The National Assembly has approved the investment policy for the North-South high-speed railway project. At the same time, many national and urban railways have been invested in according to the plan.
Sharing with Giao Thong Newspaper, Mr. Dang Sy Manh, Chairman of the Board of Directors of Vietnam Railways Corporation, said that these are great opportunities for railway transport to make a breakthrough.

Looking back at 2024, what do you think are the highlights and greatest achievements of the railway industry?
In recent years, especially in 2024, the railway sector has made many marks.
First of all, the Railway Law is being finalized for amendment and supplementation to be submitted to the competent authority. Decrees and circulars have also been amended and adjusted to be more suitable to reality.
The Party, Government and relevant agencies are determined to invest in connecting the Vietnam - China railway, especially the Lao Cai - Hanoi - Hai Phong route; and invest in urban railway routes in Hanoi and Ho Chi Minh City.
Notably, on November 30, 2024, after many years of waiting, the National Assembly approved the investment policy for the North-South high-speed railway project.
All demonstrate the realization of the Party and State's major policy on developing a modern, synchronous and sustainable railway transport system.
In the milestones just mentioned, how have the efforts of Vietnam Railways Corporation been demonstrated, sir?
Vietnam Railway Corporation is a 100% state-owned enterprise, assigned the main task of managing, operating, exploiting and maintaining the national railway network invested by the State.
Over the years, we have strived to innovate to change the image of the railway to be more positive and beautiful.
First is to change thinking, not only in the corporation but also to make everyone realize that: Railway belongs to the community, to the people, to the country, to society.
To develop railway mechanical industry, it is necessary to analyze the future market. In which, determine which must be localized immediately, which must transfer technology, temporarily import, then research for production, which serves domestic demand, which can be exported... to have appropriate plans and roadmaps.
Next, prepare for the operation, exploitation and maintenance of new railway lines and high-speed railways when assigned tasks as well as urban railway maintenance services for the provinces.

Railways carry historical, heritage and cultural values and must share these values with the community. At that time, railways were not simply transport, taking passengers from station A to station B, but the train had to be an experience, the station was the destination and the railway was a flower road.
We have turned "disadvantages" into advantages, turning things that customers have long undervalued into values.
For example, while the current train speed is still slow, we provide services such as organizing weddings and events on the train; organizing heritage connecting journeys, night trains, charter trains, luxury trains... to attract customers who love experiences.
The stations become destinations with service and cultural models such as Coffee Railway, art exhibitions at Hanoi station, fashion shows at Saigon station... All bring a new image of the railway with its own values.
Expanding the industrial mechanical market
How will these milestones create momentum for Vietnam Railways Corporation in the coming time, sir?
This is the premise for us to carry out two strategic tasks in the coming time. Firstly, to organize, manage, operate and exploit the existing railway network that the corporation is assigned to safely and effectively.
Continue to arrange and restructure according to the "Project to restructure Vietnam Railways Corporation until the end of 2025" approved by the Prime Minister.
Second, we must prepare thoroughly and promptly to actively participate in the construction of railways, including urban railways, national railways and high-speed railways according to the plan.
Specifically, what work will the corporation immediately start implementing?
Resolution No. 172/2024 of the National Assembly on the investment policy of the North-South high-speed railway project assigned Vietnam Railways Corporation to manage and maintain infrastructure and organize operations and exploitation; mobilize other enterprises to invest in vehicles; continue restructuring, build a model of management and maintenance of infrastructure to ensure unity, modernity and efficiency; participate in the development of the railway industry.
We recognize that this is an extremely difficult task and must be prepared early. Especially human resources, we cannot wait until construction is completed to train.
Preliminary calculations show that about 13,800 workers will be needed to serve the high-speed railway project in all stages of infrastructure maintenance, vehicles, electrical systems, operating systems; management; train drivers; train operators; operating staff; station staff...
At this point, it is necessary to carefully analyze the human resource structure, training time, criteria, standards, training costs, etc.
It is necessary to clearly define the occupational groups, how many human resources are needed, at university, college, intermediate levels, how many engineers, how many workers; training roadmap to keep up with project implementation progress.

So what is the solution to implement these contents, sir?
The task ahead is enormous. To complete it, in addition to resources, breakthrough mechanisms and policies are needed.
The Corporation will review, revise and supplement internal mechanisms, and propose appropriate and innovative mechanisms and policies to competent authorities.
In the past, we have made initial preparations such as participating in the research process of projects of ministries and branches. Organizing delegations to study and research in Japan, Korea, China, Europe, etc.
We have also signed memorandums of understanding with domestic and foreign partners such as: Army Corps 12, Vinaconex, China Railway Construction Corporation (CRCC), China National Railway Corporation (CR); Liuzhou Railway Academy (China) and other partners.
In addition, we have also established a steering committee and 5 groups in related fields to research and develop implementation projects on construction, infrastructure maintenance; operation management; industrial development and technology transfer, localization of components of high-speed railways; human resource training; model restructuring and policy mechanism proposals...
