict and deterrent enough.
In December, the Vietnam Road Administration will fully implement the tasks assigned by the Ministry of Transport and will report back to the Government. We will also provide information to the press.
The third issue is that we also closely coordinate with localities, especially the investigation agency of the Ministry of Public Security, during the investigation and handling process.
We cannot take illegal buses and bus stations for granted.
From the viewpoint of the Ministry of Transport, the wharf car toad is not to take place and must be handled, it cannot be considered as a natural thing.
The recent incident in some provinces and cities and the Ministry of Transport has asked localities to coordinate to review and adjust the regulations to have sanctions on parachute cars, more serious and more deterrent toads, not to recur.
In the Prime Minister of the Prime Minister, it is required to review the entire infrastructure to supplement the railing, the traffic safety system to improve the safety of the national highway system across the country.
Lieutenant General To An Xo: The Ho Chi Minh City Police also coordinated with the relevant units to clarify the mistake and conduct the search of the headquarters, branches and related locations of Thanh Buoi Company at TPCHM and Lam Dong Province to clarify the violations of this company.
Are clarifying the mistakes of Thanh Buoi Company
Lieutenant General To An Xo, spokesperson of the Ministry of Public Security: The case of Thanh Buoi garage was quite complete and detailed, I just asked for additions as follows:
Firstly, implementing the electricity 902 dated September 30, 2023 of the Prime Minister, overcoming the consequences of a serious traffic accident took place in Dong Nai, the Ministry of Public Security directed Dong Nai Police to urgently investigate and clarify the cause of the accident, clarify the responsibilities of individuals and organizations related to strictly handle them in accordance with the law.
At the same time, the Ministry of Public Security also directed the Ho Chi Minh City Police based on the functions and tasks, urgently receiving, classifying and resolving criminal denunciations related to this company.
Ho Chi Minh City Police also coordinated with relevant units to clarify violations and conduct search of headquarters, branches and related locations of Thanh Buoi Company at TPCHM and Lam Dong Province to clarify the violations of this company.
Our goal is how to ensure traffic safety, minimize traffic accidents, contribute to reorganizing passenger transport business to serve people, ensuring professionalism in this activity as well as contributing to socio -economic development.
Deputy Governor Dao Minh Tu: Having reached the goal of reducing interest rates for businesses.
Has reached the goal of reducing interest rates for businesses
PV Duy Cuong, VTVNews Electronic Newspaper: According to the economic report, from the beginning of this year the State Bank (SBV) has 4 times adjusted the operating interest rate with a reduction of 0.5 - 2%/year. Is the current capacity really attractive to businesses?
Deputy Governor of the SBV Dao Minh Tu: Interest rates are a matter of concern that the economy, businesses, customers, borrowers are very interested in banks.
Until now, looking at the overview, I think that it has reached the goal of reducing support interest rates for businesses and supporting credit growth, as well as supporting the expansion of investment to increase GDP this year.
Firstly, if interest rates only think of the story of lending, mobilizing and lending, that is, how to ensure the relationship is low, it will be low loans. macro generally.
Secondly, the interest rate is very tight with the exchange rate when the Vietnamese dong interest rate is too low and the exchange rate is at high levels, especially the foreign currency interest rate of countries that affect Vietnam is very high, creating a difference and the situation of dollarization appears as well as the exchange rate problem can be broken.
Thirdly, interest rates are also related to many problems in the economy, including fiscal policies in bond issuance.
Another, in the management of interest rates to ensure harmony between fiscal policy and monetary policy.
From the beginning of 2023, the viewpoint of operating is both suitable for reality and enhancing the ability to access capital of the business, supporting businesses by reducing interest rates.
Firstly, the operating interest rates, the SBV has decreased by 4 times and a reduction of up to 2% for some targets and some interest rates.
For commercial banks, it is true that by the end of July and early August, the decrease is about 1% compared to the end of 2022.
Since the beginning of the year, the SBV has calculated with the influence of the world economy, the resistance of the country's economy in the face of dual difficulties affecting many aspects to manage monetary policy towards ensuring this year's inflation control goal will be less than 4.5% and support growth.
The State Bank aims to achieve the average interest rate of commercial banks about 1-1.5%. However, up to now, according to statistics and assessment of the SBV up to now, the average interest rate of new loans will decrease by 2 - 2.2%, which is more than the expectation and desire from the beginning of the year with the interest rate decreases.
Of course, some previous loans, when commercial banks mobilize are still being able to anchor high because of the delay of the policy. To ensure the harmony of financial options of commercial banks when mobilized, the loan is also adequate, similar to it.
Therefore, the State Bank has also requested commercial banks to use all measures from now until the end of the year to reduce, including previous lending interest rates, to ensure support for businesses.
Specifically, the afternoon of October 27, the SBV held a whole industry conference with 35 large commercial banks accounting for the main lending of the economy.
The conference directed very fiercely, specifically for banks of loan interest rates, input difference, output is still high above normal. So far, 4 state -owned commercial banks with a key role, such as Vietcombank's average loan interest rate of all short, medium, long -term loans and all previous old loans, as well as the current new loans in the end of the year, in the end of the year, in the end of the year, in the end of the year, in the end of the year, in the end of the year, in the end of the year, in the end of the year, in the end of the year, in the end of the year, in the end of the year, in the end of the year, in the end of the year, in the end of the year, in the end of the year, in the end of the year, in the end of the year, in the year of the year, the last year of the year, the year of the year has only reached the year of the year. It has decreased by 0.29%.
Of course, there are also current loans high, about 9%, over 9%, all of these banks have been specified and also required to find all measures to reduce interest rates.
The SBV said that the interest rate of commercial banks with the operating of the SBV up to now is similar, even surpassing the expectations set out from the beginning of the year.
