On June 7, the Provincial People's Committee held a conference to give opinions on the Ninh Binh Provincial Planning for the period 2021-2030, with a vision to 2050. Comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the conference.
Also attending the conference were Vice Chairmen of the Provincial People's Committee; leaders of departments, branches and localities in the province; and planning consulting units.
The planning of Ninh Binh province for the period of 2021-2030, with a vision to 2050, has clearly stated the location and inter-provincial relations; the scope and boundaries of planning; the position, role and potential advantages of the province; and identified the key issues of provincial planning. The planning also sets out the general goal of effective, inclusive and sustainable development, in which industry is the driving force for growth; tourism becomes a spearhead economic sector, promoting the development of other sectors and fields, making an important contribution to the modern economic restructuring; developing the economy towards green, circular economy, digital economy and associated with the reduction of greenhouse gas emissions. Striving to build Ninh Binh province into a province with average development in the Red River Delta and becoming a high-quality, highly competitive tourism center of the country.
The planning content also identified 5 development breakthroughs, including: Investing in building synchronous and modern infrastructure associated with exploiting and effectively using land funds and social resources; administrative reform, improving competitiveness and attracting investment in production and business projects from economic sectors to shift the economic structure towards modernity; rationally organizing space and dividing functional zones; preserving and promoting the value of historical - cultural and natural heritages; protecting the environment, proactively preventing natural disasters and responding to climate change; training and developing human resources in line with the process of economic restructuring, meeting the needs of socio-economic development in the fourth industrial revolution.
Receiving comments and contributions from the National Council for Appraisal of Ninh Binh Province's Planning, the Department of Planning and Investment reported and summarized the comments from the People's Committees of districts, cities and sectors according to their functions and tasks. At the conference, consulting units and representatives of sectors contributed additional comments to a number of planning contents on the organization and development of territorial space; infrastructure development; land allocation and zoning; environmental protection; exploitation, use, protection of resources, biodiversity, natural disaster prevention and response to climate change; list of provincial projects in order of priority - resources and solutions for implementing the planning...
Assessing the progress of the provincial planning implementation, the Vice Chairmen of the Provincial People's Committee acknowledged the efforts of the sectors and localities. They requested the consulting unit to absorb and revise the planning report to ensure the progress, direction and content as directed by the Provincial People's Committee, demonstrating the aspiration for breakthrough of Ninh Binh province in the new situation.
The Vice Chairmen of the Provincial People's Committee also requested the sectors and localities to study and supplement the planning according to the requirements of the National Appraisal Council on specific issues. Particularly for Kim Son district, it is necessary to supplement the urban tourism service planning. Especially when the coastal routes are completed, it will be a driving force to attract investors.
Review and add more industrial land area in Nho Quan area in the district planning that has just been approved; coordinate with relevant sectors to review and re-identify mineral mines to ensure the demand for construction materials for major projects of the province; continue to consult with central ministries and sectors to soon complete and put into organization, direction and implementation.
In addition, in planning work, special attention should be paid to the view that tourism development is a key economic sector. It is necessary to review and re-evaluate the quality and efficiency of industrial zones and clusters, and attract investment so that when planning economic zones, environmental factors for tourism must be ensured in a green and sustainable direction.
Concluding the conference, Chairman of the Provincial People's Committee Pham Quang Ngoc emphasized: Provincial planning is a task that the province is very concerned about, with high requirements, so in the process of leadership and direction, the Provincial People's Committee has been determined, creating "pressure" on the sectors and consulting units to receive a quality product. Therefore, through the assessment of the National Appraisal Council, Ninh Binh Provincial Planning has achieved good quality, ensuring spatial orientation for development in accordance with the requirements of implementing Resolution 30 of the Politburo on socio-economic development and ensuring national defense and security in the Red River Delta until 2030, with a vision to 2045 and the requirements of national development.
After listening to the explanations and contributions of the sectors, localities and consulting units, the Chairman of the Provincial People's Committee requested that the heads of departments, sectors and localities continue to study, contribute opinions and implement the directions of the Provincial People's Committee on a number of specific issues such as: economic growth rate, economic structure, spatial planning for development of sectors to ensure orientation and sustainability...
For consulting units, seriously synthesize comments and suggestions, review and re-evaluate the current status to ensure brevity and higher generality, with forecasting of land use demand for social public areas with planning vision in the period. Before June 20, consulting units need to complete a summary report of major issues according to the recommendations of the National Appraisal Council.
