17th Conference of the Provincial Party Executive Committee

Comrades: Doan Minh Huan, Member of the Party Central Committee, Secretary of the Provincial Party Committee; Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee attended and chaired the conference.

Also attending were members of the Provincial Party Standing Committee, members of the Provincial Party Executive Committee; leaders of the Provincial People's Council, Provincial People's Committee, Provincial National Assembly Delegation; representatives of a number of Central Party Building Committees; leaders of departments, branches, sectors, the Fatherland Front and socio-political organizations of the province; members of the Provincial Party Inspection Commission.

At the conference, the Provincial Party Executive Committee discussed and commented on the following contents: Draft Report on the results of leadership and direction in implementing tasks in 2023, directions and key tasks in 2024. Report on the work that the Provincial Party Standing Committee has resolved since the 16th Provincial Party Executive Committee Conference to the 17th Provincial Party Executive Committee Conference; key tasks from now until the 18th Provincial Party Executive Committee Conference.

Through discussion, delegates unanimously assessed: In 2023, the Provincial Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of the province promoted the spirit of solidarity, unity, responsibility, and courage, focused on directing new and difficult tasks, persevered in achieving goals, and resolutely led and directed all aspects of work, along with the efforts and determination of all levels, sectors, business community, military and people in the province, so they achieved relatively comprehensive results, completing and exceeding 15/18 planned targets, of which 11 targets exceeded the plan.

Notably: The Provincial Party Committee and the Provincial Party Committee Standing Committee focused on leading and directing Party committees at all levels to organize mid-term reviews and issue Conclusion Notices as an important basis to continue focusing on leadership, direction, and organization to successfully complete the Resolution of the Provincial Party Congress for the 2020-2025 term.

Party and government building work was carried out synchronously, comprehensively and effectively; the political system was increasingly consolidated. Party building targets exceeded the plan, with 2,328 new party members admitted during the year, exceeding the plan by 3%.

The economy has developed, with an estimated GRDP growth rate of 7.27%; industry continues to grow; agriculture has developed steadily, the new rural construction movement has gone into depth, reaching and exceeding the plan; trade and service activities have developed, especially in the tourism sector, creating momentum and leverage to promote other economic sectors.

In 2023, 12 socio-economic development targets were completed and exceeded: GRDP per capita reached 88 million VND; Total social investment capital reached 32 trillion VND (exceeding the plan); Production value/ha of cultivation reached 155 million VND (exceeding the plan);

Tourist arrivals reached 6.55 million, tourism revenue reached 6,375 billion VND (exceeding the plan). Total export turnover is estimated at 3.13 billion USD, reaching 96.2% of the plan. Total budget revenue is estimated at 16,431 billion VND, equal to 67.6% compared to 2022 and reaching 73.4% of the estimate.

The work of building new rural areas has achieved positive results; 100% of the province's districts have met new rural standards/completed the task of building new rural areas; Nho Quan district has met new rural standards and Ninh Binh city has completed the task of building new rural areas.

Culture and society have made many advances, social security is guaranteed, people's lives continue to be improved and raised. Organize well cultural and political events, important seminars in the province at national and international level; promote and spread unique identity values, gradually transforming them into resources for growth.

Investment promotion and attraction activities are given attention; foreign affairs and international cooperation activities are expanded. Local defense and military are strengthened; political security and social order and safety are ensured. Administrative reform, public reception, handling of complaints and denunciations, and anti-corruption and negativity are given attention, focused direction, and have positive changes.

17th Conference of the Provincial Party Executive Committee — Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council spoke at the conference.

Speaking to clarify the results achieved, the delegates also frankly pointed out the shortcomings, limitations and causes leading to some targets of the year not being achieved; reflecting on the difficulties and newly arising issues that require the province to focus on leadership, direction and management. At the same time, many solutions were proposed to successfully implement the goals and key tasks of 2024 as well as calculate the ability to complete the goals of the entire term 2020 - 2025.

Concluding the conference, Secretary of the Provincial Party Committee Doan Minh Huan acknowledged the enthusiastic and responsible opinions of the delegates. Along with appreciating the achieved results, he also analyzed and pointed out the difficulties, shortcomings, and limitations that need to be focused on solving.

Noting the opportunities, advantages, challenges, and impacts on the province's development, the Provincial Party Secretary emphasized the general direction for 2024 with the main goal being: Completing the organization and arrangement of commune-level administrative units in the province; merging Ninh Binh city and Hoa Lu district with the aim of shaping the nature of a "Millennium Heritage City".

To achieve this goal, it is necessary to focus now on building a Project to prepare to work with the Politburo to issue a Resolution on the construction and development of Ninh Binh province until 2035, with a vision to 2045. It defines the vision, goals, viewpoints, policies and tasks of building Ninh Binh into a typical millennium heritage urban area of the country and the Asia-Pacific region; a center of tourism, cultural - social services, specialized and unique environment - ecology of the country and the world; a large center of cultural industry; a leading modern auto mechanical industry center in the country; a solid area for national defense and security (religion). Strive to basically achieve the criteria of a centrally-run city before 2030 and become a centrally-run city by 2035.

Noting the key tasks in Party building, the Provincial Party Secretary suggested focusing on leadership and direction in preparing personnel work to serve Party congresses at all levels for the 2025-2030 term. Strengthening propaganda, creating unity of awareness and action on the arrangement of administrative units.

Organize activities to celebrate the 65th anniversary of Uncle Ho's visit to Ninh Binh and activities to celebrate major holidays and important political events of the year. Direct the effective implementation of the 2024 working theme of the Provincial Party Executive Committee. Innovate and improve the quality of activities of the Fatherland Front, socio-political organizations and mass organizations...

Regarding economic development, the Provincial Party Secretary suggested making greater efforts, being more determined, and being highly determined to successfully complete the targets and tasks for 2024 and the entire term. Focus on removing difficulties and bottlenecks to promote comprehensive development, exploiting and maximizing the potentials, advantages, and internal strengths of each industry, field, and locality.

Innovate and promote investment attraction and tourism development. In attracting investment, it is necessary to focus on attracting potential investors. Accelerate the formation of new industrial zones and clusters. Develop industry in a modern direction, creating a foundation and driving force for economic growth. Focus on developing fisheries commensurate with available potential.

Along with economic development, Provincial Party Secretary Doan Minh Huan proposed focusing on comprehensive and synchronous development of cultural fields. Continue to focus on leading tourism development with different and classy products, affirming the brand, creating a foundation for widespread development of the cultural industry. Accelerate the construction of cultural institutions. Fundamentally and comprehensively innovate education, put it into practice. Take care of ensuring social security.
