The conference was connected online from Hanoi to provinces and cities across the country. Prime Minister Pham Minh Chinh and leaders of ministries, departments, and branches of the Central Government and the Transport sector attended and directed the conference.
Attending the conference at Ninh Binh province were comrade Nguyen Cao Son, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; leaders of departments, branches and sectors of the province.
In 2023, the workload assigned to the Ministry of Transport is particularly large with many important, urgent and complicated political tasks. However, under the direction of the Party and State, the support and assistance of the National Assembly, and the direct guidance of the Government and the Prime Minister, the Ministry of Transport has gradually overcome difficulties, proposed solutions and achieved many important results.
In 2023, the Ministry of Transport started 26 projects and completed 20 projects, including 9 expressway component projects with a length of 475 km, bringing the total number of expressway kilometers put into operation nationwide to 1,892 km. Disbursement of public investment capital reached VND 94,161 billion, 1.7 times higher than in 2022.
By the end of December 2023, the Ministry's disbursement volume reached about 90% of the plan. It is expected that by the end of the fiscal year, the disbursement will reach over 95%. Continuing to maintain its position in the top of the country, thereby making important contributions to socio-economic development, stabilizing the macro-economy, promoting growth, and ensuring major balances of the economy.
Up to now, 5/5 national sectoral plans in the transport sector according to the Planning Law have been completed by the Ministry of Transport and submitted to the Prime Minister for approval; along with that, the Ministry has proactively developed and submitted to the Prime Minister detailed plans, adjusting specialized plans in accordance with the national master plan.
Speaking at the conference, delegates representing ministries, branches, localities, enterprises, and associations highly appreciated the achievements, shortcomings, limitations, difficulties, and obstacles, shared good experiences, creative and effective ways of implementing tasks, and analyzed and forecasted the domestic and international situation, contributed additional tasks and solutions that need to be focused on, and made recommendations and proposals to help the transport sector continue to fulfill the goals and tasks set out in 2024.
Speaking at the conference, Prime Minister Pham Minh Chinh acknowledged and highly appreciated the efforts and overcoming difficulties of the transport sector and localities in carrying out the tasks in 2023. The Ministry of Transport has been resolute in leading and directing the implementation of assigned tasks, doing a good job in planning; implementing important, key national projects, with many new projects approved, new construction started as well as completing and putting into use many expressways.
Regarding the tasks for 2024, Prime Minister Pham Minh Chinh requested the Ministry of Transport to continue to coordinate with relevant ministries and branches to focus on removing obstacles to mobilize resources for investment in developing transport infrastructure and key national projects, in the spirit of "obstacles at each level must be removed, and where there are obstacles, there they must be removed".
The Ministry of Transport must take scientific innovation and application of science and technology as resources in surveying, designing and constructing, ensuring the quality of key transport projects, contributing to increasing the value and reducing the cost of projects.
Grasp the situation, strictly and promptly handle organizations and individuals who violate and affect progress. Develop appropriate mechanisms and policies to maximize the potential and advantages of each region and locality. Maintain discipline, order, decentralization, and delegation of authority, contributing to improving supervision capacity, reducing administrative procedures, and creating favorable conditions for contractors.
Strengthen communication work to create consensus among the masses in implementing key transport projects. Ensure harmony of interests and legitimate rights between people, businesses and the State according to the Constitution and laws. Prioritize resources for a number of key national projects.
