Deputy Minister Trieu Van Cuong delivered the opening speech at the scientific conference.
Attending the workshop were Associate Professor, Dr. Be Trung Anh, Standing Member of the National Assembly's Ethnic Council; representatives of leaders of units under and directly under the Ministry of Home Affairs; leaders of the Department of Home Affairs of Hoa Binh province; experts, scientists, leaders and managers from central and local ministries, departments and branches.
In his opening speech, on behalf of the Organizing Committee, Deputy Minister Trieu Van Cuong said that, in carrying out the tasks in the Ministry-level Key Science Program "Organizing the operation of the state administrative apparatus to meet the requirements of national governance innovation towards modernity and efficiency" for the period 2021 - 2025, the Ministry of Home Affairs conducts an investigation, assesses the current situation, proposes solutions to perfect decentralization and delegation between the central and local levels, focusing first on the state management fields of the Ministry and the Home Affairs sector such as organizing the state administrative apparatus; managing cadres, civil servants, and public employees; building local governments and administrative boundaries; associations and non-governmental organizations. On that basis, the leaders of the Ministry of Home Affairs assigned the Institute of State Organizational Sciences to organize the Workshop "Improving legal regulations on decentralization and delegation between the Central and local governments in Vietnam" to gather and receive opinions from experts, scientists, and managers on the content and solutions to improve legal regulations on decentralization and delegation in state management between the central and local governments in Vietnam, focusing on a number of state management areas of the Ministry of Home Affairs as mentioned above.
Deputy Minister Trieu Van Cuong emphasized that decentralization and delegation of power is an important issue, a major policy of our Party and State in the process of innovation, aiming to improve the effectiveness of state management, promote the dynamism and creativity of localities, and meet the requirements of socio-economic development in the new period of the country. Decentralization and delegation of power is both an inevitable trend and a key issue in national governance. Therefore, perfecting legal regulations on decentralization and delegation of power is an objective and urgent requirement, aiming to create a synchronous, unified legal corridor, suitable to reality, ensuring good implementation of the Party and State's policy on decentralization and delegation of power.
With the function of the Ministry of Home Affairs as an advisory body for the Party and the State, it also performs the task of state management of the organization of the state administrative apparatus; management of cadres, civil servants, and public employees; building local governments and administrative boundaries; associations and non-governmental organizations... are important contents associated with the construction and completion of the political system, ensuring the effective operation of the state administrative apparatus and serving the people. Therefore, the completion of legal regulations on decentralization and delegation in the above-mentioned fields for the Ministry and the Home Affairs sector is an even more urgent and specific requirement.
In fact, the current legal system on decentralization and delegation in general and in the field of state management of the Ministry and the Home Affairs sector in particular has made important progress, contributing to promoting the socio-economic development of the country. However, there are still some shortcomings that need to be overcome, such as: incomplete and inconsistent regulations. Some areas and powers have not been clearly defined, leading to overlap, causing difficulties in implementation. Supervision and inspection of the implementation of decentralization and delegation are still loose, not meeting requirements.
Deputy Minister Trieu Van Cuong believes that with the participation and contributions of many experts and scientists in the fields of law, state administrative organizations, and delegates representing localities, the Workshop will achieve practical results, helping management agencies have more theoretical and practical bases to propose contents and solutions to perfect the system of legal regulations on decentralization and decentralization in general and in the fields under the scope and state management functions of the Ministry and the Home Affairs sector in particular.

The workshop focused on the following specific contents: (1) Theoretical and practical issues on decentralization and delegation between the Central and local governments in Vietnam today; (2) Current status of laws on decentralization and delegation between the Central and local governments in Vietnam today; (3) Current status of decentralization and delegation between the Central and local governments in 04 areas of state management of the Ministry of Home Affairs (organization of the state administrative apparatus; management of cadres, civil servants, and public employees; building local governments and administrative boundaries; associations and non-governmental organizations); (4) Orientations and solutions to improve the law on decentralization and delegation between the Central and local governments in Vietnam; (5) Orientation and solutions to complete the contents and regulations on decentralization and delegation to local authorities in 4 areas of state management of the Ministry of Home Affairs (organization of the state administrative apparatus; management of cadres, civil servants and public employees; building local authorities and administrative boundaries; associations and non-governmental organizations); (6) Solutions on coordination mechanisms, inspection and supervision mechanisms for tasks and powers delegated and delegated to local authorities in the areas of state management of the Ministry of Home Affairs and the amendment of related documents and regulations; (7) Conditions on organization, finance, budget, facilities, etc. to perform the tasks and powers delegated and delegated to local authorities in the areas of state management of the Ministry of Home Affairs and the amendment of related documents and regulations; (8) Other related contents...

In summarizing the workshop, Deputy Minister Trieu Van Cuong respectfully thanked the experts, scientists, and managers who contributed their opinions to the Workshop "Improving legal regulations on decentralization and delegation between the Central and local governments in Vietnam" with a high sense of responsibility, contributing to the completion of the proposed content and program. At the same time, the Deputy Minister acknowledged the opinions and discussions of the experts, scientists, and representatives of a number of functional departments of the Ministry of Home Affairs and local Departments of Home Affairs who were very responsible and dedicated, focusing on the discussion of the main contents of the Workshop, thereby helping to open up and resolve many theoretical and practical issues in the implementation of decentralization and delegation between the Central and local governments in Vietnam today.
The Deputy Minister assessed that the delegates focused on discussions to have specific assessments of the current legal status on decentralization and delegation between the Central and local governments in Vietnam, pointing out the existing limitations, and at the same time proposing some orientations and solutions to improve the legal status on decentralization and delegation between the Central and local governments in Vietnam in a scientific and feasible manner. The current status of decentralization and delegation between the Central and local governments in the four areas of state management of the Ministry of Home Affairs (organization of the state administrative apparatus; management of cadres, civil servants, and public employees; building local governments and administrative boundaries; associations and non-governmental organizations) was also enthusiastically discussed by the delegates. A series of issues on coordination mechanisms, inspection and supervision mechanisms for decentralized and delegated tasks and powers; The conditions on organization, finance, budget, facilities, etc. to carry out the tasks and powers delegated and decentralized by local authorities were also clearly set out. Thereby, the delegates proposed many important directions and solutions to perfect the regulations on decentralization and decentralization in the fields of state management of the Ministry of Home Affairs.
This is an important basis for the Ministry of Home Affairs, in its role as a consulting and policy-making agency, to review, report to competent authorities, develop and amend relevant documents and regulations accurately and appropriately in line with specific local conditions. Deputy Minister Trieu Van Cuong requested the Institute of State Organizational Sciences to synthesize and fully absorb the opinions of delegates attending the Workshop to complete the report contents of the task of investigating and assessing the current situation, proposing solutions to complete decentralization and delegation between the central and local levels under the Ministry-level Key Science Program for the period 2021 - 2025 to submit to competent authorities.
