In his opening speech, Prime Minister Pham Minh Chinh stated: This is the first conference of special significance in developing Vietnam's cultural industries.
Vietnamese culture is the crystallization of thousands of years of civilization, creative labor, and steadfast struggle to build and defend the country by the Vietnamese ethnic community, and is the result of the exchange and absorption of the quintessence of many world cultures to constantly improve and develop. Vietnamese culture has forged the soul, spirit, mettle, and heroic Vietnamese people who are hospitable and friendly, making the glorious history of the nation shine.
The Prime Minister said: Talking about cultural industry refers to industries that produce artistic and creative products, whether physical or intangible in nature; through exploiting cultural values and products and services of intellectual nature, with social and cultural significance to gain economic benefits.
In the world, the development of cultural industry is taking place strongly, is a trend and gradually becomes an important driving force to promote the economic and social development of countries. Vietnam is assessed to have many potentials and advantages to develop cultural industry.

Over the past years, the Party and State have issued and effectively implemented many policies, guidelines, laws to develop culture and cultural industry:
- Resolution No. 03-NQ/TW dated July 16, 1998 of the Central Committee determined: "The general direction of our country's cultural career is to promote patriotism and the tradition of great national unity, the sense of independence, self-reliance, self-reliance in building and defending the socialist Fatherland, building and developing an advanced Vietnamese culture imbued with national identity, absorbing the quintessence of human culture, making culture permeate the entire life and social activities...".
- Resolution No. 33-NQ/TW dated June 9, 2014 sets out the goals and requirements: "Building a healthy cultural market, promoting the development of cultural industries, and enhancing the promotion of Vietnamese culture".
- The strategy for developing Vietnam's cultural industries to 2020, with a vision to 2030, issued by the Government, affirmed the view that: "Cultural industries are an important component of the national economy. The State creates favorable conditions to attract maximum resources from businesses and society to develop cultural industries". The strategy identifies 12 areas of cultural industries; at the same time, it sets out the goals for implementing these areas by 2030.
- The 13th National Party Congress set out the task: "Urgently deploy focused development of the cultural industry and cultural services on the basis of identifying and promoting the soft power of Vietnamese culture".
- Speaking at the 2021 National Cultural Conference, General Secretary Nguyen Phu Trong outlined six major tasks, including: "urgently developing cultural industries and building a healthy cultural market".
The Prime Minister commented: With the special attention of the Party and State and the participation of all levels, sectors and localities, over the past time, cultural industries have gradually become important service economic sectors; capital investment in cultural industries has promoted the cultural industry market to make new progress, contributing positively to socio-economic development.

However, compared with some other industries, our country's cultural industries have not yet fully exploited their potential and advantages.
The Prime Minister stated that in order for our country's cultural industry to develop quickly and sustainably, effectively exploiting its potential and strengths, there needs to be a strong transformation from awareness, thinking to action, innovation in thinking, breakthroughs in the way of doing things, building a Vietnamese cultural industry that is "Creative - Identity - Unique - Professional - Competitive", on the cultural foundation of "National - Scientific - Popular" of the 1943 Vietnamese Cultural Outline.
At today's Conference, the Prime Minister asked delegates to exchange, discuss and share in a frank and responsible spirit, focusing on several main contents:
Firstly, evaluate and analyze carefully the achievements, shortcomings and limitations in the development of culture and cultural industry in the past time (try to clearly state specific evidence); clearly state the causes and lessons learned. Identify the opportunities and challenges of Vietnam's cultural industry in the coming time. What can we learn from countries that have succeeded in developing cultural industries?
Second, propose specific, feasible, and breakthrough solutions, including:
- Solutions and roadmap to remove current shortcomings, especially in mechanisms and policies? (on attracting social resources; strengthening links and coordination between ministries, branches, localities, between public and private sectors; protecting and effectively implementing intellectual property rights; policies on encouraging and facilitating infrastructure, technology, capital, tax, investment; strongly promoting digital transformation...). Accordingly, it is necessary to synchronously deploy solutions on planning, market, science and technology, mobilizing the participation of enterprises, banks, attracting public-private partnership resources...
- Which products and services need to be focused on for investment to create high efficiency and influence? How to develop national brands in the cultural industry?
- Solutions for developing human resources for the cultural industry in both quantity and quality?
- Is it necessary to build a cultural industry development strategy for the new period with a long-term vision and more synchronous solutions?
At the same time, the Prime Minister asked delegates to give their opinions on the proposal to issue appropriate directives, management and regulations after the Conference.
The time of the Conference is not much, while this is a new, sensitive field, with wide coverage, great impact, if done well, it will be very effective. Commenting that after 2 years of organizing the National Cultural Conference in 2021, thinking, awareness, and action with culture have changed completely, creating new resources for national development, especially many localities are very proactive, the Prime Minister asked the delegates to speak briefly, going straight to the point.
